LOCATED AT 14050 MARSHALL DRIVE IN THE BP-2, PLANNED MANUFACTURING DISTRICT STEPHANIE.

DEVELOPMENT DEPARTMENT, THANK YOU JEN. ALL RIGHT AS MENTIONED ITEM 4 THIS EVENING IS A PRELIMINARY PLAN/PLAT FOR STAGG WESTLAKE WHICH IS AN INDUSTRIAL PROJECT. THIS IS LOCATED AT 14050 MARSHALL DRIVE.

YOU CAN SEE ON THE SCREEN NOW. LENEXA'S BOUNDARY OUTLINED IN BLACK AND THE PROJECT LOCATION DENOTED WITH THE BLUE STAR ON THE MAP.

THIS IS LOCATED NEAR THE INTERSECTION OF 435 AND I35 GENERALLY AND THEN MORE SPECIFICALLY YOU CAN SEE NOW ON THE SCREEN WHERE THAT PARTICULAR SITE FALLS RIGHT OFF OF MARSHALL DRIVE AS IT CURVES BETWEEN SANTA FE TRAIL DRIVE AND PFLUMM RD.

THE SITE IS OUTLINED IN RED AND IS COMPOSED OF TWO DIFFERENT PARCELS.

AND YOU CAN SEE THE EXISTING CONDITIONS HERE.

THERE IS A LARGE INDUSTRIAL BUILDING OCCUPIED BY WESTLAKE.

AND THAT'S ABOUT 270,000 SF. AND THEN THERE'S A SMALLER BUILDING WHERE YOU CAN SEE THE MOUSE 10,000 SF.

IT'S ALSO OCCUPIED BY ATTENDING CALLED [INAUDIBLE]. THE SITE CURRENTLY HAS ACCESS OF MARSHALL DRIVE IN THREE LOCATIONS.

YOU CAN SEE HERE WHERE THE MOUSE IS POINTING ON THE SOUTH.

THIS ONE ON THE SOUTH. AND THEN TOWARDS THE EAST AS THE ROAD CURVES UP TOWARD PFLUMM RD.

NOW ON THE SCREEN YOU CAN SEE THE ZONING AND FUTURE LAND USE MAP.

THERE'S A LOT OF PURPLE ON THE SCREEN HERE BECAUSE THE SITE IS ZONE BP-2 AND IS WITHIN A BUSINESS PARK AREA AND THE COMPREHENSIVE PLAN'S FUTURE LAND USE MAP ALSO INDICATE BUSINESS PARK USES BEING APPROPRIATE FOR THIS PARTICULAR AREA.

THE PROPOSED USE OF INDUSTRIAL SPEC BUILDINGS AS THE APPLICANT PROPOSES IS IN LINE WITH THE CURRENT ZONING AND THE FUTURE LAND USE MAP SO THERE ARE NO NECESSARY REZONINGS OR MISALIGNMENT WITH OUR COMPREHENSIVE PLAN. THIS PROJECT IS PROPOSED IN TWO PHASES THE FIRST OF WHICH IS ON THE SCREEN NOW, AND IT WILL RETAIN THE EXISTING WESTLAKE BUILDING, BUT DEMOLISH THE SMALL 10,000 SF OFFICE BUILDING ULTIMATELY THERE WILL BE A SECOND PHASE THAT HAS A SECOND BUILDING IDENTICAL TO THE ONE YOU SEE ON THE LEFT SIDE OF THE SCREEN.

THIS PHASE 1 BUILDING WILL DEVELOP THE WEST SIDE OF THE SITE WITH ABOUT 186,000SF OF INDUSTRIAL SPECS SPACE IT INCLUDES PARKING SURROUND BUILDING AND A TYPICAL LOADING DOCK TYPE AREA AT THE BACK OF HOUSE OPERATIONS ON THE NORTH SIDE OF THE BUILDING.

AGAIN THIS WOULD MAINTAIN THE EXISTING WESTLAKE BUILDING THAT EXISTS TODAY WITH PHASE 1.

THE ACCESS IS MODIFIED SLIGHTLY STAFF DID REQUEST THE APPLICANT MAKE SURE TO MOVE THIS ACCESS JUST A LITTLE BIT TO THE WEST TO ALIGN WITH THE CURVE CUT OF A SITE TO THE SOUTH HERE ON MARSHALL DRIVE WHENEVER POSSIBLE WE LIKE TO REALIGN THOSE DRIVES SO THAT WE DON'T HAVE CONFLICT TURN MOVEMENTS.

NOW ON THE SCREEN YOU'LL SEE PHASE 2 WHICH SHOWS ANOTHER 186,000 SF INDUSTRIAL BUILDING IDENTICAL TO PHASE 1 BUILDING.

AND THIS WOULD ALSO CREATE A CHANGE IN THE DRIVE ACCESS OFF OF MARSHALL ROAD HERE IF YOU RECALL FROM THE OFF THE CURVE SO IN ORDER TO ENHANCE SAFETY MEASURES FOR THAT ACCESS POINT STAFF WOULD LIKE THAT TO BE MOVED A LITTLE BIT TO THE WEST HERE AND AGAIN IN ALIGNMENT WITH ANOTHER EXISTING DRIVE. THERE'S ALSO BE A LITTLE RECONFIGURING TO THE EASTERN PARKING LOT HERE, BUT MOSTLY VERY MUCH LIKE THE DEVELOPMENT THAT YOU SEE TODAY.

JUST A LITTLE BIT SMALLER BUILDING. IT WOULD STILL HAVE ACCESS ALSO OFF THAT NORTHEAST PORTION OF THE SITE HERE.

HERE ARE SOME PRELIMINARY ELEVATIONS AGAIN BOTH BUILDINGS ARE IDENTICAL AND THEY'RE PRETTY TYPICAL BOXY INDUSTRIAL TYPE BUILDINGS STAFF WILL REQUEST ADDITIONAL DETAILS AS PART OF THE FINAL PLAN. THIS IS JUST A PRELIMINARY PLAN/PLAT AND SO THERE ARE SOME DETAILS STILL TO BE WORKED OUT A FINAL PLAN STAGE.

HERE'S THE PRELIMINARY LANDSCAPE PLAN YOU CAN SEE DIFFERENT GROUP OF TREES AND SHRUBS THROUGHOUT THE SITE AND AT THIS POINT THE LANDSCAPE PLAN DOES INDICATE COMPLIANCE WITH REQUIRED LANDSCAPING. AND THE PRELIMINARY PLAT IS INCLUDED WITH THIS AS WELL, YOU CAN SEE IT IS GOING TO REMAIN TWO LOTS THE LOT LINE IN THE MIDDLE HERE WILL BE ADJUSTED TO MAKE SURE THAT IT IS IN THE APPROPRIATE PLACE BETWEEN THE BUILDINGS AS THE CURRENT LOT ACTUALLY I BELIEVE COMES THROUGH THE EXISTING BUILDING.

SO WE'LL MAKE SURE THOSE ARE ON TO SEPARATE LOTS AND THERE WILL BE APPROPRIATE ACCESS EASEMENTS AND UTILITY EASEMENTS THROUGHOUT BOTH LOTS AS NEEDED.

WITH THAT STAFF AND THE PLANNING COMMISSION RECOMMEND APPROVAL OF THIS PRELIMINARY PLAN/PLAT FOR STAG WESTLAKE LOCATED AT 14050 MARSHALL DRIVE WITHIN THE BP-2 ZONING DISTRICT. PLEASE, LET ME KNOW YOU HAVE ANY QUESTIONS.

EXCEEDING THE REVENUE NEUTRAL PROPERTY TAX RATE AND A PUBLIC HEARING ON SEPTEMBER 2ND 2025 TO CONSIDER THE FISCAL YEAR 2026 ANNUAL BUDGET.

PROPERTY TAX RATE AND THE PUBLIC HEARING FOR THE FISCAL YEAR 2026 BUDGET FOR SEPTEMBER 2ND.

JUST A REMINDER FOR THE PURPOSE. MIDDLEBURY INCLUDED IN THE RECOMMENDED BUDGET IS 26.459 MILLS.

THE REVENUE NEUTRAL RATE IS CALCULATED BY JOHNSON COUNTY IS 25.142 MILLS.

THE TOTAL PURPOSE BUDGET 261.1 MILLION INCLUDING 173.4 MILLION EXPENDITURES.

HUNDRED AND OR SORRY 87.7 MILLION ESTIMATED PRESERVE BALANCES AT THE END OF 2026.

AND THEN SECONDLY ALLOWS THE STAFF TO SUBMIT A REQUIRED PUBLIC HEARING NOTICES AND SETS A MAX EXPENDITURES TAX RATE.

SO ESSENTIALLY ONCE WE PUBLISHED THE NOTICE PUBLIC HEARING WE CANNOT INCREASE THE BUDGET OR THE MILL LEVY.

HOWEVER, WE CAN REDUCE IT ALL THE WAY THROUGH ADOPTION OF THE BUDGET.
