Approval of an agreement to purchase a MVB3X Modular Vehicle Barrier System from Advanced Securities Technologies To provide for road closures, crowd control, and perimeter protection during the upcoming FIFA World Cup activities, City events, and other City operational needs, staff proposes the purchase of a modular vehicle barrier system for $630,000. ]

BECCY. THANK YOU, MAYOR, MEMBERS OF THE COUNCIL, BECCY YOCHAM, I´M THE CITY MANAGER.

ITEM 6 IS A REQUEST TO APPROVE AN AGREEMENT TO PURCHASE A VEHICLE BARRIER SYSTEM AT A TOTAL COST OF $630,000.

AS NOTED IN YOUR PACKET, THE IMPETUS BEHIND PURCHASING THIS BARRIER SYSTEM NOW IS THE UPCOMING 2026 FIFA WORLD CUP AND THE ANTICIPATED PUBLIC EVENTS THAT ARE ASSOCIATED WITH THE WORLD CUP THAT WILL BE HELD IN LENEXA.

BUT IN ACTUALITY, THESE BARRIERS WILL SERVE THE CITY FOR ALL OF OUR FESTIVALS AND PUBLIC EVENTS FOR MANY YEARS TO COME.

AS YOU KNOW, OVER THE LAST SEVERAL YEARS, THE CITY HAS WORKED TO ENHANCE OUR EMERGENCY PREPAREDNESS AND THE SAFETY AND SECURITY OF OUR EVENTS AND FESTIVALS IN GENERAL, BUT IN PARTICULAR IN LIGHT OF A SERIES OF UNFORTUNATE EVENTS AROUND THE COUNTRY AND THE GLOBE, WE HAVE BEEN FOCUSED IN THOSE SAFETY AND SECURITY MEASURES AT IMPROVING RESISTANCE TO VEHICLE INTRUSIONS INTO OUR FESTIVAL AND EVENT SPACES.

THIS SYSTEM IS A TOOL THAT WILL NOT ONLY FURTHER ENHANCE THOSE EFFORTS, BUT WILL HELP US DO SO REALLY MORE EFFICIENTLY AND MORE EFFECTIVELY.

IT WILL BE UTILIZING A SYSTEM THAT IS SORT OF BEST PRACTICE IN THE INDUSTRY, AND IT DOES MEET FEDERAL SAFETY AND ANTI-TERRORISM STANDARDS.

SO TODAY, FOR EVENTS LIKE THE LENEXA BBQ , WHERE LANE CLOSURES AND THOSE SORTS OF THINGS ARE NECESSARY, WE HAVE TO EMPLOY WATER FILLED PLASTIC BARRIERS THAT REQUIRE HEAVY EQUIPMENT AND MULTIPLE PERSONNEL TO ACTUALLY INSTALL. IN CONTRAST, THIS BARRIER SYSTEM. WELL, THE BARRIERS THAT MAKE UP THIS EACH WEIGH 53 POUNDS AND THEY CAN BE OPERATED BY A SINGLE PERSON WITH NO TOOLS AND INSTALLED INDIVIDUALLY IN 10S EACH.

SO WE FEEL LIKE THIS IS NOT ONLY A SAFETY UPGRADE, BUT AN EFFICIENCY UPGRADE FOR US AS WELL.

IN TERMS OF FUNDING, STAFF PROPOSES TO USE FUNDING FROM THE TOURISM AND CONVENTION FUND, WHICH, AS YOU KNOW, IS FUNDED BY AN 8% TRANSIENT GUEST TAX THAT IS PAID NOT BY OUR RESIDENTS BUT BY VISITORS TO EACH LENEXA HOTEL OR MOTEL ON EACH NIGHT THAT THEY STAY. AND THOSE FUNDS ARE RESTRICTED BY STATE LAW FOR USE IN THE PROMOTION OF TOURISM AND FOR ECONOMIC DEVELOPMENT PURPOSES. AS YOU ALSO KNOW, BECAUSE OF THE TIGHT RESTRICTIONS ON THE USE OF TRANSIENT GUEST TAX FUNDS, WE HAVE DEVELOPED SIGNIFICANT RESERVE BALANCE IN THAT FUND.

AND BECAUSE OF THAT, WE HAVE SUFFICIENT FUNDING TO PURCHASE THESE BARRIERS WHICH FIT SQUARELY IN THE SAFETY AND SECURITY AROUND TOURISM TYPE ATTRACTION EVENTS. AND ALSO THE BALANCE THERE IS SUCH THAT IT WILL ALLOW US TO CONTINUE TO MEET ALL OUR OTHER OBLIGATIONS THAT WE HAVE FOR THE TRANSIENT GUEST TAX FUNDS, SO SUFFICIENT FUNDS ARE AVAILABLE.

COMPREHENSIVE PLAN. SCOTT. THANK YOU AND GOOD EVENING, MAYOR AND COUNCIL, SCOTT MCCULLOUGH WITH THE COMMUNITY DEVELOPMENT DEPARTMENT FOR THE CITY OF LENEXA.

AND I'M HAPPY TO BE BEFORE YOU TONIGHT TO PRESENT SOME AMENDMENTS TO OUR COMPREHENSIVE PLAN.

AS YOU KNOW, THE COMPREHENSIVE PLAN IS OUR OFFICIAL POLICY GUIDE FOR DEVELOPING THE CITY.

OUR PARTICULAR COMPREHENSIVE PLAN LEANS HEAVILY ON VISION 2040 PLAN AND WAS ADOPTED WITH KIND OF A MAJOR UPDATE IN JULY OF LAST YEAR.

SO A LITTLE BIT OVER A YEAR OLD. IT, ALONG WITH THE ZONING STANDARDS AND SUBDIVISION REGULATIONS, HELP GUIDE ALL DEVELOPMENT IN THE CITY. WHY WE MIGHT BE BRINGING THIS FORWARD TONIGHT AS AN AMENDMENT TO THE COMPREHENSIVE PLAN, IS THEY ARE TYPICALLY AN OUTCOME OF ANNUAL REVIEWS.

AND WE JUST COMPLETED A CYCLE OF OUR REVIEW OF THE COMPREHENSIVE PLAN, EVEN THOUGH IT'S ABOUT A YEAR OLD.

AND AMENDING IT ENSURES ALIGNMENT WITH CURRENT PRACTICES, POLICIES AND NEW INFORMATION WE LEARN ABOUT THE CITY.

AND IT HELPS TO BE CURRENT ON THOSE TO HELP STAFF, THE DECISION MAKERS AND DEVELOPERS AND NEIGHBORHOODS UNDERSTAND WHAT THE EXPECTATION IS.

THE ANNUAL REVIEW PROCESS WE JUST COMPLETED IS A REQUIREMENT OF STATE LAW.

AND AGAIN, TYPICALLY IT BRINGS FORTH SOME AMENDMENTS USUALLY, AND THOSE AMENDMENTS ARE PROCESSED THE SAME WAY THE PLAN INITIALLY IS.

SO IT INCLUDES NOTICE AND A PUBLIC HEARING BEFORE THE PLANNING COMMISSION.

THAT PUBLIC HEARING WAS COMPLETED EARLIER THIS MONTH.

SO ALL COMPREHENSIVE PLANS GENERALLY CONTAIN A SERIES OF MAPS AND NARRATIVE LANGUAGE THAT HELPS IDENTIFY POLICIES, GOALS, OBJECTIVES, AND A NUMBER OF DIFFERENT DEVELOPMENT RELATED ITEMS. OURS IS NO DIFFERENT, AND OUR APPROACH TO AMENDING THE PLAN TOUCHES BOTH THE FUTURE LAND USE MAP.

THERE ARE A LOT OF OTHER MAPS, BUT THIS ONE IS FOCUSED IN ON THE FUTURE LAND USE MAP AND THE NARRATIVE.

BECAUSE THIS IS RATHER, IN MY MIND, KIND OF A SMALL AMENDMENT, A SET OF AMENDMENTS COMING FORWARD, PLANNING STAFF AND I TALKED ABOUT THE APPROACH, AND SO WE DECIDED TO CREATE AN APPENDIX TO THE PLAN THAT WOULD HELP US ALIGN OUR FOCUSED REVISIONS FOR THIS PARTICULAR CYCLE. AND SO WE'RE TOUCHING THE MAP AND WE'RE FIXING SOME UNINTENDED ERRORS, SOME MINOR ITEMS ALONG WITH FOUR FOCUS AREAS, A LITTLE BIT LARGER ITEMS THAT I'LL EXPLAIN IN A MOMENT ALONG WITH THIS APPENDIX THAT PUTS FORTH WHAT WE'RE CALLING DESIGN CONSIDERATIONS.

AND I'LL EXPLAIN WHAT THAT LOOKS LIKE IN A MINUTE.

SO WE CHOSE THIS APPENDIX ROUTE IN LIEU OF GOING IN TO THE PLAN ITSELF AND DOING SOME THINGS, BECAUSE IT REALLY ALLOWED US TO FOCUS IN ON WHAT'S BEING AMENDED.

AND I'LL SHOW YOU THAT THE MAP POINTS SPECIFICALLY CALLS OUT THOSE PARCELS AND THEN POINTS TO AN APPENDIX.

IT ALLOWS US TO ADD A GLOSSARY TO TRACK AMENDMENTS TO THE PLAN, AND JUST PROVIDES US SOME FLEXIBILITY THAT WE WOULDN'T OTHERWISE HAVE IF WE TRIED TO GO INTO A DOCUMENT. AND OVER TIME, THAT DOCUMENT REALLY GETS KIND OF JILTED AND OUT OF WHACK.

SO THIS ALLOWS THAT INITIAL ORIGINAL PLAN TO BE VERY READABLE.

THIS IS THE PART OF THE APPENDIX. THE APPENDIX ITSELF CONTAINS TWO PARTS.

THIS IS THE TABLE THAT'S GOING TO HELP TRACK AMENDMENTS IN THE FUTURE.

SO THIS IS SETTING UP A TEMPLATE THAT'S JUST GOING TO TRACK, YOU KNOW, WHEN APPROVALS WERE MADE AND THE DESCRIPTION OF WHAT THOSE AMENDMENTS ARE.

AND THESE ARE THE ACTUAL BULLET POINTS OF DESCRIPTION OF WHAT WE'RE AMENDING THIS YEAR.

THIS IS AN EXAMPLE OF THE SECOND PART OF THE APPENDIX, WHICH IS EACH OF OUR FOUR FOCUS AREAS THAT I'M GOING TO SHOW YOU IN A MOMENT, INCLUDES ONE PAGE OF DESIGN CONSIDERATIONS. AND SO THOSE DESIGN CONSIDERATIONS ALL INCLUDE A DESCRIPTION OF

AND AS WE PRESENTED THIS TO THE PLANNING COMMISSION, A HEALTHY DISCUSSION EMERGED ABOUT WHY ARE WE DOING THIS FOR JUST A CERTAIN SET OF PARCELS? CAN'T WE JUST UTILIZE THE UDZ, OUR ZONING STANDARDS? AND WHILE I AGREE THAT THAT HAS GENERALLY WORKS, THIS YEAR WE FOUND THESE FOUR AREAS TO HAVE SOME UNIQUE CONTEXT, SOME UNIQUE CIRCUMSTANCES. AND OUR COMPREHENSIVE PLAN REALLY GIVES US IN THE CITY A LITTLE BIT EXTRA OOMPH IN TERMS OF SUPPORT FOR TALKING TO DEVELOPERS EXACTING HIGH QUALITY DEVELOPMENTS FROM THE DEVELOPMENT COMMUNITY.

AND SO WE THINK IT'S BENEFICIAL TO HAVE THESE DESIGN CONSIDERATIONS IN OUR PLAN.

OTHER CITIES DO IT DIFFERENTLY. SOMETIMES YOU'LL SEE SUBAREA PLANS THAT DO A LITTLE MORE DETAIL.

WE HAVE OUR VERSION OF THAT WITH THE NEW LOOK AT OLD TOWN, FOR EXAMPLE.

IT'S VERY SPECIFIC TO THE PARCEL AND CALLS OUT SOME VERY SPECIFIC DESIGN CONSIDERATIONS.

SO THAT WAS OUR APPROACH. SO GETTING INTO THE SPECIFIC AMENDMENTS THAT WE'RE BRINGING FORTH TO YOU.

THIS AGAIN IS THE FUTURE LAND USE MAP. IT'S THE PLAN THAT CLASSIFIES EVERY PARCEL IN THE CITY WITH A LAND USE CLASSIFICATION.

THIS IS THE KEY THAT IDENTIFIES WHAT THAT LAND USE CLASSIFICATION IS WHEN YOU LOOK AT A CERTAIN PARCEL.

AND SO IT'S HARD TO MAYBE DETERMINE WHAT WE CHANGED HERE.

SO LET ME WALK YOU THROUGH IT HERE QUICKLY. THE LARGEST KIND OF MAP REVISION IS RIGHT HERE, WHERE YOU'RE FAMILIAR WITH THE SUNSET CANYON PROJECT.

WE REVISED THAT BECAUSE AS THE CITY CAPTURED 11 TO 12 ACRES OF NEW PARKLAND, THE SHAPES CHANGED.

AND SO WE'RE TRYING TO BE TRUE TO THE SHAPES OF THESE PROJECTS AS THEY MOVE FORWARD.

SO IF SOMETHING IN ANY GIVEN YEAR IS REZONED TO A DIFFERENT SHAPE, WE'LL FOLLOW UP THAT SAME YEAR WITH A MAP CHANGE AMENDMENT. SO THAT'S ONE EXAMPLE. THEN THERE ARE FOUR AREAS WHERE WE BROUGHT IN A NEW HATCHING WITH THE NOTE HERE TO SEE APPENDIX FOR DESIGN CONSIDERATIONS.

WE THOUGHT THAT FOUR AREAS, AND I'LL WALK YOU THROUGH THOSE AREAS HERE, AT K7 AND K10 ON BOTH SIDES, WHERE IT'S CLASSIFIED FOR BUSINESS PARK. ANOTHER AREA WAS HERE AT THE NORTHWEST CORNER OF MONTICELLO ROAD AND PRAIRIE STAR PARKWAY.

ANOTHER AREA WAS AT THE NORTHEAST CORNER OF RIDGEVIEW ROAD AND PRAIRIE STAR PARKWAY.

SO THOSE ARE THE MAP AMENDMENTS. AND ESSENTIALLY THEY JUST POINT US TO THE APPENDIX WHERE THE NARRATIVE LIES.

SO AGAIN, OUR RECOMMENDED AMENDMENTS INCLUDE SOME MINOR AMENDMENTS FILLING IN THE MAP WHERE GIS WASN'T HELPFUL PRIOR. AND HERE'S JUST A CLOSER LOOK AT THE EXAMPLE OF SUNSET CANYON.

SO THIS IS THE EXISTING FUTURE LAND USE MAP. AND THEN THIS IS WHAT IT WILL CHANGE INTO ONCE THE AMENDMENT IS APPROVED.

SO AGAIN, LOOKING AT THE FOCUS AREAS THAT WE'LL TALK ABOUT, I'M ACTUALLY GOING TO, IN ORDER WALK THROUGH 2.I'M SORRY, 02, 3 AND 4 FIRST, BECAUSE THERE WAS ALIGNMENT BETWEEN STAFF'S RECOMMENDATION AND THE PLANNING COMMISSION FOR THOSE THREE AREAS.

I'M GOING TO SPEND A LITTLE MORE TIME ON AREA ONE, WHAT WE'RE CALLING AREA ONE HERE, AND EXPLAIN WHAT THE PLANNING COMMISSION DID WITH THAT RECOMMENDATION. BEFORE WE GET INTO THOSE SPECIFIC AREAS, I'LL REMIND YOU OF THE CORRELATION BETWEEN THE COMPREHENSIVE PLAN AND ZONING.

HERE IN THIS COLUMN IS THE FUTURE LAND USE CLASSIFICATION NAME.

SO SUBURBAN DENSITY, MEDIUM DENSITY AND HIGH DENSITY.

THESE ARE ACTUALLY THE DENSITIES THAT YOU'RE FAMILIAR WITH FOR EACH ONE OF THOSE CLASSIFICATIONS.

SO SUBURBAN DENSITY IS A SINGLE FAMILY THREE AND A HALF DWELLING UNIT PER ACRE LAND USE TYPE.

AND THE RP 1 ZONING HELPS CARRY THAT FORWARD.

RP 2 AT EIGHT UNITS PER ACRE HELPS CARRY FORTH THE MEDIUM DENSITY AND RP 3, 4 AND SOME SPECIAL PURPOSE DISTRICTS ARE THE HIGH DENSITY RESIDENTIAL. GENERALLY SPEAKING, YOU WILL FIND CERTAIN ZONING DISTRICTS THAT ARE CONSTRUCTED TO LOWER DENSITIES.

SO DIGGING INTO THIS FIRST FOCUS AREA AT THE NORTHWEST CORNER OF MONTICELLO ROAD AND PRAIRIE STAR PARKWAY IS CURRENTLY HIGH DENSITY RESIDENTIAL.

WE RECOMMEND REVISING THAT TO MEDIUM DENSITY RESIDENTIAL.

IT WOULD, IN EFFECT, LOWER THAT DENSITY FROM 16 UNITS PER ACRE TO EIGHT UNITS PER ACRE.

WE BELIEVE WHEN YOU LOOK AT THE AREA AND THE CHARACTERISTICS AND THE ZONING DENSITIES THAT THIS MATCHES THE AREA BETTER.

THE PARK AND TRAIL SYSTEM ARE A NICE DELINEATION BETWEEN THE HIGHER ACTIVITY AREAS WEST OF THE TRAIL AND THE HOUSING TYPES EAST OF THE PARK. AND SO I CAN.

LET ME HIT THIS ONE FIRST. THAT'S REFLECTED HERE, WHERE YOU SEE THE RP 1S, 2S AND 3S SURROUNDING IT.

THE SUBJECT SITE HERE IS NOT YET ZONED TO HIGH DENSITY, EXCEPT FOR THE RP 3, WHICH IS A HIGH DENSITY CATEGORY.

SO MY POINT IS IT DOESN'T HAVE THE ZONING ENTITLEMENTS TO CARRY OUT CONSTRUCTION.

WHEN YOU LOOK AT THE DENSITIES AROUND IT, YOU MIGHT SAY, WELL, RP 3 IS HIGH DENSITY.

WHAT IS THAT DENSITY? IT'S ACTUALLY BEING CONSTRUCTED TO A MEDIUM DENSITY TODAY WITH TOWNHOMES.

SO THE CLIFFS AT WATERCRESS ARE JUST OVER FIVE UNITS PER ACRE IN A TOWNHOME BUILDING FORM.

SO AGAIN, JUST, I THINK SUPPORTING THE RECOMMENDATION TO GO TO MEDIUM DENSITY.

IT TOO CONTAINS DESIGN CONSIDERATIONS IN THE APPENDIX, AND MOST OF THESE DESIGN CONSIDERATIONS HAVE TO DO WITH JUST GOOD TRANSITIONS, GOOD BUILDING FORM, BULK SCALE, MASSING OF THAT FORM, CAREFUL RESIDENTIAL ARTICULATION OF A PROJECT.

THE SECOND AREA I'LL TOUCH ON IS THIS AREA ALONG 87TH STREET WEST OF CITY CENTER.

TODAY, IT'S GOT A VARIED CLASSIFICATION IN THE FUTURE LAND USE MAP OF SUBURBAN DENSITY, COMMERCIAL HIGH DENSITY, BACK TO SUBURBAN, BACK TO OFFICE. YOU'RE PROBABLY FAMILIAR WITH THE SILO EXISTS HERE.

THIS IS THE OLD BASEBALL PRACTICE FACILITY. THIS JUST DOESN'T MATCH WHAT OUR DISCUSSIONS WITH THE DEVELOPMENT COMMUNITY HAVE BEEN.

AND IT WAS JUST KIND OF AN OVERLOOK IN OUR MAJOR UPDATE.

WE HAD A LOT OF OTHER THINGS TO LOOK AT THAT TOOK PRIORITY.

THIS ANNUAL REVIEW GAVE US PAUSE TO LOOK A LITTLE CLOSER AT SOME OF THESE OTHER AREAS.

SOME NEIGHBORHOOD COMMERCIAL, MORE COMMERCIAL ON THE OTHER SIDE OF RIDGEVIEW, AND THEN SOME MIXED USE, WHICH COULD BE APARTMENTS AT 16 UNITS PER ACRE, COULD BE INSTITUTION, COULD BE MEDICAL, COULD BE A NUMBER OF THINGS.

THE DESIGN CONSIDERATIONS HERE RELATE TO, EVEN THOUGH ITS APARTMENTS ARE ALLOWED IN MIXED USE, WE DON'T WANT IT TO BE ALL APARTMENTS, SO WE'VE GOT SOME LANGUAGE IN HERE THAT ARE TALKING ABOUT COMMERCIAL ALONG RIDGEVIEW AND NOT DOING EVERYTHING BUT APARTMENTS.

RIDGEVIEW ROAD WILL ACTUALLY BE REALIGNED AND CURVE START CURVING WEST HERE.

SO REALLY A GREAT SPECIALTY ARCHITECTURAL FIRM THAT WILL BE ON THE TEAM.

SO WITH THAT, WE'VE NEGOTIATED A FEE OF $2.4 MILLION THAT YOU'LL SEE HERE IN YOUR BRIEFING MATERIALS.

TYPICALLY THAT FEE IS NEGOTIATED FEE BETWEEN 8% AND 10% OF YOUR CONSTRUCTION COSTS.

I´M HERE ON BEHALF OF STAFF, BUT ALSO ON BEHALF OF THE LENEXA ARTS COUNCIL WITH A COUPLE IMPORTANT UPDATES AND KIND OF LOOKING FOR YOUR FEEDBACK ON THE PROJECTED KIND OF PATH FOR JUSTICE CENTER. I START REAL QUICK ON SOME UPDATES.

YOU MAY RECALL SEVERAL MONTHS AGO WE HAD A CONVERSATION KIND OF SET THE DIRECTION FOR A COUPLE DIFFERENT ART PIECES ASSOCIATED WITH THE AD ASTRA POOL PROJECT.

WE MADE SOME REALLY GOOD HEADWAY ON THAT, DONE SOME REALLY GOOD WORK, IF YOU REMEMBER. IF YOU RECALL, WE'RE DOING A SCULPTURE AND THEN SOME PAINTED FUNCTIONAL FURNITURE. WE DID GO OUT AND SEEK PROPOSALS FROM THE COMMUNITY FOR THE SCULPTURE.

WE HAVE RECEIVED THOSE. WE UNPACKED THOSE FOR THE FIRST TIME TONIGHT, JUST EARLIER TONIGHT WITH THE ARTS COUNCIL. I'M HAPPY TO REPORT THAT BOTH STAFF AND THE ARTS COUNCIL IS REALLY EXCITED ABOUT WHAT WE RECEIVED.

THERE'S NOT A TON THERE, BUT SOME REALLY GOOD PIECES.

WE HAVE A LITTLE BIT MORE LEG WORK TO DO ON THOSE, AND OUR HOPE IS WITHIN THE NEXT MONTH AND A HALF, HAVE THOSE IN FRONT OF THE GOVERNING BODY TO BE SCORED THOSE PROPOSALS.

SO IF YOU RECALL, BOTH THE GOVERNING BODY AND THE ARTS COUNCIL AND A FEW STAFF MEMBERS WILL SCORE THOSE PROPOSALS AND THAT WILL DETERMINE THE FINAL DIRECTION OF THE FINAL PIECE WILL SELECT FOR THE SCULPTURE. ALSO ON THE PAINTED FUNCTIONAL FURNITURE.

YOU MAY RECALL THERE´S THREE BENCHES WE'RE PLANNING ON DOING THERE. ONE WAS GOING TO BE DONE BY THE SCHOOL, THE ART TEACHER THERE.

WE'VE BEEN IN CONTACT WITH HER. THEY'VE AGREED TO WORK WITH US.

WE HAVE A LOT OF DETAILS TO WORK OUT STILL THAT WILL BE DONE IN THE SPRING, BUT IT SOUNDS LIKE THEY'RE ON BOARD.

WE ALSO REACHED OUT TO, ITRA ICON IS WHO WE RECOMMENDED FOR THE MURAL PIECE.

UNFORTUNATELY, THEY HAVE BEEN UNRESPONSIVE. WE WORKED FOR ABOUT SIX WEEKS TRYING TO CONTACT THEM VIA EMAIL AND PHONE.

I THINK THEY JUST ARE SUPER BUSY RIGHT NOW AND JUST DON'T HAVE TIME FOR IT. SO WE KIND OF WENT TO THE NEXT IN LINE FROM THE LOW TECH MURAL PROCESS.

JOSE FOUS IS ANOTHER MURALIST THAT WAS CONSIDERED.

WE'VE CONTACTED HIM. HE IS INTERESTED, DOES FEEL LIKE HE HAS THE TIME TO DO IT.

JOSE IS A GREAT ARTIST. HE'S GOT A LONG HISTORY WITH LENEXA, BEEN IN THE LATINO ART PROGRAM THAT WE HAD FOR SEVERAL, SEVERAL YEARS. I THINK HE WAS IN IT THREE DIFFERENT TIMES. SO WE THINK HE'S GOING TO BE GREAT, AND WE'RE GOING TO WORK WITH HIM TO TRY TO GET HIM UNDER CONTRACT TO KIND OF DO THOSE OTHER TWO PIECES. SO I THINK I´LL JUST PAUSE THERE AND JUST MAKE SURE THERE'S NO QUESTIONS BEFORE I MOVE FORWARD ON THE JUSTICE CENTER.

YOU RECALL, EVERY YEAR THE GOVERNING BODY APPROVES A RECOMMENDATION FROM THE ARTS COUNCIL FOR THE PUBLIC ART PRIORITY LIST.

AS YOU SEE, THIS LIST IS APPROVED YEARLY. NUMBER ONE ON THE LIST WITH AD ASTRA, WHICH IS IN PROGRESS.

WE'VE ALSO BEEN WORKING FOR MONTHS ON THE JUSTICE CENTER, AND THAT'S WHAT WE'LL BE TALKING ABOUT TONIGHT. SO FOR BACKGROUND, REAL QUICK ON THE JUSTICE CENTER, WHAT WAS IDENTIFIED, OF COURSE, THE LOCATION OF THE JUSTICE CENTER, WE'VE IDENTIFIED THE KIND OF THE BACK WALL OF THE JUSTICE CENTER COMMUNITY ROOM, KIND OF ABOVE THE SERVING TRAYS.

I'VE GOT SOME PICTURES HERE TO SHOW YOU, BUT THAT'S WHAT'S BEEN ENVISIONED.

THE PROPOSED THEME AND CONCEPT THAT WAS DISCUSSED WAS SOMETHING COLORFUL, ABSTRACT, POSITIVE, UPBEAT REFLECTIVE, LENEXA DIVERSITY AND REALLY KIND OF FITS WHAT WOULD BE CONSIDERED A COMMUNITY ROOM, BECAUSE THAT'S WHAT THAT ROOM IS. AND THEN FOR THE TYPE OF ART, YOU KNOW, IT'S KIND OF LIMITED WHAT YOU CAN DO IN THERE, BUT IT'S SOME SORT OF 2D OR 3D KIND OF CUSTOM PIECE THAT WOULD FIT THAT BACK WALL.

JUST FOR REFERENCE, WE'RE ALL VERY VISUAL PEOPLE.

THE ARTS COUNCIL WENT OUT THERE. WE HAD A MEETING, WE VISITED THE SITE, DONE SOME LEGWORK THERE. WE MEASURED OFF THOSE SPACES.

WE MAY NOT USE THE FULL HEIGHT JUST BECAUSE THERE IS.

THAT IS KIND OF SERVING TRAYS BACK THERE. WE DON'T WANT TO HAVE FOOD AND BEVERAGES SPLASH UP, BUT THE IDEA WOULD BE KIND OF FILL THOSE BACK SPACES ABOVE THE COUNTERTOP, IF THAT MAKES SENSE AT ALL.

SO JUST RECALLING THE STRATEGIC PLAN AND WHAT WAS AGREED UPON, THERE'S A THREE STEP APPROVAL PROCESS.

WE'RE IN STAGE 1 AND THAT'S WHAT WE'RE DISCUSSING TONIGHT.

STAGE 1 REALLY REQUIRES FOUR THINGS TO BE ANSWERED.

AND THAT'S WHAT WE'RE GOING TO BRING FORWARD TO THE CITY COUNCIL TONIGHT. AND THAT'S THE TYPE OF ART, THE RECOMMENDATION AROUND THE CALL FOR ARTIST, ENGAGEMENT RECOMMENDATIONS AND THEN FUNDING PIECE. SO OUR RECOMMENDATIONS FROM THE LAC TONIGHT ARE, FOR THE TYPE OF ART, WE'RE STICKING TO THAT 2D OR 3D ART THAT WOULD EITHER BE MOUNTED OR APPLIED TO THE WALL, DEPENDING ON THE TYPE OF ARTIST WE SELECT.

THE CALL FOR ARTISTS HAS BEEN REALLY A LOT OF FUN, I THINK, FOR THE ARTS COUNCIL.

THEY SPENT THE LAST SEVERAL MONTHS DOING SOME LEGWORK, WENT AND DID SOME SITE VISITS, WENT LOOKED AT A LOT OF DIFFERENT ART AND ARTISTS THROUGHOUT THE METRO. THEY'VE WORKED REALLY HARD AND THEY'VE COME UP WITH THEY'RE RECOMMENDING FIVE ARTISTS THAT WE WOULD SEEK PROPOSALS FROM.

SO THIS WOULD BE WHAT'S CALLED A LIMITED CALL, NOT AN OPEN CALL, WHERE ANYBODY WE WOULD SPECIFICALLY TARGET THESE FIVE ARTISTS.

WE HAVE HAD CONVERSATIONS WITH THE ARTISTS, THEY'RE ALL INTERESTED, BUT THEY HAVE NOT RECEIVED A FORMAL PROPOSAL.

THEY DON'T KNOW ALL THE FINAL DETAILS, BUT THEY ALL FEEL LIKE THEY WOULD BE AVAILABLE AND INTERESTED IN THIS.

SO YEAH, WITH THAT, AGAIN, JUST IT'D BE A LIMITED CALL ON THE ENGAGEMENT PIECE.

WHOEVER WAS FINALLY SELECTED, WE WOULD DO SOME EDUCATION WITH THAT ARTIST ABOUT THE PIECE ITSELF.

AND THEN FOR FUNDING, WE RECOMMENDED NOT TO EXCEED BUDGET OF $12,000 FOR THAT.

JUST TO WALK YOU BACK THROUGH KIND OF STEP TWO, SINCE THIS HAS PROPOSALS COMING IN, IT WOULD BE SCORED JUST LIKE WE TALKED ABOUT WITH AD ASTRA. BOTH THE GOVERNING BODY AND THE ARTS COUNCIL AND A FEW STAFF MEMBERS WOULD LOOK AT THOSE PROPOSALS, SCORE THEM, AND THAT WOULD MAKE A FINAL DETERMINATION ON THE DIRECTION GOING FORWARD. WE FEEL REALLY GOOD ABOUT THESE ARTISTS. WE FEEL LIKE ALL FIVE OF THESE ARTISTS ARE A LOT DIFFERENT.

LIKE, YOU KNOW, NONE OF THE PROPOSALS WE THINK ARE GOING TO LOOK THE SAME OR PROVIDE KIND OF UNIQUE OPPORTUNITIES.

SO I THINK TO ANSWER YOUR QUESTION, I THINK IT'S GOING GREAT.

I THINK THAT'S ALWAYS LIKE KIND OF ON THE TOP OF OUR LIST WHEN WE TALK ABOUT THESE THINGS.
