LET ME PULL UP OUR PRESENTATION AND MAKE THAT PODIUM ALSO GOES UP AND DOWN IF YOU'D LIKE TO LOWER IT JUST A TOUCH.

WELL, GOOD EVENING AND WELCOME, MAYOR.

MY NAME IS ERIKA GARCIA REYES AND I WORK FOR UNITED COMMUNITY SERVICES, WHICH IS A NONPROFIT ORGANIZATION THAT HAS BEEN SERVING JOHNSON COUNTY FOR MORE THAN 50 YEARS. THE HUMAN SERVICE FUND IS A CRITICAL CITY AND COUNTY PARTNERSHIP BETWEEN 14 CITIES, PLUS JOHNSON COUNTY GOVERNMENT PULL FUND OF GENERAL TAX DOLLARS INVESTED IN OUR HUMAN CAPITAL IN JOHNSON COUNTY THROUGH AN ANNUAL AND COMPETITIVE STRUCTURE GRANT PROCESS MANAGED BY UCS SINCE 1990.

THE DOLLARS ARE AWARDED TO NONPROFIT PROGRAMS THAT PROVIDE ESSENTIAL HEALTH AND HUMAN SERVICES, PRIMARILY TO RESIDENTS WHO LIVE WITH INCOME AT NEAR 200% FEDERAL POVERTY LEVEL.

THE GRANTEES ARE REQUIRED TO REPORT SEMIANNUALLY, AND TODAY, I'D LIKE TO SHARE A FEW RECOMMENDATIONS ON HOW THOSE FUNDS WILL BE ALLOCATED FOR 2024.

THERE ARE SO MANY BENEFITS TO HSF.

FIRST, THE COMMUNITY IS AN INCREASED WORKFORCE, PRODUCTIVE, ENGAGED MEMBERS WHO PAY TAXES AND ALSO PURCHASE GOODS AND BUILD RESILIENCE IN OUR COMMUNITY.

OUR LOCAL GOVERNMENT ALSO BENEFITS WITH INCREASED INVESTMENT IN RESIDENTS THAT REDUCES THE NEED FOR MORE COSTLY INTERVENTIONS AT PUBLIC EXPENSE, SUCH AS LAW ENFORCEMENT AND JUSTICE SYSTEM ENCOUNTERS AND HEALTH CARE.

THE FOCUS OF HSF IS INFORMED BY RESEARCH AND NEED IN JOHNSON COUNTY IN DIFFERENT AREAS, SUCH AS WORKFORCE SUPPORTS LIKE GAPS IN CHILD CARE AND EARLY CHILDHOOD DEVELOPMENT, JOB TRAINING, AS WELL AS EMERGENCY AID AND SHELTER, ADEQUATE HOUSING, CHILD AND ADULT ABUSE, CHILD WELFARE AND HEALTH CARE.

THERE ARE PROGRAMS IN EVERY CITY AND IN EVERY TOWNSHIP.

THE PROGRAMS PROVIDE OPPORTUNITIES FOR RESIDENTS TO BUILD SELF SUFFICIENCY AND WELL-BEING, INCLUDING PERSONAL SAFETY, THE IMPACT AND BENEFIT.

WE REPORT ON 2022, WHICH IS THE LAST CLOSED GRANT CYCLE, AND IT INCLUDED AN IMPACT OF NEARLY 23,000 MEDICAL AND DENTAL APPOINTMENTS AND SCREENINGS, AS WELL AS OVER 45,000 MEALS AND FOOD PANTRIES, MORE THAN 12,000 NIGHTS OF SAFE SHELTER AND EMERGENCY RENTAL ASSISTANCE AT ORGANIZATIONS LIKE HILLCREST AND SALVATION ARMY FAMILY LODGE, WHICH HAVE OUTCOMES OF 90% OF FAMILIES EXPERIENCING HOMELESSNESS WHO RECEIVE SUPPORT FROM THEM.

NEVER TOUCH THE HOMELESS SYSTEM AGAIN.

THERE'S ALSO EMPLOYMENT TRAINING SUPPORTS LIKE GROWING FUTURES EARLY EDUCATION CENTER, WHICH PROVIDES BEFORE AND AFTER CARE FOR LOW AND EXTREMELY LOW INCOME FAMILIES WHO ARE WORKING FULL TIME OR GOING TO SCHOOL FULL TIME, PROVIDING NOT ONLY QUALITY EDUCATION FOR STUDENTS, BUT ALSO ENSURING THAT OUR WORKFORCE CAN CONTINUE TO WORK TO PUT THIS IN PERSPECTIVE, I'D LIKE TO SHARE A QUICK STORY.

A SINGLE MOTHER IS CURRENTLY RAISING A LARGE FAMILY.

HER YOUNGEST CHILD ATTENDS GROWING FEATURES WRAP AROUND CARE PROGRAM.

THE MOTHER WORKS FULL TIME TO SUPPORT THE ENTIRE FAMILY ON HER OWN.

SHE DOES NOT QUALIFY TO RECEIVE CHILD CARE SUBSIDY FROM THE KANSAS DEPARTMENT OF CHILDREN AND FAMILIES.

WE KNOW DCF.

SHE'S ALWAYS ON TIME WITH PICKUP AND DROP OFF AT GROWING FEATURES, COMES TO ALL THE CONFERENCES AND EVENTS, AND HER CHILD HAS EXCELLENT ATTENDANCE BECAUSE SHE DOES NOT QUALIFY FOR DCF, THE CHILD CARE SUBSIDY, SHE MUST PAY THE FULL FEES OUT OF POCKET AND SOMETIMES THIS IS CHALLENGING.

SHE HAS HAD A COUPLE OF MONTHS WHEN SHE HAS NEEDED SOME ADDITIONAL FINANCIAL ASSISTANCE IN ORDER TO COMPLETE HER FEE PAYMENT.

THE SCHOLARSHIP FROM THIS FUND, WHICH IS GRANTED TO GROWING FUTURES DIRECTLY, HAS BEEN A TREMENDOUS AID FOR THIS MOTHER AND HER CHILD AND ALLOWED THEM TO CONTINUE TO REMAIN ENROLLED IN THE PROGRAM.

WE ALSO WANT TO THANK YOU FOR CONTINUING YOUR COMMITMENTS SINCE 1990, AND THIS YEAR, THE CITY OF LENEXA HAS COMMITTED TO INCREASING THEIR CONTRIBUTION TO 23,500 AND TOGETHER, THE POOL FUNDS WITH OTHER 14 JURISDICTIONS TOTAL 434, 690 IS AVAILABLE TO ALLOCATE TO ORGANIZATIONS SERVING THE MOST VULNERABLE POPULATION IN OUR COUNTY.

OUR COMMENDATION FOR 2024.

WE'VE RECEIVED 22 APPLICATIONS, AND WHILE WE SAW THAT THERE WAS A SLIGHT INCREASE OF OVER $20,000 FROM LAST YEAR COMPARED TO THIS YEAR IN AVAILABLE FUNDS, WE ALSO SAW THE INCREASE OF REQUESTS OF APPLICATIONS BY OVER $100,000.

THIS YEAR WITH THE CURRENT FUNDING, WE ARE RECOMMENDING THAT 22 OF THE GRANTEES THAT APPLIED DO RECEIVE THE FUNDS.

THIS INCLUDES THREE SMALL GRANTEES AND 19 REGULAR GRANTEES.

THE SMALL GRANT TOTALS $12,900 RECOMMENDED FOR THREE PROGRAMS THAT PROVIDE SUPPORT IN TRANSPORTATION, MENTAL AND BEHAVIORAL HEALTH CARE, AND STABILIZATION SUPPORTS, INCLUDING A NEW APPLICANT, STARFISH.

AND AS FAR AS THE REGULAR HUMAN SERVICE FUND GRANTEES, WE ARE RECOMMENDING THAT 19 OF THOSE PROCEED TO RECEIVE FUNDING FOR A TOTAL OF $421,790.

ONE NEW APPLICANT IN THIS CATEGORY IS CENTER FOR GRACE CENTER OF GRACE.

SORRY. AND THEY ACTUALLY PROVIDE SUPPORT AND CHILDCARE SUPPORT TO PARENTS THAT ARE ATTENDING THE ELL PROGRAM.

TWO SMALL GRANTEES ARE ALSO MOVING INTO THE HSF GRANT POOL, SINCE THEY HAVE ESTABLISHED GOOD DATA COLLECTION OUTCOMES AND INCREASE THEIR OWN BUDGETS.

THOSE ARE HOPE BUILDERS AND PATHWAY TO HOPE.

THERE ARE 16 RETURNING GRANTEES.

TEN OF THOSE ORGANIZATIONS ARE ESTABLISHED GRANTEES.

AND SO WE'RE RECOMMENDING THAT THEY RECEIVE TWO YEAR GRANTS TO REDUCE THE ADMINISTRATIVE BURDEN.

SO THE SAFETY NET LOOKS LIKE THIS.

SEVERAL PIE CHARTS AND THE PORTFOLIO FOR HSF IS BASICALLY BUCKETED IN THREE PORTIONS.

THE WORK SUPPORTS THE HEALTH SUPPORTS AND THE BASIC NEEDS.

AND SO WITH THAT, WE BELIEVE THAT THOSE 22 APPLICANTS ARE GOING TO HELP ENSURE THAT WE CAN CONTINUE TO MAKE A GREAT IMPACT IN JOHNSON COUNTY FOR 2024.

YES. SO IT WAS PREVIOUSLY KNOWN AS THE ALCOHOL TAX FUND.

SO ATF THIS YEAR WE'RE CALLING IT THE SUBSTANCE USE CONTINUUM OF CARE FUND BECAUSE IT ALSO INCLUDES NOW THE OPIOID SETTLEMENT FUND.

SO ATF PLUS OSF IS SUF.

I HAD TO FIGURE THAT OUT MYSELF.

SO ALCOHOL TAX FUND STATE EXCISE TAX ON LIQUOR SOLD BY THE DRINK.

THE STATE STATUTE REQUIRES THAT A PORTION TO BE RETURNED TO THE JURISDICTION WHERE IT WAS GENERATED, AND THEN THE PERCENTAGE MUST THEN BE USED FOR PROGRAMS WHOSE PRINCIPAL PURPOSE IS ALCOHOLISM AND DRUG ABUSE, EDUCATION, PREVENTION, INTERVENTION, OR TREATMENT.

THE OPIOID SETTLEMENT FUNDS, WHICH ARE NEW THIS YEAR, THEY'RE A SPECIAL PURPOSE SPECIAL REVENUE FUNDS DISTRIBUTED BY THE KANSAS ATTORNEY GENERAL'S OFFICE TO MUNICIPALITIES THAT JOIN THE STATEWIDE OPIOID SETTLEMENT AGREEMENT.

THE STATUTE, KANSAS FIGHTS ADDICTION ACT, PROVIDES THAT THE STATE RETAINS 75% OF OSF TO DISTRIBUTE THROUGH GRANTS SO THAT MONEY'S STILL BEING DISTRIBUTED, AND THEN 25% IS THEN DISTRIBUTED TO MUNICIPALITIES PER CAPITA, AND LENEXA, ALONG WITH SIX OTHER LOCAL JURISDICTIONS, HAVE DECIDED TO ALLOCATE A PORTION OF THEIR OPIOID SETTLEMENT FUNDS THROUGH THE PROCESS.

SO THE DRUG AND ALCOHOLISM COUNCIL IS ACTUALLY WHERE IS THE BODY THAT REVIEWS ALL THE APPLICATIONS, INTERVIEW APPLICANTS, AND THEN MAKES FINAL RECOMMENDATIONS ON HOW TO ALLOCATE THE FUNDING.

THE DAC HAS BEEN SUPPORTED BY UCS SINCE 1980, AND IT CONSISTS OF 22 MEMBERS WITH DIFFERENT LEVELS OF EXPERTISE, FROM LOCAL JURISDICTIONS TO SCHOOL DISTRICT REPRESENTATIVES, AS WELL AS MEDICAL PROFESSIONALS, LAW ENFORCEMENT AND OTHER COMMUNITY VOLUNTEERS.

EACH JURISDICTION HAS A REPRESENTATIVE ON THE DAC.

TOGETHER, THE OSF FUNDS AVAILABLE TO ALLOCATE FROM THE SIX JURISDICTIONS PLUS JOHNSON COUNTY GOVERNMENT EQUAL $450,000 THIS YEAR. AND TOGETHER, OSF AND ATF TOTAL A $2.943 MILLION, OF WHICH 2.75 MILLION WAS AVAILABLE FOR ALLOCATION THIS YEAR, AND THIS IS AN INCREASE OF $70,000 TO THE FUND AS COMPARED TO LAST YEAR.

SO THIS PROVIDED AN EXCITING OPPORTUNITY TO ENSURE THAT EVERYONE WAS ABLE TO RECEIVE ADDITIONAL FUNDS.

SO THE IMPACT SINCE 2022 OVER 42,000 RESIDENTS HAVE BENEFITED DIRECTLY FROM ATF SUPPORTED PROGRAMS AND SERVICES.

THE SUBSTANCE USE HAS ALSO REDUCED IN THE PAST FIVE YEARS AMONG STUDENTS OF ALL AGES, AND WE'RE PROUD TO KNOW THAT JOHNSON COUNTY IS RANKED NUMBER ONE IN HEALTH RANKINGS IN THE STATE OF KANSAS.

AND JUST TO GIVE YOU ANOTHER QUICK STORY, B IS WHAT WE'RE USING.

16 YEAR OLD JOHNSON COUNTY MALE WAS REFERRED TO OUTPATIENT TREATMENT FOR EXTENSIVE SUBSTANCE USE TRIGGER BY SCHOOL.

AFTER THREE WEEKS IN TREATMENT AND RAPID ESCALATION OF HIS SUBSTANCE USE B INTO RESIDENTIAL CARE AT JOHNSON COUNTY MENTAL HEALTH ADOLESCENT CENTER, TREATMENT, B RECEIVE INDIVIDUAL, GROUP AND FAMILY THERAPY, WHERE HIS THERAPISTS HELP HIM IDENTIFY AND LEARN TO MANAGE TRIGGERS FOR SUBSTANCE USE AND HOW TO TAP INTO HIS SUPPORT SYSTEM.

TOGETHER, THEY DEVELOPED A DETAILED RECOVERY PLAN, AND AFTER ONE MONTH AT THE ADOLESCENT CENTER, TREATMENT B ENTERED OUTPATIENT TREATMENT AND WAS DISCHARGED AFTER 120 DAYS OF SOBRIETY AT ONE YEAR.

SOBRIETY B'S MOM REACHED OUT IN GRATITUDE TO THE STAFF FROM BOTH ORGANIZATIONS, AND REPORTED THAT B IS EXCELLING IN SCHOOL, PARTICIPATING IN CROSS COUNTRY AND SWIM, AND HAS A PART TIME JOB AND PLANS TO ENTER THE MARINES AFTER GRADUATION.

SO FOR 2024, ATF AND OSF, YOU HAVE ACCESS TO THE FULL REPORT.

SO I'LL JUST GIVE BRIEF HIGHLIGHTS.

BUT THE REQUEST FOR FUNDING WAS OVER $4.9 MILLION.

I THINK THAT AGENCIES GOT EXCITED TO KNOW THAT THERE WAS AN ADDITIONAL POOL OF FUNDS, AND WE'RE VERY EXCITED TO ASK FOR WHAT THEY FELT WAS NEEDED. LORRAINE'S HOUSE IS PROVIDING RECOVERY HOUSING FOR WOMEN, WHICH THERE'S A SIGNIFICANT SHORTAGE OF IN JOHNSON COUNTY.

VALLEY HOPE IS AN ADDITIONAL TREATMENT CENTER THAT JOHNSON COUNTY RESIDENTS CAN NOW ACCESS FOR SUBSTANCE USE DISORDER TREATMENT.

THE 10TH DISTRICT ADULT DRUG TREATMENT COURT IS BRAND NEW AND INFORMED BY BEST PRACTICES.

IT'S VERY EXCITING TO SEE THIS OPPORTUNITY TO SUPPORT THE PROGRAM AND ENSURE THAT PEOPLE ARE BREAKING THE CYCLE OF ADDICTION AND REOFFENDING AND NCIRCLE, WHICH WORKS WITH THE DEPARTMENT OF CORRECTIONS INPATIENT RESIDENTIAL SUBSTANCE USE DISORDER TREATMENT PROGRAM WILL BE PROVIDING FREE WORKFORCE TRAINING AND CREDENTIALING, HELPING FOLKS MAINTAIN JOBS AND RESULTING IN LONG TERM STABILITY AND REDUCING RELAPSE.

12 AGENCIES ARE GETTING OSF DOLLARS AND 24 ARE GETTING ATF DOLLARS.

AND SO FOR THIS YEAR, WE BELIEVE THAT FUNDING FOR NEW APPLICANTS TO SUPPORT RECOVERY HOUSING AND ADDITIONAL TREATMENT INCREASES DIRECTED TO ADDITIONAL SUPPORTS IN PREVENTION AND TREATMENT IN SCHOOLS A KEY PLACE TO SEE SIGNIFICANT BENEFITS FOR RELATIVELY SMALL FUNDINGS.

THERE ARE SO MANY AGENCIES DOING GREAT WORK AND THEY DID C LEVEL FUNDING BECAUSE THERE WAS JUST NOT ENOUGH FUNDS.

THE GOAL OF OSF IS TWOFOLD.

FIRST, TO ENGAGE IN ADDITIONAL EFFECTIVE PREVENTION AND LIFE SAVING TREATMENT, SUCH AS NALOXONE, AND TO SUPPORT A STABILIZATION AND RECOVERY THROUGH MEDICATION ASSISTED TREATMENT, TRANSITIONING TO RECOVERY, HOUSING AND WORKFORCE AND REINTEGRATION SUPPORTS LIKE PEER RECOVERY.

THERE'S A SPECIFIC PROGRAM THAT I WANTED TO HIGHLIGHT.

BOYS AND GIRLS CLUB HAS THEIR PROGRAM POSITIVE ACTION, WHICH IS FOCUSING ON PROMOTING POSITIVE BEHAVIORS, CHARACTER DEVELOPMENT, ACADEMIC AND LIFE SKILLS SUPPORT.

THERE ARE SO MANY ORGANIZATIONS DOING GREAT WORK, AND ALSO GOVERNMENT PROGRAMS AND SCHOOL DISTRICTS ALL WORKING TOGETHER.

AND BECAUSE THEY ARE PART OF THIS CONTINUUM OF CARE, THEY MEET ON A QUARTERLY BASIS AND ENSURE THAT THEY CAN CONTINUE TO PROVIDE RECOMMENDATIONS ON HOW TO CONTINUE TO SUPPORT DIFFERENT INDIVIDUALS, TO ENSURE THAT THEY EITHER ENTER INTO RECOVERY, GET A JOB, AND CONTINUE TO STAY STABLE. QUESTIONS.

IT WAS A COMMUNITY ENGAGEMENT PROCESS TO JUST STUDY OLD TOWN AND LOOK FOR OPPORTUNITIES TO IMPROVE THAT AREA, TO DRAW MORE VISITORS AND JUST DRESS IT UP.

A VARIETY OF REALLY GOOD INITIATIVES CAME OUT OF THAT THE WAYSIDE HORNS, FOR EXAMPLE, CAME OUT AND QUIETED THE WHOLE AREA DOWN.

BUT ANOTHER RECOMMENDATION THAT CAME OUT OF THAT WAS TO KIND OF REIMAGINE THIS CORNER OF THE COMMUNITY CENTER, SENIOR CENTER CAMPUS, AND THAT INCLUDED THE SENIOR CENTER ACTUALLY NOT BEING THERE.

AND THAT KIND OF CAUGHT US OFF GUARD.

GREAT IDEA. IT LOOKS GREAT.

IT WOULD KIND OF CREATE THIS FRONT YARD OR OUTDOOR SPACE FOR OLD TOWN.

BUT WHAT DO WE DO WITH THE SENIOR CENTER? SO WE DECIDED TO TAKE THAT A STEP FURTHER.

STAFF WE THREW A FEW DOLLARS AT IT, GRABBED A CONSULTANT AND DID SORT OF A QUICK STUDY CALLED THE COMMUNITY CENTER SENIOR CENTER STUDY.

AND THAT TOOK PLACE IN ABOUT 2017, 2018.

YOU KNOW, ESSENTIALLY THAT REALLY LOOKED AT THE OPERATIONAL CONSOLIDATION OF THE SENIOR SERVICES OVER AT THE COMMUNITY CENTER.

WHAT NEW SPACE OR HOW WOULD WE ACCOMMODATE ALL THESE PROGRAMS AND USES WITHIN THOSE SPACES, AND THEN HOW WOULD WE? AND WE ALSO TOOK A CONCEPTUAL LOOK AT HOW THAT OUTDOOR SPACE REALLY LOOK, IF THAT WERE TO GO AWAY.

GREAT NEWS WITH THAT.

THE STUDY WENT QUICK.

IT WAS WELL RECEIVED, SO WELL RECEIVED BY THE GOVERNING BODY AT THAT TIME.

THEY SAID, LET'S FUND THIS AS A PROJECT AND GET THIS GOING.

AND THAT WAS LATE 2018.

SO WE HAD MONEY SET ASIDE TO START IN 2020.

AS YOU CAN IMAGINE, THE PANDEMIC HIT AND WE JUST KIND OF HIT THE PAUSE ON THAT AS A PROJECT FOR ABOUT TWO YEARS.

WE WENT AND PICKED IT BACK UP IN 2022.

WE REALIZED A LOT HAD CHANGED, AND SPECIFICALLY INFLATION AND SOME OF THE CONSTRUCTION COSTS, THOSE KIND OF THINGS.

SO WHAT WE DID IS WE SORT OF TOOK THIS KIND OF DIFFERENT APPROACH IS WE ENGAGED A DESIGN PARTNER.

WE ALSO ENGAGED A CONSTRUCTION PARTNER, GOT THEM ON BOARD THROUGH A PROCESS, AND REALLY DID THIS WHOLE IDEA OF PRECONSTRUCTION PROGRAMING AND SCHEMATIC DESIGN.

SO WE TOOK SOME EARLY DESIGN CONCEPTS AND REALLY TRIED TO ASSIGN REAL COSTS TO THOSE IN THIS TODAY'S MARKET, WHICH IS EXTREMELY TOUGH.

BUT WE DID THAT.

WE PRESENTED A BUNCH OF CONCEPTS AND IDEAS TO THE CITY COUNCIL ACTUALLY ONE YEAR AGO LAST DECEMBER.

THAT'S THE WORKSHOP THAT'S IDENTIFIED THERE.

LAST YEAR. WE TALKED TO THEM AT LENGTH ABOUT WHAT INFLATION LOOKED LIKE, WHAT THOSE REAL COSTS WOULD BE.

WE ALSO TALKED ABOUT SOME ADDITIONAL SCOPE ITEMS THAT WE THOUGHT WOULD BE IMPORTANT TO INCLUDE IN THE PROJECT.

THE CITY COUNCIL BOUGHT IN.

WE GOT SOME REALLY GOOD DIRECTION AT THAT TIME.

SINCE THEN, SINCE OVER THE LAST YEAR, WE'VE BEEN WORKING THROUGH DESIGN, DEVELOPMENT AND COST ESTIMATION.

THE TEAM HAS DONE A WONDERFUL JOB, REALLY HAPPY WITH WHERE WE'VE GONE AND WHAT WE'RE PRESENTING TO YOU TONIGHT.

AND THAT LED US TO IN AUGUST, WE ACTUALLY DID THREE THINGS.

WE DID A CIP BUDGET AMENDMENT, SO WE INCREASED THE BUDGET FOR THE PROJECT TO PICK UP THOSE ADDITIONAL ITEMS WE SPOKE ABOUT AT THE GOVERNING BODY WORKSHOP AND INFLATION, THOSE KIND OF THINGS.

AND I'LL TALK A LITTLE BIT MORE ABOUT THAT.

WE APPROVED THE CMAR AGREEMENT WITH TURNER CONSTRUCTION AND WE APPROVED WHAT'S CALLED GMP NUMBER ONE.

WE ALSO DECIDED TO ADD AN ADDITIONAL, BASICALLY A RECREATIONAL ROOM THAT'S USED FOR YOUTH PROGRAMING AND FLEXIBLE SPACE JUST FOR RENTALS AND OTHER USES.

WE THOUGHT THAT WAS A GREAT PROGRAM ADDITION, AND THEN SOMETHING THAT WAS REALLY IMPORTANT TO COUNCIL AT THE TIME WAS TO REALLY DO SOMETHING NICE WITH THE CANOPY AND

PROVIDE A NICE COVER FOR PEOPLE BOTH COMING IN AND OUT OF THE BUILDING, BUT ALSO OUTDOOR BY THE PICKLEBALL COURT.

WE ALSO AT THAT TIME IN AUGUST APPROVED THE CMAR AGREEMENT.

AND JUST WITH THE ECONOMY AND INFLATION AND ALL THE UNKNOWNS, WE THOUGHT IT WAS GREAT TO ENGAGE A CONSTRUCTION PARTNER EARLY.

SO WE BRING THEM INTO THE PROCESS DURING THE DESIGN PHASE AND ALLOW THEM TO HAVE INVOLVEMENT, ENGAGEMENT, HELP US GET REAL TIME PRICING, AND AGAIN, HELP US REALLY FLUSH OUT THAT SCHEDULE SO WE MINIMIZE THE IMPACT ON THE END USER, BECAUSE THESE SPACES ARE CONTINUING TO BE USED THROUGHOUT THE CONSTRUCTION PROCESS.

SO IT'S BEEN GREAT.

AND THEN THE RENOVATIONS AT SAR-KO-PAR TRAILS PARK AQUATIC CENTER IS ALSO USING CMAR.

SO WE'VE HAD GREAT LUCK WITH THAT APPROACH.

GMP NUMBER ONE, THAT WAS APPROVED IN AUGUST REAL QUICKLY.

THAT WAS ONLY $95,000 OF THE PROJECT, BUT IT WAS VERY IMPORTANT TO GET SOME LONG LEAD ITEMS ORDERED AND SO THEY CAN BE DELIVERED ON TIME AND NOT FOUL UP OUR CONSTRUCTION SCHEDULE ONCE WE GET GOING ON THE RENOVATION.

AND THEN OUR ARCHITECTS HAVE BEEN INVOLVED, BUT WE KIND OF WENT THROUGH A DECISION PROCESS.

AND I LOOK AT THIS AS THREE PHASES.

THE FIRST PHASE WAS KIND OF IDENTIFY WHAT WE WANTED TO DO.

WE IDENTIFIED WE WANT TO DO A MURAL.

THE IDEA THAT WE WOULD POOL MANY OF THE COLORS, THE TEXTURES, THE FORMS FROM OLD TOWN AND THEN LOOK FOR WAYS OF ALSO BRINGING IN WHAT'S HERE IN CIVIC CENTER AS PART OF THAT AS WELL, SO THAT THE PROJECT COULD BE SEEN ALMOST AS A MELDING OF THOSE TWO ELEMENTS, AND THAT IT WOULD BECOME A MECHANISM NOT ONLY TO WEAVE TOGETHER OLD TOWN, BUT TO CREATE CONNECTIONS WITHIN THE COMMUNITY AS A WHOLE.

THE IMAGE THAT YOU SEE HERE ILLUSTRATES THE NEW ENTRY OFF OF PLUM STREET, AND THERE ARE A FEW KEY THINGS TO LOOK AT INSIDE OF IT.

AND AS WE THINK ABOUT CONNECTING PEOPLE TOGETHER, IT'S ALSO CONNECTING TO THE ACTIVITIES INSIDE OF THE BUILDING.

AND SO, WE'VE OPENED UP THE ENTRY SO THAT IT'S MORE VISIBLE TO WHAT'S HAPPENING OUTSIDE.

AND THEN TO THE RIGHT YOU CAN SEE THE MULTI-USE SPACE THAT SITS ON THE SOUTH SIDE.

IT'S ALSO A VERY OPEN COMPONENT, AND IT'S ALSO AN AREA THAT WILL ALLOW YOU TO SEE INTO IT AND SEE ACTIVITY AS PART OF THE BUILDING, WHICH IS A WHICH IS A BIG SHIFT IN TERMS OF HOW THE BUILDING CURRENTLY OPERATES.

IT DOESN'T HAVE A LOT OF WINDOWS IN IT, AND IT FEELS VERY SORT OF INTROVERTED AS A BUILDING.

WE'RE TRYING TO MAKE IT A LITTLE BIT MORE EXTROVERTED AS PART OF THE DESIGN PROCESS.

AND THEN THIS IS A VIEW FROM THE HASKINS STREET.

WHAT'S ALSO THE PREDOMINANT PROGRAMMATIC COMPONENT THAT WILL SIT IN HERE IS THE SENIOR CENTER, AGAIN, PICKING UP ON THOSE THEMES AS WELL.

YOU CAN SEE THE CANOPY COMING OUT OF THE BUILDING AND REACHING OUT TO THE EAST.

AND THEN THE IDEA THAT WE'RE STARTING TO CREATE SOME VISUAL CONNECTIVITY BETWEEN THE LOBBY OF THE SENIOR CENTER, HASKINS ENTRY AREA TO THE EXTERIOR, JUST WE'RE STANDING ROUGHLY IN THIS VIEW WHERE THE COMMUNITY GARDENS ARE.

SO AGAIN, TRYING TO CREATE THIS SORT OF VISUAL CONNECTION BETWEEN THE SENIOR CENTER COMPONENT TO IT AND THE COMMUNITY GARDENS TO THE SOUTH.

AND THEN THIS IS A VIEW FROM ESSENTIALLY FROM PLUM AND SANTA FE.

SO THIS IS REALLY WHAT THE REVISION TO THE BUILDING WILL LOOK LIKE FROM OLD TOWN.

THE SIGNIFICANT THINGS TO NOTICE HERE IS THAT WE ARE REPLACING THE EXISTING METAL PANELS WITH NEW INSULATED METAL PANELS.

THOSE SHOULD HAVE A SIGNIFICANT UPGRADE IN TERMS OF HOW THE BUILDING PERFORMS FROM AN HVAC AND AN ENERGY CONSUMPTION STANDPOINT, AND WE'RE ALSO CREATING NEW COLOR FOR THE BASE OF THE BUILDING AS WELL.

SO, WE'RE REALLY TRYING TO GIVE IT A COMPLETE FACELIFT.

HOWEVER, THE TEXTURE AND THE COLOR AND THE VARIABILITY THERE DOES A LOT TO REALLY GIVE IT AN UPDATE IN TERMS OF HOW IT BOTH LOOKS AND HOW IT WILL FUNCTION AND PERFORM IN THE FUTURE. THIS IS A VIEW LOOKING AT THE SHADE CANOPY THAT THAT WILL BE PLACED ON THE WESTERN FACE OF THE BUILDING, AND THIS IS REALLY THE THRESHOLD POINT BETWEEN WHAT HAPPENS INSIDE THE GYMNASIUM SPACE AND THE PICKLEBALL COURTS AND THE ATHLETIC SPACES THAT MATT HAD TALKED ABOUT.

ONE OF THE KEY THINGS THAT YOU CAN SEE IN THIS VIEW AS WELL IS THE NEW WINDOWS.

SO, BEFORE THIS IS JUST BASICALLY A BROWN CMU CONCRETE MASONRY UNIT WALL THAT YOU CAN'T REALLY PEER INTO.

AND THEN ONE OF THE PREDOMINANT THINGS THAT'S CHANGED ON THE BUILDING RIGHT NOW, THAT IF YOU'VE BEEN IN THERE AT ALL, YOU CAN KNOW THAT AS YOU MOVE FROM THE EXISTING CONFERENCE ROOMS ON THE EASTERN SIDE TO THE MAIN ENTRY POINT, IT'S KIND OF A MAZE OF CIRCULATION.

YOU GO THROUGH A RAMP AND MAYBE SOME STAIRS AND SOME GUARDRAILS, AND IT'S PRETTY CHOPPED UP.

AND WE WERE REALLY LOOKING FOR A WAY OF THINKING ABOUT HOW THIS CAN FEEL AS INCLUSIVE AS POSSIBLE, SO THAT FOLKS THAT MAY HAVE STRUGGLE WITH SEEING WELL OR MOBILITY CAN MUCH MORE EASILY MOVE THROUGHOUT THE BUILDING.

AND SO, WE'RE CREATING A NEW RAMP THAT'S IN ALIGNMENT WITH THE EXISTING CORRIDOR, REALLY TRYING TO CREATE THIS SENSE OF CONNECTIVITY AND MAKE THAT CONNECTIVITY WELCOMING AS WELL.

SO, IT DOESN'T APPEAR A BARRIER ANYMORE, THAT IT'S A FREE-FLOWING CIRCULATION.

AND THEN WE'RE ALIGNING THAT CIRCULATION WITH THE CANOPIES THAT WE HAD TALKED ABOUT IN THE EARLIER SCHEMES.

THIS IS THAT SOUTH MULTI-USE SPACE THAT WE HAD TALKED ABOUT AND EMPHASIS ON MULTI-USE.

THE IDEA HERE BEING THAT IT CAN BE UTILIZED FOR CHILDREN'S DAYCARE FOR YOUTH IN SORT OF IN-BETWEEN, AFTER SCHOOL OR DURING SUMMER PROGRAMS. IT CAN BE USED FOR ART PROGRAMS, BUT IT CAN ALSO BE USED AS A MULTI-USE MULTIFUNCTION MEETING SPACE AS WELL.
