IT IS BUILDING 1. IT IS PART OF A PROPOSED TWO BUILDINGS ON THE SITE.
THE OTHER ONE WOULD BE DIRECTLY EAST OF THE RED SQUARE THAT YOU SEE ON THE MAP.
THE FIRST BUILDING IS 186,300FT² WITH A PROPOSED BOND ISSUANCE OF $16.8 MILLION.
IT IS A FIXED ABATEMENT BASED ON A $95 A FOOT VALUATION, WITH AN ANNUAL 2% INCREASE OVER THE TEN-YEAR TERM, IT WILL BE A 55% ABATEMENT. THIS PROPERTY IN RED IS CURRENTLY PAYING APPROXIMATELY $67,000 IN PROPERTY TAXES, AND IN FIRST YEAR OF ABATEMENT OF THE PILOT THAT WILL BUMP UP TO 207,000 APPROXIMATELY IN PILOT PAYMENTS.
AND THEN IT WILL INCREASE THERE FOR THE TEN-YEAR TERM.
STAFF DOES RECOMMEND APPROVAL OF THE RESOLUTION IN ABATEMENT.

FRANCHISE TAXES FOR GAS HAVE REALLY INCREASED 18% OVER LAST YEAR.
THAT IS MAINLY DRIVEN BY WEATHER RATES, BUT ALSO NEW DEVELOPMENTS.
SO WE'VE HAD A LOT OF NEW DEVELOPMENT IN THE CITY, WHICH HAS BEEN A FACTOR IN THAT INCREASE.
THAT 5% INCREASE IS STRICTLY DUE TO NEW DEVELOPMENT WITHIN THE CITY.
THE EXPENDITURE INDICATORS ARE ALSO GREEN. BOTH THE EXPENDITURES IN THE GENERAL FUND AND STORMWATER FUND INCREASED, BUT ARE WITHIN BUDGET FOR FISCAL YEAR 25. THERE'S REALLY NO ABNORMAL EXPENDITURES THAT HAVE TAKEN PLACE FOR THE FIRST THREE QUARTERS OF THE YEAR.
DEBT SERVICE EXPENDITURES ACTUALLY DECREASED.
AND THAT'S A REALLY GOOD THING, A SIGN OF A HEALTHY FINANCIAL POSITION.
WE'RE ACTUALLY PAYING OFF DEBT FASTER THAN WE'RE ADDING IT TO OUR PORTFOLIO.
LOOKING AT THE RESERVE POLICY INDICATORS, THERE'S A COUPLE OF THINGS I WANT TO NOTE ON THIS. DURING THE BUDGET PROCESS, THERE WAS A LOT OF TALK AND DISCUSSION ON OUR RESERVES.
AND WE'VE COMMUNICATED BOTH IN THIS PRESENTATION, THE BUDGET PRESENTATIONS THAT PORTIONS OF THESE RESERVES ARE ALLOCATED TO CERTAIN PROJECTS, CERTAIN EXPENDITURES THAT THE CITY HAS.
BUT WE HAVE TO SHOW THEM DURING THE BUDGET PROCESS LEGALLY AS A RESERVE AND OUR RESERVE BALANCE.
SO WHAT I'VE DONE HERE IS I HAVE TAKEN OUT THOSE COMMITTED FUNDS.
I CANNOT PAY OUT THAT, THOSE FUNDS UNTIL THEY COMPLETE THE PROJECT.
AND EACH TIME WE GET A DISTRIBUTION, WHICH IS QUARTERLY THROUGHOUT THE YEAR, THAT FUND JUST KEEPS THOSE RESERVES, KEEPS INCREASING. SO WHAT I'VE DONE IS I'VE TAKEN THOSE OUT TO KIND OF SHOW WHAT IS UNALLOCATED.
AS OF 930 AND THAT RESERVE FUND. SO THAT TOOK ABOUT HALF OF THE PERCENTAGE WAS OVER 300%.
IT'S DOWN TO ABOUT 146. OTHER THINGS THAT ARE GOING TO BE COMING UP IN THAT FUND IS THE WORLD CUP EXPENDITURES, WHICH WILL BE BROUGHT BEFORE COUNCIL. WE ANTICIPATE THAT RESERVE GOING DOWN QUITE A BIT WITH THOSE AS WELL.
YOU ALSO NOTICE IN THE GENERAL FUND WE'RE AT 38%.
SO WE TAKE OUT SOME OF THOSE COMMITTED FUNDS. WE'RE PRETTY CLOSE TO OUR MAX RESERVE TARGET.
I WILL SAY THE DEBT SERVICE FUND. THERE WAS NO COMMITTED FUNDS IN THAT THAT WE TOOK OUT OF RESERVES.
WELL, IN EXCESS OF $50 MILLION THAT WILL BE ISSUING DEBT FOR AND THEN, IF YOU REMEMBER, EXPENDITURES EXCEEDED REVENUE FOR ALL FIVE YEARS OF THE FINANCIAL FORECAST, SO THAT RESERVE WILL BE GOING DOWN.
