[CALL TO ORDER]
[00:00:20]
JENNIFER, WOULD YOU PLEASE CALL ROLL.
[MODIFICATION OF AGENDA]
THANK YOU VERY MUCH, JENNIFER.ANY MODIFICATIONS TO THE AGENDA THIS EVENING? YES, MAYOR.
STAFF REQUESTS TO REMOVE ITEM TEN FROM THE CONSENT AGENDA AND MOVE IT TO THE REGULAR AGENDA.
THANK YOU. UP FIRST IS THE CONSENT AGENDA.
[CONSENT AGENDA]
THERE ARE TEN ITEMS ON TONIGHT'S CONSENT AGENDA.ANY ITEM ON THE CONSENT AGENDA MAY BE REMOVED FROM THE CONSENT AGENDA FOR SEPARATE DISCUSSION BY A MEMBER OF THE GOVERNING BODY, CITY MANAGER, OR BY A MEMBER OF THE PUBLIC IN ATTENDANCE AT THE MEETING.
ANYONE WISH TO REMOVE AN ITEM OTHER THAN NUMBER TEN? OKAY. OKAY.
THANK YOU. APPROVE ONE THROUGH NINE ON THE CONSENT AGENDA.
ALL THOSE IN FAVOR? AYE. ONE THROUGH NINE ARE APPROVED.
[10. Resolution authorizing staff to publish notice of a proposed trade of certain parkland in the vicinity of Prairie Star Parkway & Mize Road]
ITEM TEN IS A RESOLUTION AUTHORIZING STAFF TO PUBLISH NOTICE OF A PROPOSED TRADE OF OF PARKLAND IN THE VICINITY OF PRAIRIE STAR PARKWAY AND MIZE ROAD.SCOTT, WE HAVE OUR PRESENTATION, RIGHT? OH, YEAH, I'M UP EARLY, SORRY.
THANK YOU. WE'LL CALL YOU UP NEXT.
THANK YOU. OFF LIKE A HERD OF TURTLES, EVERYBODY.
NO JOKES OR COMMENTS FROM ME? NOPE. NEVER.
[CHUCKLING] THANK YOU. MAYOR AND COUNCIL.
SCOTT MCCULLOUGH WITH THE COMMUNITY DEVELOPMENT DEPARTMENT PRESENTING TO YOU TONIGHT A REQUEST TO ADOPT A RESOLUTION AUTHORIZING STAFF TO PUBLISH NOTICE OF A PROPOSED TRADE OF CERTAIN PARKLAND IN THE VICINITY OF PRAIRIE STAR PARKWAY AND MIZE ROAD.
GET MY BEARINGS ON THIS KEYBOARD.
THAT NEIGHBORHOOD IS RIGHT HERE.
THIS IS THE APPROXIMATE 160 ACRES THAT WE ARE TALKING ABOUT, OR A QUARTER SECTION OF PROPERTY.
THE CITY OWNS 60 ACRES OF PARKLAND, REFLECTED BY THE GREEN DOT, WITH APPROXIMATELY 96 ACRES OF PROPERTY LINE ADJACENT TO THE NORTH AND EAST, REFLECTED BY THE YELLOW DOT.
I WOULD ALSO DRAW YOUR ATTENTION TO THE STREAMWAY, THE NETWORK OF STREAM WAYS IN THE AREA, THE GENERAL AREA THAT PRESENTS BOTH CONSTRAINTS TO DEVELOPMENT AND OPPORTUNITIES FOR PARKLAND DEVELOPMENT.
THE AREA CURRENTLY LACKS APPROPRIATELY DEVELOPED STREETS HIGHLIGHTED HERE IN GREEN.
WE HAVE MIZE AND 91ST AND FUTURE CEDAR NILES ROAD ALIGNMENT.
OF COURSE, THE EXTENSION OF PRAIRIE STAR PARKWAY STAFF WILL BE WORKING WITH THE DEVELOPER AND THROUGH OUR CIP PROCESS TO PHASE IN THESE STREETS AS DEVELOPMENT OCCURS.
THIS ITEM IS BEFORE THE COUNCIL BECAUSE A DEVELOPMENT GROUP LED BY LOCAL DEVELOPERS JIM LAMBIE AND BRUCE RICKY APPROACHED STAFF WITH THE IDEA OF TRADING LAND ARGUABLY MORE SUITABLE AND VALUABLE FOR DEVELOPMENT PURPOSES, FOR LAND SUITABLE FOR PARK FACILITIES THAT WOULD ACTUALLY INCREASE THE AMOUNT OF LAND FOR THIS PARTICULAR PARK.
THE CITY WOULD GIVE TO THE DEVELOPER OF 12 ACRES IN THIS AREA.
THIS IS THE 60 ACRES OF PARKLAND TODAY.
SO THE CITY WOULD GIVE 12 ACRES HERE AND FOUR ACRES HERE, AND THE PRIVATE PARTY INTEREST WOULD GIVE TO CITY THE TRADE OF ABOUT 18 ACRES HERE ALONG CEDAR NILES ROAD AND TEN ACRES HERE.
THIS IS A NET 12 ACRE GAIN OF PARKLAND TO THIS PARK.
[00:05:02]
THE IMPORTANT CONSIDERATIONS FOR STAFF WHILE CONSIDERING THE REQUEST INCLUDED MAINTAINING THE PARK'S FRONTAGE ALONG PRAIRIE STAR PARKWAY.AGAIN, PRAIRIE STAR COMES AROUND HERE.
THIS IS THE FRONTAGE ALONG PRAIRIE STAR PARKWAY, AND YOU CAN SEE VIRTUALLY ALL BUT A 50 FOOT LANDSCAPE TRACK WOULD REMAIN AS CITY PARKLAND HERE FOR PASSERSBY, A FUTURE OF PRAIRIE STAR PARKWAY.
ANOTHER CONSIDERATION WAS OF SUPPORTING IT WOULD BE THAT THE PROPERTY GIVEN BY CITY TO DEVELOPER WOULD BE USED FOR SINGLE FAMILY PURPOSES, WHICH IS IN ALIGNMENT WITH THE COMPREHENSIVE PLAN, AND THAT THE LAND TRADED TO THE CITY WAS GOING TO BE OF VALUE TO THE PARKS DEPARTMENT, AND LOGAN WILL SPEAK MORE ABOUT THAT IN A MOMENT.
I WOULD NOTE THAT THE PARK PLAN SHOWN HERE IS JUST STRICTLY CONCEPTUAL TO DEMONSTRATE THE IDEA OF WHAT KIND OF PARK FACILITIES COULD GO IN THE AREA. IT IS NOT THE CITY'S ACTUAL PLAN FOR A PARK AT THIS PROPERTY.
TURNING A LITTLE BIT TO THE PROJECT ITSELF, THE PROJECT CONSISTS OF A MIX OF SINGLE FAMILY HOMES NOTED HERE, AND I'M NOT SURE WHAT COLOR TO CALL THAT FROM MY VANTAGE POINT MUSTARD ORANGE YELLOW HERE, A MIX OF SINGLE FAMILY HOMES, OPEN SPACE TRACKS WHICH REALLY ARE A PART OF THE STREAM BUFFER IN THE AREA. COMMERCIAL USES DOWN HERE AT MIZE ROAD AND PRAIRIE STAR ON PROPERTY ALREADY TODAY Z ONED CP-1 AND A SMALL BLOCK OF WHAT IS WHAT THE DEVELOPER IS SEEKING IS PROPOSING AS TRIPLEXES HERE.
THE OVERALL DENSITY OF OF THE HOUSING PORTION OF THIS, INCLUDING THIS BLOCK OF TRIPLEXES, IS 2.7 UNITS PER ACRE, WELL WITHIN UNDER THE DENSITY OF THE COMPREHENSIVE PLAN.
THIS INCLUDES REZONING, PLATTING, AND DEVELOPMENT PLAN APPLICATIONS WITH PUBLIC NOTICE OF ALL SUCH APPLICATIONS AS EACH OF THOSE, HEAD TO THE PLANNING COMMISSION. AFTER TONIGHT, IF DIRECTED TO MOVE FORWARD, PARK STAFF AND THE DEVELOPER PLAN TO HOST A NEIGHBORHOOD MEETING TO INTRODUCE THE PROJECT AND THE PROPOSED SWAP AND SOLICIT FEEDBACK FROM SURROUNDING RESIDENTS.
SO AGAIN, THIS IS JUST A VERY BEGINNING OF THIS PROCESS AND IS REALLY JUST A MINISTERIAL TYPE OF TOPIC, EVEN THOUGH THE CITY STANDS TO GAIN PARKLAND IF THIS TRADE MOVES FORWARD.
STATE LAW VIEWS THIS ACTION AS DISPOSING OF THE EXISTING PARKLAND, AND SO THE CITY MUST UNDERTAKE A CERTAIN LEGAL PROCESS BEGINNING WITH NOTICE OF THIS ACTION, WHICH IS THE AGENDA ITEM BEFORE YOU TONIGHT.
I'LL NOW INVITE PARKS AND RECREATION DIRECTOR LOGAN WAGLER TO THE PODIUM TO MAKE A FEW MORE COMMENTS ABOUT STAFF'S CONSIDERATIONS REGARDING THIS PROPOSED TRADE OF PARKLAND. THANK YOU.
SCOTT. GOOD EVENING, MAYOR, CITY COUNCIL.
LOGAN WAGLER, PARKS AND RECREATION DIRECTOR.
YEAH. SO SCOTT ASKED ME TO COME AND JUST SHARE SOME COMMENTS, SOME VIEWPOINTS FROM KIND OF A PARKS RECREATION PERSPECTIVE AS WE GOT INVOLVED VERY EARLY IN SOME OF THESE CONVERSATIONS, REALLY DIRECTLY, JUST WITH STAFF ABOUT ADVANTAGES AND DISADVANTAGES OF THIS POTENTIAL SWAP.
FIRST, IN THIS FIRST SLIDE, I KIND OF SHOW YOU THE TRAIL NETWORK THAT WAS IDENTIFIED OUT FOR THIS PORTION OF THE CITY, WHICH SHOWS MAJOR CORRIDORS COMING THROUGH THIS PARTICULAR PIECE OF PROPERTY AND BEYOND, AND SO WHEN WE LOOKED AT THIS POTENTIAL SWAP, WE REALLY WANT TO MAKE SURE THAT WE COULD STILL CAPTURE THOSE TRAIL CORRIDORS AND CREATE A REALLY NICE SPACE THAT WOULD CONNECT THROUGH AND BEYOND THROUGH THE PROPERTY.
IT WAS SOMETHING WE DID LOOK AT WITH THE MASTER PLAN, OF COURSE, AND STUDIED VERY CLOSELY.
IT'S NOT OUR STUDY, BUT THAT WOULD BE THE NEXT STEP FOR US.
SHOULD WE WOULD MOVE FORWARD AND THIS LAND WOULD CHANGE OR STAY THE SAME IN THE FUTURE AS WELL.
BUT I WANT TO POINT OUT ON THIS PARTICULAR PAGE IT JUST TALKS ABOUT THIS PARK.
WHAT'S REALLY COOL ABOUT THE 60 IS SOME OF ITS REALLY NATURAL FEATURES.
THERE'S A LOT OF REALLY TOUGH TERRAIN WHICH CAN MAKE FOR A REALLY NICE TRAIL SYSTEM, BUT ALSO MAKE A LOT OF CHALLENGES FOR DEVELOPMENT OF PARK, AND SO WHEN WE LOOKED AT THIS POTENTIAL SWAP, WE REALLY SAW A LOT OF ADVANTAGES BECAUSE WE THINK WE'RE PICKING UP A LOT OF PROPERTY THAT'S A LOT FLATTER, A LOT EASIER TO DEVELOP AND PUT SOME AMENITIES AND RECREATIONAL OPPORTUNITIES ON VERSUS JUST, YOU KNOW, REALLY KIND OF, YOU KNOW, STREAM AWAY CORRIDORS, THOSE KIND OF THINGS, BUT THIS PARK IS ALWAYS AND WILL CONTINUE TO BE, YOU
[00:10:09]
KNOW, INTENDED TO BE A PASSIVE PARK, YOU KNOW, PROVIDING A LOT OF UNIQUE OPPORTUNITIES FOR OUTDOOR RECREATION AND KIND OF NATURE BASED STUFF.SO THAT'S KIND OF THE INTENT FROM THE MASTER PLAN.
AGAIN, THAT'S KIND OF WHAT WE LOOKED AT FROM A PARK'S PERSPECTIVE.
THEY SEE IT AS ADVANTAGEOUS AS WELL.
WE AS STAFF AGAIN FIND IT ADVANTAGEOUS AND WOULD RECOMMEND IT TONIGHT.
SO WITH THAT, I THINK SCOTT OR I ARE HAPPY TO STAND FOR ANY QUESTIONS.
THE ITEM FOR APPROVAL TONIGHT IS JUST TO PUBLISH THE NOTICE THAT THE PROCESS IS BEGINNING.
WE ARE NOT REVIEWING AN APPLICATION.
WE ARE NOT COMMENTING ON THE MAKEUP OF THE DEVELOPMENT.
ALL OF THE NORMAL PROCESS WILL TAKE PLACE AS FAR AS THE APPLICANT COMING FORWARD.
PLAN REVIEW, PLANNING COMMISSION, CITY COUNCIL AND OPPORTUNITIES FOR DIALOG ALONG THAT CHAIN.
ANY QUESTIONS ON THE ISSUING OF THE NOTICE? THANK YOU.
SECOND. OH, DID YOU HAVE A QUESTION? I'M SORRY. WELL, I GOT COMMENTS.
OKAY. YEAH. JOE WAS TOO QUICK FOR ME.
YEAH, I THINK THIS SWAP HAS A CHANCE TO BE VERY GOOD FOR THE RESIDENTS OF LENEXA, OUR THREE BIG COMMUNITY PARKS.
I THINK THIS HAS A CHANCE TO BE REALLY GOOD, ESPECIALLY WITH SCOTT'S COMMENT THAT WE AREN'T LOSING ANY FRONTAGE OF PRAIRIE STAR AND THAT LAND NORTH OF US.
LIKE YOU SAID, LOGAN OFFERS US A LOT MORE OPPORTUNITY FOR DIVERSE DEVELOPMENT. SO I THINK THIS REALLY HAS THE CHANCE TO BE A GOOD SWAP, ESPECIALLY WITH THE MAYOR'S COMMENTS THAT IT HAS TO GO COMPLETELY THROUGH THE REVIEW PROCESS.
WOULD YOU CONSIDER, SCOTT, WOULD YOU CONSIDER THIS A CONCEPT PLAN? OR EVEN NOT EVEN THAT, NOT EVEN THAT THIS HAS BEEN A KIND OF A WORKING VERSION OF WHAT WE'VE BEEN TRYING TO GET OUR VALUES OUTLINED WITH THE POTENTIAL SWAP, REALLY, IT'S GOT ROOM TO CHANGE, BE REVISED AND BE FLEXIBLE, BUT I THINK THIS IS PRETTY PRETTY MUCH WHAT THE DEVELOPER IS SEEKING, WHAT HE THINKS HE WANTS. TODAY.
WELL, I THINK THIS HAS A CHANCE TO BE REALLY GOOD.
MARK. THANK YOU. SCOTT OR LEGAL SIDE, WHAT IS THE EXACT PROCESS THAT WE HAVE TO GO THROUGH ON THIS FROM NOW TILL IT GETS APPROVED? WELCOME, MACKENZIE.
YEAH, I'M NOT HERE VERY OFTEN.
SO, WE WILL HAVE TO PUBLISH BY STATE LAW.
WE'LL HAVE TO PUBLISH THE NOTICE TWO SEPARATE TIMES.
THAT PROTEST PETITION WOULD REQUIRE 10% OF THE ELECTORATE IF A VALID PROTEST PETITION IS FILED, THEN THE ISSUE HAS TO BE PUT TO A GENERAL ELECTION QUESTION TO THE WHOLE CITY, AND SO ASSUMING THAT A PROTEST PETITION, YOU KNOW, IF ONE IS NOT FILED, THEN IT WILL GO THROUGH THE PLANNING PROCESS AS NORMAL.
SO IT COULD GO EITHER OF THOSE TWO WAYS, AND I WOULD JUST ADD TO THAT, MAYOR, WE WOULD HAVE A REAL ESTATE CONTRACT FOR THE SWAP THAT WOULD SET OUT ANY REQUIREMENTS ON THE DEVELOPER FOR IMPROVEMENTS TO THE LAND THAT WE'RE TAKING.
THERE'S A POND ON THE PROPERTY.
THANK YOU. ANYBODY ELSE? WE HAVE A MOTION AND A SECOND.
ROAD. ALL THOSE IN FAVOR? AYE. ALL THOSE OPPOSED?
[00:15:02]
RESOLUTION IS APPROVED. THANK YOU.[11. Resolution calling for a public hearing on August 20, 2024 to consider exceeding the revenue neutral property tax rate and a public hearing on August 20, 2024 to consider the fiscal year 2025 annual budget]
3RD, 2024 TO CONSIDER THE FISCAL YEAR 2025 ANNUAL BUDGET.SO NOW I'M UP HERE. WELCOME BACK.
AS THE MAYOR INDICATED, THIS ACTION IS THE APPROVAL OF A RESOLUTION CALLING FOR A PUBLIC HEARING TO CONSIDER EXCEEDING THE REVENUE NEUTRAL PROPERTY TAX RATE AND A SECOND PUBLIC HEARING ON THE PROPOSED FISCAL YEAR 25 BUDGET.
I'M GOING TO COME BACK TO THE DATE OF THE HEARINGS IN JUST A SECOND.
I WANT TO HIT A FEW OTHER DETAILS ABOUT WHAT THIS ACTION DOES AND DOES NOT DO TONIGHT.
THE ESTIMATED PROPERTY TAX RATE IN THE PROPOSED 25 BUDGET IS 26.97 MILLS.
THAT IS A HALF MILL REDUCTION FROM THE 24 TAX RATE.
IT'S OUR SEVENTH CONSECUTIVE MILL LEVY REDUCTION, BUT IT DOES EXCEED THE REVENUE NEUTRAL RATE OF 25.872 MILLS, WHICH IS WHY THERE IS A NEED TO CALL FOR A PUBLIC HEARING TO CONSIDER WHETHER TO EXCEED THAT RATE.
THE PROPOSED TOTAL BUDGET FOR 2025 IS $246.7 MILLION, WHICH INCLUDES 168.3 MILLION FOR EXPENSES AND 78.4 MILLION FOR ESTIMATED ENDING RESERVE BALANCES.
THE PUBLICATION OF THESE NOTICES DOES ESTABLISH THE MAXIMUM BUDGET AT THE $246.7 MILLION AND THE MAXIMUM PROPERTY TAX LEVY AT 26.97 MILLS, SO NEITHER OF THOSE AMOUNTS WILL INCREASE AFTER THIS RESOLUTION IS PASSED IN, THE PUBLICATION IS MADE COMING BACK TO THE DATE OF THE HEARINGS.
AS YOU KNOW, OUR PLAN THROUGHOUT THIS BUDGET PROCESS HAD BEEN TO HOLD OUR PUBLIC HEARING AND THE REVENUE NEUTRAL HEARING ON AUGUST 20TH, 2025 OR 2024, RATHER AT 7 P.M..
SO WE APPRECIATED HEARING FROM OUR RESIDENT TODAY ABOUT THAT CONFLICT, AND WE AGREE THAT IDEALLY, IT WOULD BE PREFERABLE NOT TO HAVE OUR HEARING AT THE SAME TIME AS JOHNSON COUNTY'S. IN THE EVENT THERE ARE RESIDENTS WHO WISH TO ATTEND BOTH OF THOSE MEETINGS.
SO WE ARE PROPOSING TO CHANGE THAT DATE FROM WHAT WE'VE HAD HAD BEEN DISCUSSING PREVIOUSLY, WHICH WAS AUGUST 22ND, TUESDAY, SEPTEMBER 3RD WHICH IS A COUPLE OF WEEKS LATER.
SO IF YOU ARE AWARE THAT YOU HAVE A CONFLICT THAT WILL PREVENT YOU FROM BEING AT THAT MEETING, AS WE SIT HERE TODAY, IT WOULD BE VERY HELPFUL IF WE COULD KNOW THAT, BECAUSE WE ALWAYS DO HAVE THE OPTION OF STAYING ON THE 20TH BUT IDEALLY WE THINK IT WOULD BE GOOD TO MOVE TO SEPTEMBER 3RD.
SO IS ANYBODY AWARE OF ANY PROBLEMS WITH BEING HERE ON TUESDAY, SEPTEMBER 3RD? OKAY. ANYONE ELSE? WE WOULD CERTAINLY HAVE QUORUM I THINK AT THAT POINT.
BECCY, DOES THAT THROW US OFF SCHEDULE? I MEAN, WE HAD CONVERSATION ABOUT AUGUST 20TH, RIGHT? SO THE 20TH IS ABSOLUTELY THE IDEAL DATE FOR US BECAUSE THAT GIVES US THE OPPORTUNITY TO, IF WE NEED TO DELAY OR CONTINUE A HEARING TO DO MORE STUDY ON SOME THINGS, WE'LL HAVE LESS OPPORTUNITY TO DO THAT THE FURTHER WE MOVE IT BACK, BUT WE DON'T HAVE TO CERTIFY OUR NUMBERS TO THE STATE OR TO THE COUNTY RATHER UNTIL SEPTEMBER 20TH.
SO THERE IS SOME LEEWAY IN THERE.
SO YEAH, WE'RE STILL OKAY FROM A TIMELINE PERSPECTIVE.
AUGUST 20TH WAS BETTER FOR US, BUT WE CAN MAKE THIS WORK FOR SURE.
THANK YOU. SO ONE KNOWN CONFLICT? OKAY, SOUNDS LIKE WE'RE ALL RIGHT.
OKAY. THERE MAY BE RESIDENTS WHO WANT TO SPEAK ON THIS MAYOR.
THAT'S UP TO YOU. OTHERWISE, WE WOULD JUST ASK FOR YOUR APPROVAL OF THE RESOLUTION.
I THINK, JUST AGAIN, THIS IS PROCEDURAL.
AT THAT TIME. WE WILL NOT HAVE A PUBLIC HEARING THIS EVENING.
[00:20:01]
RATE AND A PUBLIC HEARING ON SEPTEMBER 3RD, 2024, TO CONSIDER THE FISCAL YEAR 2025 ANNUAL BUDGET.SECOND BY MELANIE. ALL THOSE IN FAVOR? AYE. RESOLUTION IS APPROVED.
[COUNCILMEMBER REPORTS]
ANY COUNCILMEMBER REPORTS THIS EVENING? YES. MELANIE, PLEASE.YES. I JUST WANT TO REMIND EVERYONE OF AN EMAIL I SENT LAST WEEK ABOUT US DOING A COLLECTION DRIVE FOR SAFE HOME.
SINCE WE WILL BE TOURING THEIR PREMISES, I THINK IT WOULD BE A NICE GESTURE FROM US TO SHOW UP WITH SOME DONATIONS OF THEIR MOST HIGHLY NEEDED ITEMS. I SENT YOU ALL A LIST, AND WE HAVE AN OVERACHIEVER WHO ALREADY PRESENTED WITH SOME STUFF, SO THANK YOU, CHRIS, AND ONCE YOU HAVE THOSE ITEMS PLEASE LEAVE THEM IN THE GREEN ROOM.
I WANT TO TAKE THE OPPORTUNITY TO THANK THE CHIEF FOR THE INVITATION TO OBSERVE SOME TACTICAL TACTICAL TRAINING LAST FRIDAY.
SO THANK YOU. THANK YOU CHELSEA.
I JUST WANTED TO THANK LOGAN AND THE REST OF THE PARKS AND REC TEAM ON THE AQUATIC CENTER.
MY KIDS ARE IN TOWN, MY GRANDCHILD IS IN TOWN, AND I HAVE SPENT THE LAST TWO DAYS BACK TO BACK AT THE AQUATIC CENTER, AND I TRIED EVERYTHING, ALL OF IT AND I WOULD STRONGLY ENCOURAGE EVERYONE IN THE AUDIENCE TO GIVE IT A TRY.
I HAD A WONDERFUL TIME FOR THE TWO HOTTEST DAYS OF THE YEAR SO FAR.
YOU GUYS DID GREAT AND I WOULD HIGHLY ENCOURAGE EVERYONE TO VISIT.
IT'S AMAZING. SO THAT'S WHAT I WANTED TO SAY.
TO THAT END, WE STILL HAVE A COUPLE OF ENGAGEMENT OPPORTUNITIES ON AD ASTRA COMING UP THAT IF ANYONE WOULD LIKE TO CONTINUE TO WEIGH IN ON THE FEATURES AT THAT UPCOMING FACILITY STILL HAVE SOME OPPORTUNITIES OUT THERE AS WELL AS WE FINISH THE AQUATICS OF LENEXA.
[STAFF REPORTS]
