APPROXIMATELY 100 NONPROFIT ORGANIZATIONS BENEFIT FROM SMILEY'S DONATIONS OF CERTIFICATES FOR FREE USE OF THE FACILITY EVERY YEAR.
ONE OF THE ISSUES THAT PLANNING STAFF HAD WAS THE CONDITION OF THE PARKING FACILITY.

WE'RE HERE TONIGHT TO REQUEST YOUR APPROVAL OF THE FISCAL YEAR 25 TO 29 CAPITAL IMPROVEMENT PROGRAM.
AS YOU KNOW, THE CAPITAL IMPROVEMENT PROGRAM, OR CIP, AS IT MORE COMMONLY KNOWN, IS THE FIVE YEAR GUIDE BY WHICH WE PLAN FOR THE TIMING AND FINANCING OF CAPITAL PROJECTS SUCH AS PUBLIC FACILITIES AND INFRASTRUCTURE.
THE PROPOSED CIP BEFORE YOU IS THE PRODUCT OF MONTHS OF WORK ON THE PART OF YOUR STAFF.
AND TONIGHT IS OUR THIRD PUBLIC MEETING AT WHICH WE'VE DISCUSSED THE CIP.
THE TOTAL RECOMMENDED FIVE YEAR CIP IS $208.6 MILLION, AND INCLUDES FUNDING FOR 54 CAPITAL PROJECTS.
IN TERMS OF PROJECT CATEGORIES, 90% OF THE PROPOSED CIP WILL BE EXPENDED IN THREE MAJOR CATEGORIES.
THE FIRST IS STREETS, BRIDGES AND TRAFFIC, WHICH WILL ACCOUNT FOR 61% OF THE CIP OR $128 MILLION.
FACILITIES, WHICH IS 13% OR $26 MILLION, AND STORMWATER, WHICH IS 16% OR $32 MILLION.
THE 3/8 CENT SALES TAX, WHICH IS 20% OF THE TOTAL, OR $41.9 MILLION, AND GEO BONDS, WHICH ARE 13% OF THE TOTAL, OR 27.6 MILLION AT YOUR NOVEMBER 12TH COMMITTEE OF THE WHOLE MEETING, STAFF PROVIDED AN OVERVIEW OF THE CIP, SIMILAR TO THE ONE I'M PROVIDING YOU TONIGHT, AND WE ALSO REVIEWED PAGE BY PAGE, EACH OF THOSE 54 PROJECTS INDIVIDUALLY.
AT YOUR DECEMBER 3RD CITY COUNCIL MEETING, YOU HELD A PUBLIC HEARING ON THE PROPOSED CIP, AND AT THAT MEETING, WE RECEIVED SEVERAL PUBLIC COMMENTS THAT WERE PRIMARILY ON TWO PROJECTS, THE LONE ELM AND K-10 INTERCHANGE AND THE 83RD STREET PROJECT.
AS YOU MAY BE AWARE, STAFF ALSO HOSTED A NEIGHBORHOOD MEETING LAST WEEK, SPECIFICALLY ON THE LONE ELM INTERCHANGE PROJECT TO REVIEW THE PROJECT HISTORY AND RECEIVE ADDITIONAL PUBLIC COMMENT.
THE COMMENTS RELATED TO 83RD STREET RELATED PRIMARILY TO THE PROJECT SCHEDULE AND NEXT STEPS, AND THOSE RELATED TO LONE ELM CONCERNED THE SAFETY OF ALL USERS, INCLUDING SPECIFICALLY PEDESTRIANS AND BICYCLISTS, AS WELL AS THE NEED FOR BUFFERING FROM THE STONEVIEW NEIGHBORHOOD ADJACENT TO THE INTERCHANGE.
CIP APPROVAL ESTABLISHES THE FUNDING IN A PARTICULAR YEAR FOR EACH OF THE PROJECTS.

IN THE CASE OF THE LONE ELM INTERCHANGE, SPECIFICALLY BECAUSE WE RECEIVED SO MUCH FEEDBACK ON THAT, I DID WANT TO MENTION YOUR APPROVAL SIMPLY REAFFIRMS OUR PREVIOUS DECADES LONG COMMITMENT TO $11.4 MILLION IN CITY FUNDING, AND ALLOWS THE PROJECT TO MOVE FORWARD INTO DESIGN, WHERE WE WILL WORK WITH KDOT TO ADDRESS MANY OF THE CONCERNS THAT HAVE BEEN EXPRESSED BY THE RESIDENTS AND WHERE BOTH THE RESIDENTS AND THE GOVERNING BODY WILL HAVE THE OPPORTUNITY TO ENGAGE FURTHER IN THAT PROCESS AS WELL.SO WITH THAT, WE RECOMMEND YOUR APPROVAL OF THE ENTIRE FY 2025 TO 2029 CAPITAL IMPROVEMENT PROGRAM.

STONEVIEW, MANCHESTER, THE ANTICIPATED HOUSING NORTH OF THE TEMPLE MANCHESTER PARK GRADE SCHOOL ARE ALL RIGHT THERE AS THE INTERCHANGE DROPS TRAFFIC INTO THAT AREA, AND THAT GRADE SCHOOL HAS 600 CHILDREN, 600 CHILDREN AGES 5 TO 12. IT DRAWS CHILDREN ALL THE WAY NORTH OF PRAIRIE STAR PARKWAY TO 83RD STREET, AND ALL THE WAY EAST OF LONE ELM TO RIDGEVIEW.
I THINK FAMILIES LOCATE IN JOHNSON COUNTY AND OF COURSE LENEXA, PRIMARILY BECAUSE IT IS SAFE AND THE SCHOOLS ARE VERY GOOD.
THIS INTERCHANGE PUTS THAT SAFETY AND THOSE SCHOOLS, ESPECIALLY MANCHESTER, AT RISK.

TRAFFIC AND HOW WE CAN GET ALL OF THOSE WITHOUT GOING THROUGH THE SUBDIVISIONS AND SO CLOSE TO THAT SCHOOL.FOR INSTANCE, WE HAVE RIGHT OF WAY FOR FRONTAGE ROADS AROUND BOTH SMILEY'S AND WEST OF SEVEN.
WE'VE ALSO HAD CLAIR ROAD IDENTIFIED AS A POSSIBLE INTERCHANGE.
IN FACT, WHEN WE WERE CONSIDERING THE DEVELOPMENT EAST OF CANYON CREEK BOULEVARD AND DIRECTLY NORTH OF HIGHWAY TEN, THAT CLARE ROAD INTERCHANGE WAS POINTED TO AS HOW POSSIBLY THE PLANNED BUSINESS PARKS COULD ACCESS THE HIGHWAY.
WE HAVE ALL OF THOSE OPTIONS AND PROBABLY MANY MORE TRAFFIC ROUTE OPTIONS.
THE SCHOOL CHILDREN DO NOT HAVE OPTIONS.
THAT IS THEIR NEIGHBORHOOD SCHOOL.
SCOTT DID A WONDERFUL JOB LAST THURSDAY WITH THE MAYOR AND MARK AND ME IN THE ROOM HEARING ANOTHER 30 PEOPLE.
WE'VE HEARD FROM THE AREA RESIDENTS, AND I THINK THIS INTERCHANGE AND THE SAFETY OF THE NEIGHBORHOOD AND THE SENSE OF LENEXA COMMUNITY THAT THEY HAVE AND THAT THEY ENJOY.
THEY DON'T WANT TO FIGHT CITY HALL.
THEY ARE PROUD OF THEIR NEIGHBORHOODS AND THEIR SCHOOL.
THEY WANT THEY REALLY WANT TO BE FANS OF LENEXA.
THEY LOVE LENEXA AND THEY LIKE LENEXA.
THAT SENSE OF COMMUNITY REMINDS ME OF THE AD ASTRA POOL FEEDBACK WE GOT A COUPLE OF YEARS AGO, AND I BELIEVE WE GOT ALL THAT FEEDBACK BECAUSE THE RESIDENTS OF AD ASTRA AREA, THEY LOVE LENEXA AND ITS FEEL.
WE FAILED TO ASK OURSELVES, WELL, AFTER THE POOL GOES AWAY, WHAT GOES IN THERE? I FEAR SOMETHING SIMILAR IS AT PLAY HERE.
ONCE WE DECIDED DECADES AGO TO TRY TO GET AN INTERCHANGE, AN INTERCHANGE AT LONE ELM, WE DID NOT ASK OURSELVES, WHAT DOES IT MEAN FOR THE AREA ON BOTH SIDES OF THE HIGHWAY? RECENTLY, BECAUSE OF SAFETY, WE BUILT A TUNNEL UNDER 87TH STREET PARKWAY TO GET PEOPLE AND CHILDREN TO AND FROM THE PARK TO AND FROM THE POOL TO AND FROM THE SKATEBOARD PARK. PEOPLE HAD BEEN GETTING ACROSS 87TH STREET TO THOSE PARK FEATURES FOR DECADES, BUT WE DECIDED ON A SAFER OPTION.
AND WE SHOULD FIND SAFER TRAFFIC ROUTES TO OUR HIGHWAYS, JUST AS WE DID WITH THE TUNNEL.
AND RECENTLY WE SAID NO TO A HOMELESS SHELTER AT 95TH AND I-35.
NO TO SERVICES THAT ARE NEEDED.
BUT WE SAID NO BECAUSE IT DID NOT FIT IN AN AREA WITH ESTABLISHED BUSINESSES, ESTABLISHED SUBDIVISIONS, ESTABLISHED PARKS, AND ESTABLISHED SCHOOLS. IT DIDN'T FIT.
I THINK WE SHOULD PULL THE INTERCHANGE, KEEP THE OVERPASS AND EXPLORE DIFFERENT TRAFFIC OPTIONS.

THAT BEING SAID, AN OVERPASS WOULD SOLVE THAT, I UNDERSTAND THAT.
THE PROBLEM ALSO WAS THAT HOW DO WE MITIGATE THE TRAFFIC THAT'S COMING IN THE NEXT 30, 20 TO 30 YEARS OFF OF WOODLAND, OFF OF K-7? WE DON'T HAVE THAT REMEDY IN THIS OVERPASS SOLUTION.
SO WHEN YOU GUYS ARE SITTING THREE MILES BACK ON K-10 BECAUSE YOU CAN'T GET OFF AT WOODLAND AND CAN'T GET TO YOUR HOUSE, BECAUSE WE HAVE A WHOLE LOT OF PEOPLE MOVING OFF OF MONTICELLO. WE'VE GOT A WHOLE LOT MORE RESIDENTS COMING TO THIS NEIGHBORHOOD.
SO THERE'S A LOT MORE INFORMATION WE NEED TO LOOK AT AND FIGURE OUT WHAT SOLUTIONS WE CAN DERIVE.
THAT IS GOING TO BE THE BEST FOR THE LONG TERM OF OF LENEXA AND THE NEIGHBORHOODS TO BE SAID THAT WE ARE BASING A LOT OF THESE DECISIONS ON WHAT SCHOOL POLICIES ARE AND SCHOOL DEMOGRAPHICS AND ALL OF THAT'S GOING TO HAVE TO SHIFT.
I MEAN, THEY HAVE TO THEY'RE GOING TO HAVE TO DO IT.
AND WE DON'T GET TO DETERMINE THAT.
THEY HAVE TO EITHER BUILD MORE SCHOOLS OR THEY HAVE TO SHIFT THEIR POLICIES.
I KNOW WHAT THE BUS POLICY IS.

AND SO THAT IS WHY AT THIS MOMENT, I'M GOING TO SUPPORT THE CIP AS IT IS, SO THAT WE CAN HAVE THOSE DISCUSSIONS AND WORK ON THOSE DESIGN QUESTIONS AND ADDRESS THOSE CONCERNS.
FINAL THOUGHTS? I THINK I WOULD USE MY TIME TO MAKE AN OPEN INVITATION TO CITY OF OLATHE, OLATHE SCHOOL BOARD, ALL OF THE PARTIES THAT HAVE SORT OF BEEN IN THEIR OWN CORNERS DURING THIS WHOLE PROCESS TO TAKE THE FEEDBACK OF THE NEIGHBORS.
