AND THEN EARLIER THIS YEAR, WE APPROVED A SALES TAX, ONLY IRBS FOR THE MEDICAL OFFICE BUILDING, WHICH YOU HAVE STARTED SEEING BEING CONSTRUCTED ON THAT SOUTH PARCEL RIGHT NOW JUST SOUTH OF THE HOSPITAL BUILDING. SO THE FIRST INCENTIVE WE HAVE TO CONSIDER TONIGHT IS THE CITY CENTER PROJECT PLAN THREE I THAT INCLUDES A MEDICAL OFFICE BUILDING AND PARKING GARAGE. IT'S ONE OF THE THINGS WE HEAR ABOUT QUITE A BIT. AND SO THIS PROGRAM INITIALLY WAS FUNDED WITH $100,000 IN 2024, AND THEN AGAIN THIS YEAR, ANOTHER $100,000 THIS YEAR FOR THE PROGRAM. AND UNDER THE CURRENT POLICY, ELIGIBLE HOMEOWNERS CAN RECEIVE A REBATE UP TO 75% OF JUST THEIR CITY PORTION OF THE TAX BILL FROM US. AND JUST A REMINDER, THE LENEXA PORTION OF AN INDIVIDUAL'S PROPERTY TAX BILL IS ABOUT A QUARTER OF THE TOTAL. SO 75% OF THAT IS WHAT'S ELIGIBLE FOR REBATE UNDER THIS PROGRAM. THE PROGRAM ELIGIBILITY IS BASED ON A FEW THINGS. [00:25:02] AND TO BE ELIGIBLE FOR THE PROGRAM, YOU HAVE TO YOU HAVE TO CHECK THREE OF THESE BOXES. YOU HAVE TO BE A SENIOR CURRENTLY UNDER THE EXISTING PROGRAM. YOU HAVE TO BE A SENIOR 65 PLUS OR A DISABLED VETERAN. AND YOU HAVE TO HAVE A YOU HAVE TO OWN AND OCCUPY YOUR HOME, AND IT HAS TO HAVE AN APPRAISED VALUE UNDER THE CITY MEDIAN FOR THE 2025 PROGRAM, THAT WOULD BE 400,000. IF NO CHANGES WERE TO BE MADE LAST YEAR, THAT WAS ABOUT 390,000. SO A LITTLE BIT OF A CHANGE. BUT TO BE ELIGIBLE FOR THE PROGRAM, LIKE I SAID, YOU HAVE TO CHECK ALL THREE OF THOSE BOXES. IN OUR PILOT YEAR, YOU'VE SEEN THIS DATA BEFORE A COUPLE TIMES HOPEFULLY. BUT THIS IS JUST KIND OF A SNAPSHOT OF WHAT WE DID IN THAT IN THAT INITIAL YEAR. AS A PILOT PROGRAM, WE SET UP THE ELIGIBILITY CRITERIA TO BE INTENTIONALLY NARROW, AND WE DID THAT TO MAKE SURE THAT OUR APPLICANT POOL DIDN'T FAR EXCEED OUR BUDGET. AS YOU AS YOU MAY KNOW, WE HAVE SOME BACKSTOPS IN PLACE. IF WE WERE TO GET, A HIGHER THAN EXPECTED APPLICANT TURNOUT. BUT WHEN WE INITIALLY SET UP THE PROGRAM, WE DID IT SO THAT WE, WE LIMITED OUR POOL AND TO REALLY GIVE US A BETTER SENSE OF WHAT OUR TARGET. HOW BIG OUR TARGET POPULATION WAS. AND SO WITH THAT IN MIND, LAST YEAR WE REBATED 33 APPLICATIONS, AN AVERAGE REBATE OF $683. SO IF YOU DO THE MATH WE USED ABOUT A QUARTER OF OUR BUDGET AND REBATED $22,539. SO WITH THAT IN MIND, IN THAT LOW USAGE AS YOU SAW, WE ONLY USED ABOUT A QUARTER OF OUR BUDGET AND WE ONLY GRANTED 33 APPLICATIONS. SO NOW THAT WE HAVE A YEAR'S WORTH OF DATA, WE CAN KIND OF COME TO YOU WITH, WITH SOME SMALL TWEAKS TO THE JUST THE ELIGIBILITY CRITERIA. I WILL NOTE THAT FROM A PROCESS STANDPOINT WE'RE NOT PROPOSING ANY CHANGES FROM A TIMELINE STANDPOINT. WE'RE NOT PROPOSING ANY CHANGES. I THINK IT ALL ACTUALLY WORKED OUT PRETTY WELL THIS YEAR. AND SO KEEPING THAT IN MIND WITH SOME OF OUR PROPOSED CHANGES HERE. BUT WE MENTIONED THIS IN FEBRUARY WHEN WE REPORTED ON OUR THE DATA FROM, FROM LAST YEAR. BUT TO POTENTIALLY EXPAND THAT APPLICANT POOL TO, TO USE MORE OF OUR BUDGET AND REALLY ACCOMPLISH MORE WITH THAT PROGRAM. WE LOOKED AT A FEW POSSIBLE CHANGES. AND ON THE NEXT SLIDE, I'LL GO OVER WHAT ULTIMATELY WHAT WE'RE RECOMMENDING. BUT A FEW THINGS THAT WE KIND OF LOOKED AT DOING IS INCREASING THOSE INCOME LIMITS FROM THE VERY LOW INCOME LIMIT THRESHOLD THAT HUD HAS TO JUST THE LOW INCOME. LIKE I SAID, THE VERY LOW INCOME IS 50% OF AREA MEDIAN INCOME LOW IS 80%. WE ALSO LOOKED AT INCREASING THE MAXIMUM HOME APPRAISAL. LAST YEAR WE, WE USED THE MEDIAN HOME VALUE. AND WE LOOKED AT POTENTIALLY INCREASING THAT TO USING THE AVERAGE. THE AVERAGE IS ACTUALLY SLIGHTLY HIGHER JUST DUE TO THE DISTRIBUTION OF HOMES IN LENEXA THE AVERAGE IS SLIGHTLY HIGHER, AND THE AVERAGE IS A METRIC THAT HONESTLY IS WHAT OTHER CITIES ARE USING IN THEIRS. AND SO IT'S, IT'S A MORE COMMONLY UNDERSTOOD METRIC. SO THAT'S ONE OF THE THINGS WE LOOKED AT. AND THEN FINALLY LOWERING THE AGE REQUIREMENT AND VETERAN DISABILITY STATUS LAST YEAR THE PROGRAM WAS TARGETED TO 65 PLUS. AND TO BE A FULLY DISABLED VETERAN, YOU HAD TO YOUR VA AWARD LETTER OF DISABILITY HAD TO BE 100%, WHICH ONE OF THE THINGS WE FOUND IS THAT WAS KIND OF RARE. HONESTLY, IT'S A LITTLE DIFFICULT TO UNDERSTAND. EVERY EVERY DISABLED VETERAN IS DIFFERENT AND HAS HAS DIFFERENT THINGS THAT GO INTO THEIR, THEIR AWARD PERCENTAGE. SO TRYING TO DIVE INTO THAT A LITTLE BIT MORE WE DID HAVE LAST YEAR, WE HAD ONE DISABLED VETERAN THAT THAT APPLIED FOR THE PROGRAM THAT ULTIMATELY DIDN'T MEET THE REST OF THE CRITERIA. AND SO THAT WAS AN APPLICATION WE LOOKED AT, THAT IN A LITTLE BIT MORE DEPTH THIS YEAR WHEN CONSIDERING SOME CHANGES TO THE PROGRAM. SO FOR 2025, HERE'S SOME OF THE RECOMMENDED CHANGES. AND I'LL GO THROUGH EACH ONE AND EXPLAIN WHY IN A LITTLE BIT MORE DETAIL. BUT JUST LIKE LAST YEAR, YOU HAVE TO OWN AND OCCUPY YOUR HOME. THAT'S NOT CHANGING. WE'RE PROPOSING TO LOWER THE AGE, AGE REQUIREMENT TO 62 PLUS. THAT'S THE EARLY RETIREMENT AGE THAT YOU CAN START DRAWING SOCIAL SECURITY. A GOOD PORTION OF OUR APPLICANTS LAST YEAR WERE THEIR ONLY SOURCE OF INCOME WAS SOCIAL SECURITY. SO LOWERING THAT THAT AGE A LITTLE BIT OPENS UP OUR APPLICANT POOL. WE THINK A LITTLE BIT NOT A TON, BUT IT IS SOMETHING WE CAN DO TO KIND OF GRAB, GRAB A FEW MORE PEOPLE THAT THAT MAY BE ON JUST A SOCIAL SECURITY INCOME. AS I MENTIONED JUST BEFORE, THE MILITARY DISABILITY PERCENTAGE WAS WAS SOMETHING WE HAD WE HAD KIND OF A DIFFICULT TIME WRAPPING OUR WRAPPING OUR HEADS AROUND. BUT IF THEY HAVE SOME SORT OF DISABILITY THAT WE CAN WE CAN KIND OF CAST A WIDER NET ON ON THAT FRONT AND REACH THAT POPULATION A LITTLE BIT BETTER. BECAUSE LIKE I SAID, WE ONLY WE ONLY REALLY GOT ONE APPLICATION FROM A DISABLED VETERAN LAST YEAR INCREASING THE APPRAISED VALUE FROM MEDIAN TO AVERAGE, AS I MENTIONED, THAT'S A METRIC THAT MORE CITIES USE. AND WE THINK BY INCREASING THAT, WE CAN CAPTURE SOME OF THOSE INDIVIDUALS THAT ARE SENIOR OR DISABLED VETERANS THAT HAVE POTENTIALLY BEEN IN THEIR HOMES FOR 20, 30, 40 YEARS AND HAVE AS THE COMMUNITY HAS KIND OF GROWN AROUND THEM, HAVE SEEN THEIR, THEIR HOME VALUES RISE. SO JUST CHANGING THAT METRIC THERE INCREASES THAT BY ABOUT 67,000 FOR THIS YEAR. AND THEN LASTLY MOVING FROM VERY LOW INCOME LIMITS TO THE LOW INCOME LIMITS. AND YOU CAN KIND OF SEE IN THE TABLE THERE ON THE RIGHT HOW THAT HOW THAT SHIFTS DEPENDING ON HOW MANY INDIVIDUALS ARE IN YOUR HOUSEHOLD. AS I MENTIONED, THE LOW INCOME LIMITS ARE 80% OF, OF THE AREA MEDIAN INCOME. AND THAT'S A KANSAS CITY WIDE METRIC. THE, THE LOW AND VERY LOW, WHEN IT COMES TO HOW OUR SOME OF THE OTHER SURROUNDING CITIES ARE MANAGING THAT PIECE OF IT, IT'S ABOUT HALF AND HALF. SOME CITIES ARE USING LOW AND SOME, SOME ARE USING VERY LOW. SO I THINK ALL IN ALL THESE 3 OR 4 CHANGES I EXPECT THAT TO ABOUT TRIPLE OUR APPLICANT POOL. SO IDEALLY WE GO FROM GRANTING 33 APPLICATIONS TO AROUND 100. GIVEN THAT 680, I THINK IT WAS $683 AVERAGE REBATE THAT AT 100 APPLICATIONS THAT STILL BRINGS US IN WELL BELOW BUDGET WITH SOME BUFFER THERE. AND SO I THINK THESE PROPOSED CHANGES DO A GOOD JOB OF, AGAIN, SLOWLY KIND OF EXPANDING THAT NET SO THAT WE DON'T BLOW THAT APPLICANT POOL WAY OUT OF THE WATER TO WHERE, YOU KNOW, ANY REBATES, YOU KNOW, INSIGNIFICANT. BUT AT THE SAME TIME EXPANDING IT IN A WAY THAT, THAT WE CAN HAVE MUCH MORE IMPACT WITH THE DOLLARS THAT WE DO HAVE. SO AGAIN, WITH, WITH THE SAME BUDGET FROM LAST YEAR, JUST A FEW CHANGES I THINK CAN HOPEFULLY ABOUT TRIPLE WHAT WE CAN DO. KYLE, DO WE SAY ANYTHING ABOUT FOLKS APPLYING YEAR AFTER YEAR? AND ONE OF THE THINGS THAT WE WERE WORKING THROUGH THAT WE FOUND SOME OTHER OPPORTUNITIES. AND SO I'M GOING TO GIVE A LITTLE PRESENTATION ON WHAT WE DISCOVERED AND OUR PROJECT THAT WE'VE BEEN WORKING ON. IN THE CITY OF LENEXA, WE HAVE 83 TRAFFIC SIGNALS THAT WE OPERATE AND MANAGE. OCCASIONALLY WE HAVE POWER OUTAGES, AS YOU KNOW, THROUGHOUT THE CITY. SOMETIMES THEY LAST FOR A FEW MINUTES, SOMETIMES THEY'LL LAST FOR SEVERAL HOURS. AND WE'VE HAD OCCASIONS WHERE THEY'VE LASTED FOR SEVERAL DAYS, WHICH OF COURSE CAN CREATE SOME REAL PROBLEMS WITH OUR TRAFFIC SIGNALS AND FLOW OF TRAFFIC THROUGH THE COMMUNITY. SO WITHOUT ANY TYPE OF BATTERY BACKUP SYSTEM ON THOSE SIGNALS, THEY GO DARK. AND OF COURSE, WE KNOW THAT'S NOT A GOOD THING TO HAPPEN. SO WE DO HAVE SOME OPTIONS THAT WE CAN USE. THERE'S DIFFERENT SYSTEMS. THE BATTERY BACKUPS THAT WE TALKED ABOUT, PORTABLE GENERATORS TAKES A WHILE TO BRING THOSE OUT AND GET THOSE DEPLOYED ON SITE. STANDBY GENERATORS CAN BE QUITE EXPENSIVE TO OPERATE. WE'VE LOOKED AT HYDROGEN FUEL CELLS WHICH IS KIND OF A NEW TECHNOLOGY, BUT IT'S NOT QUITE THERE. AND SOLAR IS CERTAINLY AN OPTION THAT CAN BE CONSIDERED, BUT IT ONLY WORKS DURING THE DAY. SO SOME OF THE OLDER BATTERY BACKUP SYSTEMS THAT WE'VE HAD AND HAVE BEEN USING USED LEAD ACID BATTERIES, AND THESE ARE THE TYPE OF BATTERIES YOU HAVE IN YOUR CAR. THEY DON'T LAST VERY LONG. THEY DON'T GIVE US VERY MUCH RUNTIME ON OUR TRAFFIC SIGNALS. [00:45:05] THEY HAVE A RELATIVELY SHORT LIFE ABOUT 3 TO 5 YEARS AND THEN SO THE BATTERIES NEED TO BE REPLACED. THEY NEED TO BE MAINTAINED, AND IT'S QUITE EXPENSIVE TO OPERATE THOSE SYSTEMS. AND SO WHAT WE'VE BEEN LOOKING AT IS A NEW SYSTEM USING LITHIUM ION IRON PHOSPHATE BATTERIES. AND THERE'S A WHICH PROVIDE SIGNIFICANTLY LONGER RUN TIME. THE BATTERIES THAT WE'RE USING WILL GIVE US UP TO 24 HOURS OF RUNTIME ON A SMALLER TRAFFIC SIGNAL. SOME OF THE LARGER SIGNALS, WE WON'T GET THAT AMOUNT OF RUNTIME, BUT WE COULD ADD MORE BATTERIES TO GET A LONGER RUNTIME ON THOSE. THE BATTERIES WILL LAST FOR 12 TO 15 YEARS. THEY'VE GOT A 12 YEAR WARRANTY, THEIR UL RATED. UM THEY'RE DESIGNED TO OPERATE FOR 3 TO 5000 CYCLES. SO YOU CAN DRAIN THEM DOWN AND RECHARGE THEM MULTIPLE TIMES. AND THEN WE'RE USING A LITTLE BIT DIFFERENT CONTROL SYSTEM, IT'S MADE BY VICTRON. IT'S HAS THE OPPORTUNITY TO INTEGRATE WITH SOLAR AND CAN EASILY PLUG IN A GENERATOR TO THE SYSTEM AND BE ABLE TO MONITOR IT. AND THE REALLY IMPORTANT PART OF THIS IS THE REAL TIME MONITORING. HERE'S SOME SLIDES THAT SHOW THE MONITORING THAT THAT WE CAN GET FROM THE FROM THE CONTROLLER. THE ADVANTAGE IS THAT WE KNOW WHAT'S HAPPENING AT EACH OF OUR SIGNALS AND WHAT THE STATUS OF THE SYSTEM IS. RIGHT NOW, IF A STORM BLOWS THROUGH, WE'VE GOT A BUNCH OF SIGNALS THAT THAT GO INTO FLASH. WE'VE GOT SIGNALS THAT ARE ON OUR BATTERY BACKUP. WE DON'T HAVE A REAL GOOD WAY TO BE ABLE TO SEE EXACTLY THE STATUS OF EVERY SIGNAL. WHICH ONES ARE ON BATTERIES, WHICH ONES WE NEED TO BE ADDRESSING WHICH ONES HAVE RETURNED TO REGULAR COMMERCIAL POWER? AND HOW TO REALLY DEPLOY OUR RESOURCES DURING THOSE TIMES TO BE MOST EFFECTIVE AND KEEP OUR SIGNALS OPERATING. SO THIS WILL REALLY GIVE US SOME, SOME GREAT DATA AND INFORMATION TO BE ABLE TO HANDLE THOSE, THOSE SITUATIONS MUCH BETTER. SO THIS IS THE SETUP THAT WE, THAT WE PUT TOGETHER. SO AS YOU CAN SEE THAT THAT THAT TREND TENDS TO GO DOWN FOR THE FOR THE CAPACITY OF THE BATTERIES TO A POINT TO WHERE THE SUN COMES OUT EARLY IN THE MORNING. AND THESE GREEN BARS ARE NOW REPRESENT THE SOLAR POWER THAT WE GET FROM THE SOLAR PANELS THAT HAVE BEEN INSTALLED AT THIS LOCATION. AND THEY RECHARGE THE BATTERIES THROUGHOUT THE DAY TO GET THEM BACK TO A LEVEL TO WHERE THEN THE SUN GOES DOWN. THE BATTERIES DEPLETE AGAIN THROUGHOUT THE EVENING. WE'RE ACTUALLY LOOKING AT THIS SYSTEM BEING ABLE TO OPERATE IF WE HAVE SUNNY DAYS FOR ACTUALLY SEVERAL DAYS. BUT WHAT WE DISCOVERED IS THAT WE CAN ACTUALLY ALLOW THOSE BATTERIES TO DEPLETE A LITTLE BIT. SO IF WE START, SAY, IN THE IN THE AFTERNOON HERE WITH THE BATTERIES FULLY CHARGED AT 100% AND THE SUN GOES DOWN, THOSE BATTERIES THEN DEPLETE THROUGHOUT THE DAY THROUGHOUT THE EVENING TIME. SO ULTIMATELY, WE EXPECT TO SEE SOME SAVINGS. THIS WASN'T REALLY. THE PURPOSE OF THE PROJECT IS TO GENERATE A LOT OF SAVINGS OR MAKE MONEY OR, YOU KNOW, NOT HAVE TO PAY EVERGY. NOBODY'S HERE. BUT WE'RE LOOKING AT POTENTIALLY 3 TO $400 A YEAR OF SAVINGS AT EACH LOCATION. SO THE SOLAR PANELS THEMSELVES WILL PROBABLY PAY FOR THEMSELVES IN ABOUT 3 TO 4 YEARS.
