IT'S GOOD TO SEE YOU, MAYOR. THANK YOU. WHEREAS THE MISSION OF THE JOHNSON COUNTY CHRISTMAS BUREAU IS TO PROVIDE WARMTH AND SUPPORT TO LOW INCOME JOHNSON COUNTY FAMILIES DURING THE HOLIDAY SEASON WHILE RAISING AWARENESS OF POVERTY AND ENCOURAGING NEIGHBORS TO HELP NEIGHBORS.

AND WHEREAS THE CHRISTMAS BUREAU, FOUNDED IN 1960 BY THE SHAWNEE MISSION CHAPTER OF AAUW, IS CELEBRATING 65 YEARS OF SERVICE TO THE COMMUNITY.

AND WHEREAS SINCE 1977 THE ANNUAL HOLIDAY SHOP HAS SERVED THOUSANDS OF QUALIFIED CLIENTS EACH DECEMBER WITH GROCERIES, CLOTHING, TOYS, BOOKS, COATS AND PERSONAL CARE ITEMS. AND WHEREAS IN 2024, THE HOLIDAY SHOP SERVED 13,300 JOHNSON COUNTY RESIDENTS AND THE NEW CHRISTMAS IN JULY FESTIVAL EXPANDED SERVICES TO FAMILIES WITH YOUNG CHILDREN, REFLECTING THE GROWTH AND NEED FOR YEAR ROUND SUPPORT.

AND WHEREAS THE CHRISTMAS BUREAU RELIES ON THOUSANDS OF DEDICATED VOLUNTEERS AND GENEROSITY OF INDIVIDUALS, ORGANIZATIONS AND BUSINESSES TO PROVIDE HOPE, DIGNITY AND ESSENTIAL RESOURCES TO RESIDENTS OF ALL AGES.

HI THERE. WHEREAS FETAL ALCOHOL SPECTRUM DISORDERS OR FASD ARE LIFELONG DISABILITIES CAUSED BY PRENATAL ALCOHOL EXPOSURE AFFECTING PHYSICAL, COGNITIVE, AND SOCIAL DEVELOPMENT. AND WHEREAS AS MANY AS 5% OF U.S.

SCHOOL AGED CHILDREN LIVE WITH FASD, OFTEN FACING ADDITIONAL MEDICAL CONDITIONS THAT CAN IMPACT DAILY LIFE AND WELL-BEING.

AND WHEREAS PREVENTION IS POSSIBLE THROUGH ALCOHOL FREE PREGNANCIES, YET INDIVIDUALS AND FAMILIES ALREADY AFFECTED NEED SUPPORT, RESOURCES AND UNDERSTANDING. AND WHEREAS EARLY DIAGNOSIS AND INTERVENTION IMPROVE OUTCOMES, PROMOTING INDEPENDENCE AND EASING TRANSITION INTO ADULTHOOD.

AND WHEREAS, ADVANCING RESEARCH, EXPANDING SERVICES AND STRENGTHENING ADVOCACY EFFORTS WILL HELP ENSURE EVERY INDIVIDUAL WITH FASD HAS ACCESS TO OPPORTUNITIES TO REACH THEIR FULLEST POTENTIAL. NOW, THEREFORE, I JULIE SAYERS MAYOR OF LENEXA DO HEREBY DECLARE SEPTEMBER 2025, IN LENEXA TO BE FETAL ALCOHOL SPECTRUM DISORDERS AWARENESS MONTH.

ANYTHING YOU'D LIKE TO ADD? THANK YOU, MADAM MAYOR, AND THE MEMBERS OF THE CITY COUNCIL. MYSELF AND OTHER FAMILIES AFFECTED BY FASD HAVE COME BEFORE THE COUNCIL, I BELIEVE, FOR 4 OR 5 YEARS IN A ROW TO RECEIVE THE SAME PROCLAMATION, WHICH, BY MY VERY UNSCIENTIFIC SURVEY, MAKES US THE MOST CONSISTENTLY REPRESENTED CITY IN OUR METROPOLITAN AREA RESPONDING TO THE NEED FOR FASD AWARENESS.

IN PREVIOUS YEARS, I'VE COME BEFORE YOU AND ASKED FOR YOUR SUPPORT AND ENCOURAGEMENT IN PASSING THE FASD RESPECT ACT IN CONGRESS AT A NATIONAL LEVEL, AND I'M HERE TO REPORT TO YOU THAT WE NO LONGER NEED THAT REQUEST BECAUSE THE FASD SUPPORT ACT LANGUAGE WAS ADDED TO THE OMNIBUS BILL.

THAT WAS THE SUPPORT FOR PATIENTS AND COMMUNITY REAUTHORIZATION ACT.

THAT ACT CALLS FOR REAUTHORIZATION AND EXPANDED PROGRAMING AND UNDERSTANDING OF FASD.

IT CALLS FOR FUNDING AT STATE AND TRIBAL SYSTEMS FOR FASD INFORMED CARE.

AND IT ESTABLISHES A FORMAL DEFINITION IN OUR FEDERAL LANGUAGE AROUND FASD.

A KEY ISSUE IN HELPING US SUPPORT THOSE THAT ARE IMPACTED ACCESS EXISTING SYSTEMS OF CARE.

SO FOR ALL OF OUR COMMUNITY MEMBERS THAT SUPPORT US ON A DAILY BASIS AND REACHED OUT TO THEIR REPRESENTATIVES TO ENCOURAGE SUPPORT OF THIS EFFORT, WE APPRECIATE THAT CONTINUED SUPPORT. WE'LL BE BACK NEXT YEAR ASKING FOR IT AS WE CRAFT AS A STATE A PLAN TO ADDRESS THE SINGLE GREATEST DEVELOPMENTAL, OR MOST COMMON DEVELOPMENTAL DISABILITY OF OUR LIFETIME.

WHEREAS DIAPER NEED THE INABILITY TO AFFORD ENOUGH CLEAN DIAPERS TO KEEP BABIES AND TODDLERS HEALTHY CAN HARM THE HEALTH AND WELL-BEING OF CHILDREN AND THEIR FAMILIES.

AND WHEREAS NEARLY HALF OF FAMILIES WITH YOUNG CHILDREN STRUGGLE WITH DIAPER NEED, WITH MANY DELAYING DIAPER CHANGES OR MISSING WORK DUE TO INSUFFICIENT SUPPLIES.

AND WHEREAS AN ADEQUATE DIAPER SUPPLY IS OFTEN REQUIRED FOR PARTICIPATION IN CHILDCARE AND EARLY EDUCATION PROGRAMS THAT ALLOW CHILDREN TO THRIVE AND PARENTS TO WORK.

AND WHEREAS WITHOUT ENOUGH DIAPERS, CHILDREN FACE INCREASED HEALTH RISKS AND PARENTS MAY LOSE ACCESS TO CHILDCARE, CREATING BARRIERS TO ECONOMIC STABILITY. AND WHEREAS, COMMUNITY BASED ORGANIZATIONS AND DIAPER BANKS PLAY A VITAL ROLE IN DISTRIBUTING DIAPERS, IMPROVING INFANT HEALTH, SUPPORTING FAMILIES, AND STRENGTHENING THE STATE'S ECONOMIC WELL-BEING.

NOW, THEREFORE, I, JULIE SAYERS, MAYOR OF LENEXA DO HEREBY PROCLAIM THE WEEK OF SEPTEMBER 15TH THROUGH 21ST, 2025 AS NATIONAL DIAPER NEED AWARENESS WEEK AND ENCOURAGE ALL CITIZENS TO SUPPORT EFFORTS TO ENSURE EVERY CHILD HAS ACCESS TO THIS BASIC NECESSITY.

LAST YEAR WE GREW 76%. THIS YEAR WE GREW AN ADDITIONAL 38%.

WE ARE CURRENTLY DISTRIBUTING 633,000 DIAPERS OUT OUR DOOR EVERY SINGLE MONTH, AND ARE SERVING A LITTLE UNDER 8000 FAMILIES IN OUR BI STATE COMMUNITY. I'M GLAD THAT I'M HERE WITH THE CHRISTMAS BUREAU BECAUSE WE DO PROVIDE DIAPERS TO THEM AS WELL TO MAKE SURE FAMILIES HAVE THE ACCESS AS WELL. SO THANK YOU.

[4. Consideration of a resolution levying a property tax rate exceeding the revenue neutral property tax rate of 25.142 mills for the fiscal year 2026 budget a. Public hearing to consider exceeding the revenue neutral property tax rate b. Resolution levying a property tax rate exceeding the revenue neutral property tax rate of 25.142 mills For the fiscal year (FY) 2026 budget, the City's revenue neutral property tax rate was calculated to be 25.142 mills by Johnson County. Since the estimated mill levy in the recommended FY 2026 budget is 26.209 mills (a 0.750 mill reduction from FY 2025) and exceeds the revenue neutral rate, the City will hold a public hearing and consider a resolution to exceed the revenue neutral rate for the FY 2026 budget. ]

I, ALONG WITH CFO NATE BLUM, I'M PLEASED TO STAND BEFORE YOU TONIGHT FOR OUR FOURTH AND FINAL PUBLIC DISCUSSION OF THE PROPOSED 2026 BUDGET. AS YOU KNOW, THE CITY'S ANNUAL BUDGET IS OUR PLAN FOR ALLOCATING RESOURCES IN ORDER TO CONTINUE TO PROVIDE EXCEPTIONAL SERVICES TO THE RESIDENTS AND BUSINESSES OF LENEXA, AND IT IS THE PRODUCT OF MONTHS OF WORK ON THE PART OF YOUR PROFESSIONAL STAFF, LED BY THE FINANCE TEAM AND DEPARTMENT HEADS, WITH GUIDANCE FROM YOU ALL.

THIS IS OUR BRIEF AGENDA TONIGHT FOR THE PRESENTATION.

AND JUST SO YOU'RE AWARE, YOU DO HAVE TWO PUBLIC HEARINGS THAT YOU WILL HOLD TONIGHT ON BOTH EXCEEDING THE REVENUE NEUTRAL RATE AND ON THE FULL BUDGET.

BUT THIS WILL BE STAFF'S SOLE PRESENTATION FOR THIS EVENING.

SO WE'LL JUST DO ONE PRESENTATION FOR BOTH ITEMS. WE START TONIGHT AS WE DO EVERY BUDGET PRESENTATION WITH OUR LONG STANDING BUDGET PRINCIPLES.

WE'VE SORT OF BECOME SO ACCUSTOMED TO BRINGING THESE UP AT EVERY BUDGET DISCUSSION THAT WE HAVE THAT WE ALMOST KIND OF CHUCKLE WHEN THEY COME UP ON THE SCREEN LIKE, OH, OF COURSE THERE THEY ARE. BUT I WOULD TELL YOU THAT THESE PRINCIPLES ARE TRULY FOUNDATIONAL TO NOT ONLY THE DEVELOPMENT OF THIS RECOMMENDED BUDGET, BUT ALSO TO THE SOLID FINANCIAL CONDITION THAT THE CITY OF LENEXA ENJOYS.

AND SO IT IS IMPORTANT, EVEN THOUGH WE SEE THEM A LOT, TO REMIND OURSELVES AND TO SHARE WITH THOSE PRESENT THAT WE DO TODAY AND HAVE FOR DECADES ADHERE TO THESE BUDGET PRINCIPLES IN THE DEVELOPMENT OF OUR OPERATING BUDGETS EACH YEAR, BUT ALSO IN OUR EVERYDAY FINANCIAL OPERATIONS.

A FEW HIGHLIGHTS TO REVIEW. THE TOTAL ESTIMATED BUDGET, OR I'M SORRY.

THE TOTAL ESTIMATED ASSESSED VALUATION FOR THE CITY OF LENEXA FOR 2026 IS $1.95 BILLION.

THAT COMPARES TO THE 2025 ASSESSED VALUATION OF $1.82 BILLION.

AND NEW GROWTH DOES ACCOUNT FOR JUST ABOUT A THIRD OF THE INCREASE THAT WE SEE BETWEEN LAST YEAR'S ASSESSED VALUATION AND THIS YEAR'S.

THE RECOMMENDED MILL LEVY FOR THE 2026 BUDGET IS 26.209, WHICH IS A 0.75 MILL REDUCTION.

AND AS YOU WILL RECALL, IS AN ADDITIONAL QUARTER MILL ABOVE WHAT WE WERE RECOMMENDING WHEN WE SORT OF BEGAN THIS BUDGET PROCESS BACK IN JUNE.

THE ADDITIONAL QUARTER MILL IS THE RESULT OF SAVINGS IN THIS YEAR, IN 2025, FROM WHAT WAS ALLOCATED FOR COMPENSATION ADJUSTMENTS.

AND BECAUSE THESE ARE ONGOING SAVINGS, WE FELT COMFORTABLE GOING AHEAD AND TAKING ADVANTAGE OF THOSE ONGOING SAVINGS AND REDUCING THE MILL AN ADDITIONAL QUARTER MILL.

THE PROPOSED BUDGET INCLUDES NO OTHER RECOMMENDED CHANGES TO USER FEES, TO THE STORMWATER SERVICE CHARGE, OR TO FRANCHISE FEES. AND IN TERMS OF ADDITIONAL EMPLOYEES, WE'RE RECOMMENDING THE ADDITION OF 2.75 FTES.

THAT'S A NEW POSITION IN PARKS AND RECREATION, ONE IN MUNICIPAL SERVICES, A 0.5 FTE IN THE PUBLIC MARKET, AND A 0.25 FTE INCREASE IN COMMUNITY DEVELOPMENT.

THIS IS LESS THAN A 1% INCREASE IN STAFFING, AND IT BRINGS THE TOTAL AUTHORIZED FTES, INCLUDING THESE POSITIONS, TO 569.15 POSITIONS. THIS SLIDE COMPARES THE 2026 PROPOSED BUDGET TO THE 2025 APPROVED BUDGET FROM A TOP LINE PERSPECTIVE.

AS YOU CAN SEE THERE, THE FY2025 BUDGET WAS APPROVED AT $246.7 MILLION, WHEREAS THE FY2026 RECOMMENDED BUDGET IS $260.6 MILLION. THIS IS AN INCREASE OF $13.8 MILLION, AND A SIGNIFICANT PORTION OF THIS INCREASE, OVER A THIRD OF IT IS ATTRIBUTABLE TO THE CITY'S SPECIAL REVENUE AND ECONOMIC DEVELOPMENT FUNDS, WHICH, AS YOU KNOW, ARE NOT OPERATIONAL FUNDS TO THE CITY.

THIS IS A GRAPHIC THAT WE USE IN OUR BUDGET EACH YEAR, AND IT SHOWS A REPRESENTATIVE LIST OF THE MANY SERVICES THAT THE CITY PROVIDES TO OUR RESIDENTS, BUSINESSES AND GUESTS. AND FOR JUST UNDER $124 A MONTH, OUR RESIDENTS RECEIVE ALL OF THE SERVICES THAT YOU SEE HERE AND MANY MORE.

AS YOU KNOW, WE CONDUCT A CITIZEN SURVEY EVERY TWO YEARS TO ASSESS RESIDENT SATISFACTION ON A MYRIAD OF DIFFERENT THINGS.

AND IT COMPARES US TO OTHER CITIES IN THE METRO, BUT ALSO NATIONALLY.

AND WE ROUTINELY RECEIVE HIGH MARKS IN CITIZEN SATISFACTION SURVEYS.

I COULD SPEND A LOT OF TIME TALKING ABOUT THAT.

IT'S SOMETHING WE'RE VERY PROUD OF, AND IT REALLY DOES.

THE SURVEY WILL DIVE DOWN TO THE INDIVIDUAL LEVEL OF SOME OF THE SERVICES THAT WE PROVIDE.

BUT I WON'T BELABOR THAT POINT EXCEPT FOR TONIGHT.

I DID PULL A COUPLE OF POINTS THAT I THINK ARE SPECIFIC AND SPECIFICALLY RELEVANT TO THE DISCUSSION TONIGHT.

THE FIRST IS THAT 71% OF RESIDENTS ARE EITHER SATISFIED OR VERY SATISFIED WITH THE VALUE THAT THEY RECEIVE FROM THE CITY OF LENEXA FOR THEIR TAX DOLLAR AND FEES.

THAT COMPARES TO 54% ELSEWHERE IN THE METRO AND 32% ELSEWHERE NATIONALLY.

92% OF RESIDENTS ARE EITHER SATISFIED OR VERY SATISFIED WITH THE QUALITY OF SERVICES PROVIDED BY THE CITY, WHICH COMPARES TO 74% ELSEWHERE IN THE METRO AND 49% NATIONALLY.

AND RECOGNIZING THAT THIS DATA IS NOW ALMOST TWO YEARS OLD, THIS IS 2023 DATA.

OUR LATEST SURVEY IS ACTUALLY ABOUT TO GO OUT THIS MONTH, SO IT WILL BE IN MAILBOXES VERY SHORTLY,

AND WE'LL HAVE RESULTS BACK BY THE END OF THE YEAR.

BUT RECOGNIZING THAT THE SURVEY DATA IS TWO YEARS OLD, I DID WANT TO REMIND YOU AND ALL OF US THAT IN APRIL OF THIS YEAR, WE HELD AN ELECTION TO RENEW OUR 3.8 CENT SALES TAX, WHICH IS DEDICATED TO PARKS AND RECREATION AND PAVEMENT MAINTENANCE, AND 79% OF OUR RESIDENTS VOTED TO RENEW THE SALES TAX.

I THINK THIS UNDERSCORES THE IMPORTANCE THAT OUR RESIDENTS PLACE ON MAINTAINING AND ENHANCING THE QUALITY OF LIFE IN LENEXA, AND I THINK IT REFLECTS CONFIDENCE IN THAT OUR RESIDENTS HAVE IN THE CITY'S ABILITY TO DELIVER ON THESE IMPORTANT INITIATIVES.

SO WITH THAT, I'M GOING TO TURN IT OVER TO NATE, AND HE'LL GET INTO A LITTLE BIT MORE OF THE DETAILS ON THE BUDGET FOR YOU. THANK YOU, BECCY. NATE BLUM, FINANCE DEPARTMENT. JUST A COUPLE OF HIGH LEVEL SLIDES TO JUST GO OVER WHERE WE ARE IN THE BUDGET PROCESS.

AS BECCY MENTIONED, WE FIRST BEGAN DISCUSSING THE RECOMMENDED BUDGET IN JUNE, REALLY STARTED BACK IN JANUARY WHEN STAFF STARTED PUTTING THIS RECOMMENDED BUDGET TOGETHER. BUT ON THE REVENUE SIDE, THE TOTAL REVENUES ESTIMATED FOR FISCAL YEAR 26, $171.5 MILLION.

YOU CAN SEE PROPERTY TAXES MAKE UP ABOUT $75 MILLION OF THAT, 43.7%, A REALLY SOLID SPLIT WITH NON PROPERTY TAXES, INCLUDING SALES AND USE TAX AT $72.7 MILLION OR 42.4%.

WE ALSO HAVE CHARGES FOR SERVICES, WHICH IS MAINLY THE REC CENTER AND POOLS COMING ABOUT 8.6% OF THAT TOTAL REVENUE.

ON THE EXPENDITURE SIDE, PUBLIC SAFETY IS OUR LARGEST EXPENSE.

FIRE, POLICE, MUNICIPAL COURT JUST UNDER $41 MILLION OR 24% OF OUR BUDGET IS ALLOCATED TO THAT CATEGORY.

JUMPING DOWN THERE A LITTLE BIT, ECONOMIC DEVELOPMENT, WHICH INCLUDES OUR TIF AND OUR CID FUNDS, AGAIN REQUIRED TO BE BUDGETED BY STATE LAW BUT NOT OPERATIONAL REVENUE TO THE CITY.

ABOUT $30 MILLION OR 17%. YOU'LL NOTICE TRANSFER TO CAPITAL PROJECTS AND OTHER TRANSFERS.

SO OUR LEGAL RECOMMENDED BUDGET IS $260.6 MILLION.

IF YOU TAKE OUT THE RESERVES THAT WE DO NOT PLAN ON SPENDING IN FISCAL YEAR 26, THE TOTAL EXPENDITURES THEN WOULD BE $172.9 MILLION, AND THAT'S ACROSS ALL FUNDS. AND THEN DRILLING REALLY DOWN TO THE LENEXA OPERATING BUDGET, WE WOULD TAKE OUT THOSE PASS THROUGH ECONOMIC DEVELOPMENT FUNDS.

SO YOU CAN SEE OUR TOTAL RECOMMENDED BUDGET, $260.6 MILLION.

BUT OUR ACTUAL OPERATIONS, OPERATIONAL EXPENDITURES FOR FISCAL YEAR 26 ARE UNDER $150 MILLION, SO PRETTY BIG DIFFERENCE THERE, BUT IT'S DUE TO RESERVES AND THOSE ECONOMIC DEVELOPMENT FUNDS.

PIE CHART, ANOTHER WAY TO LOOK AT OUR BUDGET.

GENERAL FUND, INCLUDING RESERVES, IS BY FAR OUR LARGEST FUND AND MAKES UP 62% OF OUR OVERALL BUDGET.

COMES IN AT $160.5 MILLION. THE SECOND LARGEST PIECE OF THE PIE, OUR SPECIAL REVENUE FUNDS, WHICH INCLUDE THOSE TIF AND CID FUNDS THAT ARE PASSED THROUGH $57.5 MILLION OR 22% OF OUR BUDGET.

WE ALSO HAVE A DEBT SERVICE FUND, WHICH IS DEDICATED TO PAYING OFF THE CITY'S DEBT, COMING IN AT JUST OVER $23 MILLION OR 9%.

AND THEN OUR THREE ENTERPRISE FUNDS, WHICH WOULD BE THE REC CENTER, STORMWATER FUND AND CEMETERY FUND, MAKE UP JUST UNDER $20 MILLION. SINCE THE GENERAL FUND IS OUR LARGEST FUND AND THE BIGGEST PIECE OF OUR BUDGET.

ON AUGUST 19TH WE ADDED THE ADDITIONAL QUARTER MILL TO THAT.

SO OUR PROPOSED MILL LEVY FOR FISCAL YEAR 26 IS 26.209 MILLS.

SO KIND OF WHAT ARE THE DOLLAR VALUE OF ALL OF THOSE EIGHT YEARS OF MILL LEVY REDUCTION? THE TOTAL MILL LEVY REDUCTION OVER THOSE EIGHT YEARS, 5.623 MILLS, OR JUST UNDER 18% OF OUR MILL LEVY AND ONE MILL EQUATES TO JUST UNDER 1.9 MILLION. SO THE DOLLAR VALUE OF THE MILL LEVY REDUCTIONS ARE 10.6 MILLION ANNUALLY.

LAST AUGUST THE 20TH IS WHERE THE COUNTY HAD THEIR REVENUE NEUTRAL HEARING AND IT WAS ATTENDED BY A LOT OF PEOPLE, AND THERE WAS A COMMON THEME THERE THAT COMES ACROSS, I GUESS, AS WELL, IN SOME OF YOUR COMMENTS THAT YOU RECEIVED ON YOUR WEBSITE.

AND THAT WAS ABOUT THE EVER INCREASING TAXES THAT WE FACE.

IN PARTICULAR, I FEEL FOR THE SENIORS OUT THERE WITH THEIR FIXED INCOMES.

I THINK THAT'S THE GROUP OF PEOPLE THAT'S GETTING HIT THE HARDEST.

AND AGAIN, RECOGNIZING THAT WE HAVE REAL GOOD SERVICES, NO DOUBT ABOUT THAT.

IT'S FREQUENT THAT I HEAR LOOKING AT THE COMMENTS THAT COME FROM THE DAIS AT THE COUNTY, THAT IT'S ABOUT LOOKING FOR WAYS TO INCREASE REVENUES AND NOT TO DECREASE SPEND. THERE'S A LARGE CONSTITUENT OUT THERE THAT IS FACED WITH QUITE A QUANDARY WHEN I RELATE ONCE AGAIN TO THOSE PEOPLE WHO ARE SENIOR CITIZENS.

THERE IS HOMESTEAD PROVISIONS. THERE IS A PROGRAM CALLED SAVE OUR HOMES IN LEE COUNTY, WHERE WE WERE.

BUT ACROSS FLORIDA THAT RECOGNIZES MANY SENIORS ARE ON FIXED OR UNCHANGING INCOME STREAMS. AND IT PROVIDED A LOT OF BENEFIT TO A WIDE RANGE OF INCOME LEVELS.

WE RECOGNIZE AND APPLAUD THE WORK LENEXA HAS DONE FOR PEOPLE AT LOWER INCOMES TO MAINTAIN PROPERTY TAX RATES, BUT EVERYBODY IS DEALING WITH THOSE INCREASES, INFLATIONARY INCREASES AND COSTS, STEADILY RISING PROPERTY TAX RATES.

YET, AS WAS EXPLAINED TO ME, GLEASON FAILS TO OFFER A SPACE THAT ALLOWS FOR PRACTICAL SKILL DEVELOPMENT.

THE ABILITY TO DEVELOP AND TRAIN IN PRACTICAL WAYS TO LEARN AND REFINE FIREFIGHTING AND TECHNICAL RESCUE SKILLS.

THIS FACILITY WOULD ALSO BE CAPABLE OF CONDUCTING LIVE FIRE TRAINING EVOLUTIONS TO GIVE OUR FIREFIGHTERS EXPERIENCE OPERATING IN THIS DANGEROUS ENVIRONMENT. NOW, KEEP IN MIND THAT THE OLATHE FIRE ACADEMY, WHICH OPENED IN 2021, IS A STATE OF THE ART FACILITY THAT INCLUDES A FIRE BURN TOWER WITH CLASS A FIRE BURN ROOMS. IT IS USED FOR THE OLATHE FIRE DEPARTMENT'S INTERNAL TRAINING, AND IS ALSO A HOST SITE FOR TRAINING WITH NEIGHBORING.
