THIS ITEM IS A PUBLIC HEARING FOR THE RECOMMENDED FISCAL YEAR 26 THROUGH 2030 CAPITAL IMPROVEMENT PROGRAM. THE COUNCIL REVIEWED THE RECOMMENDED CIP AT LAST WEEK'S COMMITTEE OF THE WHOLE MEETING ON DECEMBER 9TH, AND A NOTICE OF TONIGHT'S PUBLIC HEARING WAS PUBLISHED IN THE KC STAR ON DECEMBER 4TH.
THE MAIN FUNDING SOURCE FOR THE CIP GENERAL FUND.
REVENUES $81.4 MILLION. GENERAL OBLIGATION BONDS $69.8 MILLION.
SO BULK OF OUR EXPENDITURES IN THAT CATEGORY FACILITIES PROJECTS INCLUDING FIRE STATION 6 $36.8 MILLION STORMWATER PROJECTS AT $33.5 MILLION. ONE ITEM TO NOTE, WITH APPROVAL OF THE BRITTON STREET LENEXA LOGISTICS CENTER NORTH PHASE TWO SPECIAL BENEFIT DISTRICT THAT WAS APPROVED AT LAST COUNCIL MEETING AND THE ORDINANCE THAT WAS APPROVED TONIGHT AND THE CONSENT AGENDA LOVING ASSESSMENTS ON THE PROPERTIES.

PRIOR TO BEING ANNEXED IN 1988. 83RD STREET, WEST OF THE THREE TWO BALLPARK TO HEDGE LANE IS THREE, APPROXIMATELY 3.5 MILES IN YOUR PACKET IS A PETITION THAT I WAS ABLE BEFORE IT GOT DARK AND COLD TO SEND TO NEIGHBORS. TAKE PERSONALLY TO NEIGHBORS ON THAT GLEASON TO CLARE ROUNDABOUT.

YOU HAD THREE PRESENTATIONS THAT INCLUDED A MEDIAN ONE WITH A SMALLER MEDIAN AND ONE WITH TURN LANES. AND IT SEEMS TO ME AND SOME OF MY NEIGHBORS THAT WE NOTICED THAT THE PRICE FOR THE TURN LANES WAS A LITTLE BIT CHEAPER THAN THE ONES WITH THE MEDIAN.
BUT YOU HAVE PROPOSALS IN YOUR MEDIANS THAT SAY YOU WANT TO HAVE FUTURE TURN LANES.
WHY WOULDN'T YOU JUST GO AHEAD AND PUT THE TURN LANES IN NOW AND SAVE YOURSELF SOME MONEY AND SOME TROUBLE? IT'S GOING TO BE A MAJOR INCONVENIENCE FOR US ON THIS ROAD, HAVING TO GO BACK EAST JUST TO GO BACK WEST.
YES IT WOULD PROBABLY SLOW DOWN TRAFFIC, LIKE I THINK THEY MADE THE POINT IN THE PRESENTATION.
AND IN ALL FAIRNESS, WITH THE TURN LANES THERE, IT WOULD MAKE IT I BELIEVE IT WOULD MAKE THE TRAFFIC FLOW FOR OUR PARTICULAR STREET A LOT MORE EFFICIENT. I AM NOT IN SUPPORT OF THE PREFERRED PLAN, MAINLY BECAUSE OF THE MEDIAN.
I THINK THE MEDIAN IS EXCESSIVE AND I THINK IT COULD BE MADE MUCH MORE ACCOMMODABLE THROUGH PUTTING A TURN LANE IN THE CENTER. A LOT OF THE PRESENTATION WE HEARD LAST WEEK WAS THIS WHOLE MEDIAN AND ROUNDABOUTS IS DRIVEN BY SAFETY, BUT YET WE HAD A PRESENTATION ABOUT THE BICYCLE LANES AND THE VOLUME OF TRAFFIC AND THE SPEED OF THE ROAD. IT WASN'T CONDUCIVE FOR THE PREFERRED PLAN WITH BICYCLE LANES AS IT IS.
SO I WOULD RECOMMEND THAT THE BICYCLE LANES BE ELIMINATED.
ALL THE PARKS IN THE COUNTY AND THE CITY THAT HAVE TEN FOOT AND EVEN SLIGHTLY LESS LANES SHARE BICYCLES WITH PEDESTRIANS. AND THAT IN ITSELF WOULD MAKE ENOUGH ROOM FOR A TURN LANE.
THE ROUNDABOUTS, I THINK, IS NOT A SILVER BULLET, AS THE ENGINEERS PROPOSE.

THE OTHER THING ABOUT THE ROUNDABOUT THAT I'M A LITTLE CONCERNED OR WONDERING ABOUT IS YOU MAKE A BIG DEAL ABOUT PUTTING THE ROUNDABOUT AT GLEASON, BUT YET LEWIS ROAD IS ALSO A THROUGH ROAD. AND EVEN IN YOUR ALTERNATIVE PLAN, YOU DON'T HAVE LEWIS REALIGNED WITH GLEASON, WHICH I THINK YOU SHOULD LOOK AT.

WARD 1. I'LL MAKE THIS BRIEF. THERE'S TWO THINGS I'D LIKE TO SPEAK ABOUT TONIGHT.ONE OF THEM IS OBVIOUSLY THE CAPITAL IMPROVEMENTS PROJECT.
IT SAYS ON PAGE TWO OF THE INFORMATION THAT WAS PROVIDED LAST WEEK, THAT THE PLANNING COMMISSION IS RESPONSIBLE FOR REVIEWING AND RECOMMENDING PROJECT PRIORITY FROM A PROFESSIONAL PLANNING PERSPECTIVE.
AND I AGREE, THERE'S NO PROBLEM WITH THAT. THE GOVERNING BODY IS RESPONSIBLE FOR RECOMMENDING AND PRIORITIZING PROJECTS FROM A BUDGETARY AND AFFORDABILITY PERSPECTIVE. I AGREE WITH THAT TOO. IT SEEMS AS THOUGH IF WE HAVE 60 PROJECTS WITH 20 SOME DIFFERENT FUNDING SOURCES, THAT THERE SHOULD BE A CONSTRUCTION SCHEDULE FOR THE NEXT FIVE YEARS THAT LAYS THESE OUT.
AND I KNOW THERE'S TWO ON THE ON THE COUNCIL THAT HAVE CONSTRUCTION EXPERIENCE.
SO IF WE HAD A CONSTRUCTION SCHEDULE AND MONIES EXPENDED AT SOME POINT IN TIME, THAT WOULD HELP US TAXPAYERS UNDERSTAND WHAT IS BEING SPENT AND WHERE. IF THERE'S A PROJECT OVERRUN, WE WOULD SEE THAT.
AND THE CITY DOES A VERY GOOD JOB OF EXPLAINING HOW THOSE COSTS VARY.
IF THERE'S A COST UNDER, THEN WE WOULD SEE THAT AS WELL IN A CONSTRUCTION SCHEDULE.
THERE'S FOUR OF THEM. PROJECT COSTS APPROXIMATELY $7 MILLION.
THAT'S $1.75 MILLION PER ROUNDABOUT ON AVERAGE.
I LIVE UP THE HILL FROM THE BLACK HOOF PARK ROUNDABOUT.
I WENT DOWN THIS MORNING. I TAKE A LOOK AT IT.
OKAY. YES, THERE ARE CRACKS IN THE ASPHALT AND THOSE CRACKS ARE DUE TO THINGS LIKE WATER INFILTRATION, TRAFFIC LOW QUALITY MIXED CONSTITUENTS AND THE LACK OF MAINTENANCE.
I BELIEVE THAT INSTEAD OF SPENDING THAT AMOUNT OF MONEY, AT LEAST ON THAT ONE THAT I LOOKED AT, IF MAINTENANCE WAS PROVIDED, WE COULD EXTEND THE LIFE AND NOT HAVE TO SPEND $7 MILLION IN 2026 AND 2027 FOR THOSE ROUNDABOUTS. SO MAINTENANCE IS A GOOD THING. I THINK WE CAN EXTEND THE LIFE IF MAINTENANCE IS PROVIDED, AT LEAST ON THE ROUNDABOUT THAT I LOOKED AT. AND WITH THAT, I'LL YIELD MY TIME TO THE NEXT SPEAKER.
