WE ARE JOINED THIS EVENING BY MICHAEL KELLY WITH BIKE WALK KC TO RECOGNIZE BIKE MONTH.

WHEREAS BIKE MONTH WAS ESTABLISHED AS A NATIONAL CELEBRATION IN 1956 AND IS SUPPORTED BY THE LEAGUE OF AMERICAN BICYCLISTS.

AND WHEREAS, MAY 5TH, 2024 IS NATIONAL RIDE A BIKE DAY AND MAY 8TH, 2024 IS NATIONAL BIKE TO SCHOOL DAY.

AND WHEREAS MAY IS ALSO THE TIME OF YEAR FOR PEOPLE TO CELEBRATE BIKE TO WORK WEEK MAY 13TH TO MAY 19TH, 2024, AS WELL AS BIKE TO WORK DAY ON MAY 17TH, 2024.

AND WHEREAS, BICYCLING OFFERS AN OPPORTUNITY TO INVEST IN MORE EQUITABLE ACCESS TO KEY RESOURCES, KEY RESOURCES FOR COMMUNITIES AND HOUSEHOLDS WITHOUT A CAR.

AND WHEREAS BICYCLING IS A FORM OF ACTIVE TRANSPORTATION WHICH CAN CONTRIBUTE TO MORE PHYSICAL ACTIVITY AND IMPROVED MENTAL HEALTH, AND WHEREAS INVESTING IN CONNECTED AND PROTECTED BIKE INFRASTRUCTURE AND RELATED FACILITIES CAN BE BENEFICIAL FOR LOCAL BUSINESSES, AND WHEREAS GREATER SUPPORT FOR BIKING POLICIES, PLANS AND PROJECTS WILL BE AN INTEGRAL PART OF ADDRESSING CLIMATE CHANGE.

NOW, THEREFORE, I, JULIE SAYERS, MAYOR OF LENEXA, DO DO HEREBY PROCLAIM MAY 2024, IN THE CITY OF LENEXA TO BE BIKE MONTH.

MIKE, ANYTHING YOU WANT TO ADD FOR US? MAYOR SAYERS MEMBERS OF THE CITY COUNCIL THANK YOU ALL VERY MUCH FOR THIS.

JUST WANT TO SAY THAT BIKING IS ABSOLUTELY IMPORTANT TO SO MANY PARTS OF WHAT MAKES OUR REGION A BETTER PLACE.

SO AS ALL OF YOU CONTINUE TO CELEBRATE BIKE MONTH, PLEASE CONSIDER RIDING A BIKE, BUT ALSO ASKING, YOU KNOW, WHAT CAN WE DO TO MAKE BIKING SAFER FOR OURSELVES, OUR COMMUNITIES AND OUR REGION? THANK YOU. EXCELLENT. THANK YOU.

WE'LL STEP OVER HERE FOR A PICTURE [APPLAUSE].

THANK YOU. UP NEXT WE HAVE NATIONAL CITIES, TOWNS AND VILLAGES MONTH, AND THIS WAS AT THE REQUEST OF THE NATIONAL LEAGUE OF CITIES.

WHEREAS THE NATIONAL LEAGUE OF CITIES WAS FOUNDED IN 1924, IN LAWRENCE, KANSAS, BY THE STATE MUNICIPAL LEAGUES SEEKING MORE COORDINATION AND NATIONAL REPRESENTATION AS CITIES, TOWNS AND VILLAGES EXPANDED RAPIDLY.

AND WHEREAS THE NLC REPRESENTS THE INTERESTS OF MORE THAN 19,000 CITIES, TOWNS AND VILLAGES ACROSS THE COUNTRY, AND WHEREAS NLC PARTNERS WITH 49 STATE MUNICIPAL LEAGUES TO STRENGTHEN LOCAL LEADERSHIP, DRIVE INNOVATION AND INFLUENCE FEDERAL POLICY.

AND WHEREAS, THE VOICE IN WASHINGTON, DC, NLC SUCCESSFULLY CHAMPIONED FEDERAL LEGISLATIVE SOLUTIONS THAT SUPPORT MUNICIPALITIES AND HAS WORKED CLOSELY WITH CONGRESS AND THE EXECUTIVE BRANCH TO EDUCATE POLICYMAKERS ON THE REALITIES OF LOCAL IMPLEMENTATION.

AND WHEREAS, LOCAL GOVERNMENTS PROVIDE 336 MILLION RESIDENTS WITH THE MOST ACCOUNTABLE, RESPONSIVE, INCLUSIVE, ETHICAL AND TRANSPARENT GOVERNMENT IN THE WORLD.

AND WHEREAS, LENEXA WAS FIRST INCORPORATED IN 1907 AND IS AND IS PROUDLY SERVED TODAY BY 9 ELECTED OFFICIALS AND A MUNICIPAL WORKFORCE OF 750 DEDICATED PUBLIC SERVANTS.

I THEREFORE, JULIE SAYERS, MAYOR OF LENEXA, KANSAS, IN CELEBRATION OF THE NATIONAL LEAGUE OF CITIES HISTORIC CENTENNIAL ANNIVERSARY, DO HEREBY PROCLAIM MAY 2024, IN THE CITY OF LENEXA TO BE NATIONAL CITIES, TOWNS AND VILLAGES MONTH.

WHEREAS THE OFFICE OF MUNICIPAL CLERK IS THE OLDEST AMONG PUBLIC SERVANTS, IS A TIME HONORED AND VITAL PART OF LOCAL GOVERNMENT THAT EXISTS THROUGHOUT THE WORLD.

AND WHEREAS OFFICE OF THE MUNICIPAL CLERK PROVIDES THE PROFESSIONAL LINK BETWEEN THE CITIZENS WITH LOCAL GOVERNING BODIES AND AGENCIES OF GOVERNMENT AT OTHER LEVELS, AND WHEREAS MUNICIPAL CLERKS HAVE PLEDGED TO BE EVER MINDFUL OF THEIR NEUTRALITY AND IMPARTIALITY, RENDERING EQUAL SERVICE TO ALL.

AND WHEREAS THE MUNICIPAL CLERK SERVES AS THE INFORMATION CENTER ON FUNCTIONS OF LOCAL GOVERNMENT AND COMMUNITY, AND WHEREAS MUNICIPAL CLERKS CONTINUALLY STRIVE TO IMPROVE THE ADMINISTRATION OF THE AFFAIRS OF THE OFFICE THROUGH PARTICIPATION IN CONTINUING EDUCATION PROGRAMS AND ANNUAL MEETING OF THEIR PROFESSIONAL ORGANIZATIONS.

AND WHEREAS IT IS APPROPRIATE TO RECOGNIZE THE ACCOMPLISHMENTS OF THE OFFICE OF THE MUNICIPAL CLERK.

SHE LIVES IN LENEXA, BUT SHE IS THE LAKE QUIVIRA CITY CLERK AND OVERLAND PARK'S CITY CLERK ELIZABETH KELLY ALSO LIVES IN LENEXA.

SO WE ARE BLESSED TO BE IN OUR POSITIONS AND TO SUPPORT THOSE OF YOU WHO ARE LEADING OUR CITIES.

AND FINALLY, WE HAVE TOM MILLER WITH LENEXA FIRE DIVISION CHIEF FOR EMS WEEK.

WHEREAS EMERGENCY MEDICAL SERVICES ARE A VITAL PUBLIC SERVICE PROVIDED BY THE LENEXA FIRE DEPARTMENT, AND WHEREAS, THE MEMBERS OF EMERGENCY MEDICAL SERVICES TEAMS ARE READY TO PROVIDE LIFE SAVING CARE TO THOSE IN NEED 24 HOURS A DAY, SEVEN DAYS A WEEK.

AND WHEREAS ACCESS TO QUALITY EMERGENCY CARE DRAMATICALLY IMPROVES THE SURVIVAL AND RECOVERY RATE OF THOSE WHO EXPERIENCE SUDDEN ILLNESS OR INJURY.

AND WHEREAS THE EMS SYSTEM CONSISTS OF EMERGENCY PHYSICIANS AND NURSES, EMERGENCY MEDICAL TECHNICIANS, PARAMEDICS, FIREFIGHTERS, EDUCATORS, ADMINISTRATIVE AND OTHERS.

AND WHEREAS, MEMBERS OF THE EMS TEAMS ENGAGE IN THOUSANDS OF HOURS OF SPECIALIZED TRAINING AND CONTINUING EDUCATION TO ENHANCE THEIR LIFE SAVING SKILLS.

AND WHEREAS IT IS APPROPRIATE TO RECOGNIZE THE VALUE OF THE ACCOMPLISHMENTS OF EMS PROVIDERS BY DESIGNATING EMERGENCY MEDICAL SERVICES WEEK WITH THE THEME HONORING OUR PAST AND FORGING OUR FUTURE AND RECOGNIZING THE 50TH ANNIVERSARY OF EMS WEEK.

NOW, THEREFORE, I, JULIE SAYERS, MAYOR OF LENEXA, DO HEREBY PROCLAIM THE WEEK OF MAY 19TH THROUGH 25TH, 2024, IN THE CITY OF LENEXA TO BE A MEDICAL EMERGENCY MEDICAL SERVICES WEEK.

THANK YOU, MADAM MAYOR, AND THE COUNCIL MEMBERS, FOR THE OPPORTUNITY TO BE HERE TO ACCEPT THE EMS PROCLAMATION FOR 2024.

AS YOU MENTIONED, THIS YEAR'S THEME FOCUSES ON BOTH THE PAST AND THE FUTURE OF EMS SERVICES.

IN PREVIOUS YEARS, I'VE STOOD BEFORE THE COUNCIL AND HAVE PROVIDED STATISTICAL INFORMATION TO THE GOVERNING BODY.

NUMBERS SUCH AS 7,222, WHICH REPRESENTS THE NUMBER OF INCIDENTS THAT WE RESPONDED TO LAST YEAR, NUMBERS LIKE 4,819, THE NUMBER OF MEDICAL RELATED CALLS THAT WE RAN IN 2023, AND NUMBERS LIKE 6, WHICH IS THE PERCENT INCREASE OF CALL VOLUME THAT WE CAN EXPECT ON AN ANNUAL BASIS.

HOWEVER, IN ORDER FOR LENEXA FIRE DEPARTMENT TO CONTINUE TO PROVIDE EXCEPTIONAL SERVICE, WE MUST TURN OUR FOCUS FROM THE PAST AND LOOK TOWARDS THE FUTURE.

I AM EXCITED TO REPORT TO YOU THAT WE ARE WORKING WITH THE NEW COUNTY MEDICAL DIRECTOR, DR.

BRIAN BEAVER. DR.

BEAVER BRINGS A WEALTH OF EXPERIENCE AND KNOWLEDGE, ALONG WITH ENERGY, TO CONTINUE MOVING OUR COUNTY TOWARDS DEVELOPING INNOVATIVE APPROACHES TO PRE-HOSPITAL EMERGENCY CARE.

I AM ALSO EXCITED TO SHARE THE GOAL OF OUR DEPARTMENT TO BE ABLE TO ADMINISTER LIFE SAVING MEDICATIONS, SUCH AS MIDAZOLAM, IN ORDER TO STOP LIFE THREATENING CONDITIONS SUCH AS SEIZURES.

THIS REQUIRES REGISTERING WITH THE DEA AND DEVELOPING POLICIES THAT CONFORM TO THE PROPER HANDLING AND THE ADMINISTRATION OF CONTROLLED SUBSTANCES.

NONE OF OUR SUCCESS WOULD BE POSSIBLE WITHOUT THE MEMBERS OF OUR ORGANIZATION.

THIS COMING WEEK IS FOR THEM TO IN APPRECIATION FOR WHAT THEY DO FOR OUR COMMUNITY.
