ON AUGUST 10TH, THE STRUCTURAL MEMBERS AND SYSTEMS OF THE HOUSE WERE WERE DAMAGED BEYOND REPAIR. SO REALLY, REMOVAL IS THE ONLY OPTION IN THIS CASE. WHEN WE TALK ABOUT REPAIR, WE TALK ABOUT KIND OF IMMEDIATE REBUILD. BUT THE FIRST STEP IS THE DEMOLITION OF THE HOUSE. A DAY AFTERWARD, OUR BUILDING DIVISION WENT OUT AND CONFIRMED THAT THE BUILDING MEETS OUR DEFINITION OF UNSAFE STRUCTURE, WHICH RELATES TO DAMAGE AND STRUCTURAL BEING SO UNSAFE IS THAT COMPLETE OR PARTIAL COLLAPSE IS POSSIBLE. ON MARCH 16TH A GOOD SEVEN MONTHS AFTER THE FIRE OCCURRED, THERE WAS A LITTLE BIT OF A DELAY IN THIS CASE. THE INSURER DEPOSITED JUST OVER $50,000 WITH THE CITY TO COVER THAT PART OF THE PROGRAM, THAT 15%. ONCE DEFICIENCIES ARE ABATED, EITHER BY THE OWNER OR THE CITY, THE REMAINDER OR IN FULL IF THE OWNER REMOVES THE STRUCTURE OR RETURN TO THE OWNER. SO WE DON'T KEEP THOSE THOSE FUNDS, THEY ARE SOLELY MEANT TO COVER THE COST OF REMOVAL SHOULD THE CITY HAVE TO DO SO. THE CONDITION OF THE PROPERTY HAS NOT CHANGED AT THIS TIME. ALTHOUGH WE DID GET SOME POSITIVE NEWS YESTERDAY. A REPUTABLE RESTORATION COMPANY AND THE OWNER HIMSELF CALLED MY OFFICE AND ADVISED THAT THEY'RE UNDER CONTRACT TO HAVE THE PROPERTY CLEANED UP AND THE THE STRUCTURE REMOVED. SO IT WAS GOOD TIMING TO BE IN THE OFFICES OF SENATOR MORAN AND REPRESENTATIVE DAVIDS BECAUSE THEY BOTH SERVE ON TRANSPORTATION COMMITTEES. WHILE WE WERE THERE, WE ALSO LEARNED ABOUT THE BASICS ACT, WHICH IS H.R. 7437, WHICH WILL BE WORKING ITS WAY THROUGH CONGRESS WHICH HAS SIMILAR FUNCTIONS RELATED TO BRIDGES, SAFETY AND LOCAL PROJECTS BASICALLY PRODUCING TRANSPORTATION RESULTS WITHOUT LENGTHY GRANT APPLICATION PROCESSES AND PROVIDING SOME [01:10:05] FORMULAS, FORMULA BASED FUNDING TO GIVE THOSE LOCAL PROJECTS SOME SELECTION AUTHORITY. SO WELL TIMED VISITS BECAUSE BOTH OF OUR LEGISLATURE, LEGISLATORS WILL BE WORKING ON THOSE TWO ITEMS IN CONGRESS ON THEIR COMMITTEES. OTHER COUNCIL MEMBERS WISH TO SHARE THEIR SESSIONS OR TAKEAWAYS FROM THE CONFERENCE. CHELSEA. ACTUALLY, I KIND OF WANTED TO BRAG ON LENEXA A LITTLE BIT. ONE OF THE MAIN THEMES OF THE, THE CONFERENCE THIS YEAR WAS ADOPTING A CIVILITY RESOLUTION THAT KIND OF ENCOURAGED ALL LOCAL GOVERNMENTS ACROSS THE CITIES AND TOWNS AND VILLAGES ACROSS THE ENTIRE COUNTRY TO KIND OF PROMOTE DIGNITY AND RESPECT AND JUST CONSTRUCTIVE DIALOG AT THE PUBLIC MEETINGS AND, AND NOT JUST AMONG FELLOW COUNCIL MEMBERS, BUT WITH STAFF AND WITH RESIDENTS AND COMMUNITY AS A WHOLE. AND, AND I GOT AN OPPORTUNITY TO TALK TO, TO A NUMBER OF CITY LEADERS FROM VARIOUS SIZES OF CITIES AND COMMUNITIES AND FOUND IT. IT WAS DISHEARTENING TO HEAR SO MANY DIFFICULTIES, I GUESS WOULD BE A GOOD WORD THAT THEY WERE HAVING. YOU KNOW, KEEPING THEIR MEETINGS AND THEIR RELATIONSHIPS RESPECTFUL AND CORDIAL AND CIVIL. AND I FOUND MYSELF BRAGGING ABOUT LENEXA QUITE OFTEN WHEN I WAS DISCUSSING THESE WITH OTHER LEADERS THAT, YOU KNOW, WE TAKE OUR RELATIONSHIPS WITH ONE ANOTHER AND WITH OUR RESIDENTS AND WITH OUR PROFESSIONAL STAFF QUITE SERIOUSLY. AND IT JUST EMPHASIZED HOW DECORUM AND, YOU KNOW, CLEAR PROCEDURES AND PROFESSIONALISM AND JUST THAT MUTUAL RESPECT IS SO CRUCIAL IN MAKING SURE THAT OUR LOCAL GOVERNMENT RUNS SMOOTHLY AND BENEFITS THE COMMUNITY, THE COMMUNITY, AS IT'S DESIGNED TO DO. AND I WAS A LITTLE SHOCKED TO HEAR HOW OTHER LOCAL LEADERS IN OTHER CITIES JUST DIDN'T HAVE THAT SAME COHESIVENESS AND YOU KNOW, ATMOSPHERE, I GUESS, AND THAT WE HAVE IN LENEXA. AND AGAIN, I WAS JUST, IT WAS, IT WAS NICE TO BE ABLE TO BRAG A LITTLE BIT ON OUR CITY. AND YOU KNOW, JUST HOW IMPORTANT IT IS, PARTICULARLY WITH THE SEVENDAYS 2026 PROCLAMATION, I THINK WAS PERFECT EVENING TO ALSO BRING UP THIS SUBJECT, BUT IT JUST, IT REALLY TOUCHED HOME. AND I THOUGHT IT WAS REALLY INTERESTING THAT SO MANY OTHER LOCAL GOVERNMENTS ARE HAVING SOME ISSUES. THANK YOU. I WAS PROUD OF LENEXA. THANK YOU, CHRIS. YEAH, I'D LIKE TO BUILD ON THAT. WE ARE VERY LUCKY. I'M ON THE ENERGY, ENVIRONMENT AND NATURAL RESOURCES COMMITTEE. AND WE'RE FORTUNATE THAT A LOT OF THE ISSUES THAT ARE BROUGHT UP IN THAT COMMITTEE, YOU KNOW, WE DON'T HAVE TO DEAL WITH THEM. IT'S NOT PART OF OUR REALITY. BUT BEING ON THAT COMMITTEE DOES GIVE ME SOME INSIGHT INTO SOME OF THE ISSUES THAT ARE ESPECIALLY AT THE FEDERAL LEVEL. SO THAT IF WE WERE TO HAVE TO, YOU KNOW, GET THE EPA INVOLVED OR THERE WAS A WATER USE ISSUE OR A LAND USE ISSUE WE DO KIND OF GET A LITTLE BIT OF A HEADS UP. WE GET TO UNDERSTAND WHAT OTHER FOLKS ARE DOING. AND LIKE I SAY, WE'RE LUCKY THAT THAT'S NOT PART OF OUR REALITY. AND JUST TO FURTHER WHAT CHELSEA WAS SAYING. A LOT OF THE FOLKS ARE NOT IN A SITUATION WHERE THEY DO HAVE EFFECTIVE COUNCILS. OF THEIR COMMUNICATION IS, AT A MINIMUM, THEY'RE OFTEN HOSTILE TO EACH OTHER. I MEAN, EVEN AT THE SAME CONFERENCE, I'VE TALKED TO TWO DIFFERENT PEOPLE WITH VERY DIFFERENT PERSPECTIVES. AND SO I LOOK AT THIS TRIP AS A WAY TO GET TO SPEND TIME ON A PERSONAL BASIS WITH OUR FELLOW COUNCIL MEMBERS. AND I THINK THAT'S CRITICALLY IMPORTANT BECAUSE WE HAVE TO DEMONSTRATE THE BEHAVIORS THAT WE WOULD LIKE OUR COMMUNITY MEMBERS TO EXHIBIT AS WELL. AND SO I THINK THIS IS A PERFECT OPPORTUNITY FOR US TO BUILD THAT FOUNDATION AND GET A LITTLE BIT SMARTER ABOUT WHAT WE DO AS COUNCIL PEOPLE. THANK YOU. BUT HAVING THOSE FACE TO FACE CONVERSATIONS MEANS A LOT, ESPECIALLY WHEN WE CALL THEM LATER. YOU KNOW WHERE YOU SAY THIS IS COURTNEY, I'M IN LENEXA. OH, YOU'RE IN LENEXA, RIGHT. LET'S, YOU KNOW, LET'S REITERATE WHAT WE TALKED ABOUT WHEN AT YOUR VISIT. I THINK IT'S ALSO REALLY IMPORTANT TO HIT ON. I ALSO SIT ON FIRST TIER SUBURBS COUNCIL WHICH IS EVERYBODY THAT LIVES AROUND THE METROPOLITAN AREA. AND IN THOSE MEETINGS WHEN I'VE BEEN IN THEM AND WE MEET QUARTERLY ONLINE AS WELL, WE HAVE DIRECT ACCESS TO THE ADVOCACY CHAIR. FOR THE NATIONAL LEAGUE OF CITIES, WHICH IS, YOU KNOW, ESSENTIALLY WHO'S RUNNING THEIR LOBBYING EFFORTS, YOU KNOW, WHAT IS THEIR THINGS. BUT I'VE LEARNED A LOT ABOUT FUNDING MECHANISMS THAT ARE OUT THERE THAT WE DIDN'T MAYBE KNOW ABOUT. AND, AND USE THAT AS AN EDUCATIONAL FOUNDATION FOR THINGS THAT WE CAN GET CREATIVE ABOUT FOR THE STUFF THAT WE NEED. IT'S ALSO REALLY GREAT TO NETWORK THE PEOPLE WITH PEOPLE THAT LIVE IN THE SAME SIZE CITY OR IN THE SAME SITUATIONS, JUST TO GET IDEAS ABOUT WHAT OPPORTUNITIES THEY'VE HAD OR WHAT SOLUTIONS THEY COME UP WITH. BECAUSE MOST CITIES SHARE A LOT OF THE SAME PROBLEMS. AND WE BUILD THOSE RELATIONSHIPS AND STAY IN CONTACT WITH THOSE PEOPLE AND THEN AGAIN, MEET QUARTERLY AND TO CAN AND CAN FOLLOW UP. SO I FIND THERE'S REAL VALUE. IT ALSO GIVES US A LITTLE TEMPERATURE CHECK ON WHAT WE DO WELL AND WHAT WE YOU KNOW, COULD BE BETTER AT. AND I, AND I THINK THERE'S ALWAYS ROOM TO LEARN SOMETHING NEW OR TO KNOW WHAT ELSE IS OUT THERE. WE HAVE INCREDIBLE STAFF AND MOST OF THE TIME I FIND MYSELF BRAGGING ABOUT WHAT WE'VE GOT GOING ON TO THE PEOPLE THAT ARE THERE. BUT I THINK THAT THERE'S VALUE IN KNOWING WHERE WE FALL INTO THE BIG PICTURE OF OTHER CITIES AROUND THE COUNTRY AS WELL. AND SO I DEFINITELY THINK THAT IT'S GREAT TO HAVE THIS AS A PRIORITY. AND THAT THERE'S DEFINITE BENEFIT IN, IN SPENDING OUR TIME AND ENERGY THERE. JOHN MICHAEL. YEAH, I THINK I'LL ECHO THAT SOME OF THE FINDINGS CONSISTENTLY HAVE BEEN THAT WE DO THINGS PRETTY WELL HERE, WHICH IS ALWAYS ENCOURAGING. BUT I ALSO THINK SOME OF THE TAKEAWAYS THAT I USUALLY GET ARE, OKAY, WE DO THIS ALREADY, BUT THERE'S A TWEAK THAT WE CAN DO. AND ONE OF THOSE WAS DURING A WORKSHOP ON COMMUNITY AND MENTAL HEALTH. ROCHESTER, MINNESOTA DOES SOME OF THE SIMILAR MENTAL HEALTH CO-RESPONSE THAT WE DO AS LENEXA AS JOHNSON COUNTY. BUT THEY, THEY LAID OUT HOW VERY STRUCTURED THAT THEY APPROACH A LOT OF THESE THINGS. SOMETIMES IT'S NOT A CO-RESPONSE. IT IS ACTUALLY THE SOCIAL WORKER IS THE RESPONDER, AND THERE ARE PUBLIC SAFETY OFFICERS WAITING IN THE WINGS TO ASSIST IF NECESSARY, BUT REALLY FORMING A MUCH LESS MAYBE JARRING EXPERIENCE FOR A PERSON WHO NEEDS SOME HELP. BUT THEN STRUCTURED FOLLOW UPS AND KIND OF HOW THEY KEEP TRACK OF THE FOLKS THAT THEY ASSIST THROUGH THAT PROGRAM. I THOUGHT IT WAS ONE OF THOSE THINGS THAT WE DO THAT HERE. WE DO THAT IN LENEXA AND JOHNSON COUNTY, BUT IT MIGHT GIVE US SOME OPPORTUNITIES TO TWEAK WHAT WE DO TO JUST DO IT A LITTLE BIT BETTER. ONE OF THE OTHER WORKSHOPS THAT I WENT TO WAS AROUND KIND OF WORKFORCE DEVELOPMENT UNDERSTANDING THAT THERE'S A LOT OF NATIONAL AND GROWING MOMENTUM AROUND APPRENTICESHIPS AND THAT THIS ADMINISTRATION IS SUPPORTIVE AFTER SOME YEARS OF UNCERTAINTY. WE HAVE A NATIONAL GOAL OF 1 MILLION ACTIVE APPRENTICES NATIONALLY. AND I THINK MLC EVEN PUBLISHED LIKE A QUICK START GUIDE FOR WAYS THAT YOU CAN START TO BOLSTER SOME OF THOSE AS A CITY. SO AS LENEXA CONTINUES TO WORK ON ATTRACTING AND RETAINING OUR EMPLOYERS THAT'S A TOOL WORTH EXPLORING. YOU KNOW, WE SPAN SEVERAL SCHOOL DISTRICTS AND EACH OF THOSE SCHOOL DISTRICTS HAVE AWESOME WORKFORCE DEVELOPMENT PROGRAMS AS WELL. SO WE HAVE THREE TIMES THE OPPORTUNITY TO LEAN INTO THOSE. SO AND I THINK THERE WERE MEMBERS OF, OF FEMA THAT BASICALLY SAID, WE DON'T KNOW WHAT YOU DO IF YOU ARE IN A SITUATION.
