WHEREAS DOMESTIC VIOLENCE IS A WIDESPREAD PREVENTABLE PUBLIC HEALTH PROBLEM IMPACTING ALL COMMUNITIES REGARDLESS OF AGE, RACE, ABILITY, IDENTITY OR SOCIOECONOMIC STATUS AND WHEREAS DOMESTIC VIOLENCE AWARENESS MONTH PROVIDES AN OPPORTUNITY FOR CITIZENS TO LEARN ABOUT WARNING SIGNS, PREVENTION AND RESOURCES AVAILABLE FOR THOSE EXPERIENCED IN DOMESTIC VIOLENCE AND TO SHOW SUPPORT FOR THE ORGANIZATIONS AND INDIVIDUALS WHO PROVIDE CRITICAL ADVOCACY SERVICES AND ASSISTANCE TO VICTIMS. AND WHEREAS ON A TYPICAL DAY, THERE ARE MORE THAN 20,000 PHONE CALLS TO DOMESTIC VIOLENCE HOTLINES NATIONWIDE.
IN 2022, SAFEHOME A NOT-FOR-PROFIT ORGANIZATION LOCATED IN JOHNSON COUNTY AND THE LARGEST DOMESTIC VIOLENCE AGENCY IN THE STATE OF KANSAS, RECEIVED AND RESPONDED TO 4,706 HOTLINE CALLS, WHICH WAS AN INCREASE OF 68% FROM 2001.
WHEREAS THE NEED FOR SAFE HOUSING CONTINUES TO BE RATED AS SURVIVORS' MOST URGENT NEED, SAFEHOME SHELTERED 254 ADULTS AND CHILDREN IN 2022 AND ALSO PROVIDED 2,664 CLIENTS WITH SAFETY PLANNING, COUNSELING, CASE MANAGEMENT AND OTHER SERVICES.
NOW THEREFORE, I MICHAEL BOEHM, THE MAYOR OF THE CITY OF LENEXA DEAR HOPE HEREBY PROCLAIM OCTOBER 2023 IN THE CITY OF LENEXA TO BE DOMESTIC VIOLENCE AWARENESS MONTH AND URGE RESIDENTS TO BECOME INVOLVED IN EFFORTS TO PREVENT AND RESPOND TO DOMESTIC VIOLENCE AND RECOGNIZE THE IMPACT IT HAS ON OUR COMMUNITY.

AS YOU KNOW, SAFEHOME IS THE ONLY DOMESTIC VIOLENCE SHELTER AND ALL OF JOHNSON COUNTY, WE'RE ALSO THE LARGEST IN THE STATE OF KANSAS.
THE WORK THAT WE DO WOULD NOT BE POSSIBLE WITHOUT THE SUPPORT FROM OUR COMMUNITY PARTNERS LIKE YOU.
AS OF THIS EVENING, SAFEHOME IS PROVIDING SAFE SHELTER TO 42 WOMEN AND CHILDREN.
OUR YOUNGEST RESIDENTS RANGE FROM FOUR MONTHS TO JUST 13 YEARS OLD.
WE'RE ALSO HOME TO SIX DOGS, THREE CATS AND TWO BIRDS.
THIS PAST YEAR, AS THE MAYOR SAID, WE'VE HAD AN INCREASE FOR OUR NEED FOR SERVICES AND RESOURCES.
IN FACT, WE HAD A 68% INCREASE IN OUR HOTLINE CALLS, RECEIVING NEARLY 5,000 CALLS IN 2022.
WHILE WE HATE TO SEE OUR NUMBERS GROW, WE ARE SO GRATEFUL THAT COMMUNITY PARTNERS LIKE YOU ARE HERE TO HELP US SPREAD THE WORD, TO LET SURVIVORS OF ABUSE KNOW THAT SAFEHOME IS HERE TO HELP.

IT IS A RARE PROGRESSIVE NEUROLOGICAL PAIN SYNDROME THAT CAUSES UNIMAGINABLE PAIN THAT DOESN'T STOP.
AMPS PAIN IS BOTH FELT IN THE NERVES AND IN THE MUSCULOSKELETAL.
ACCORDING TO THE SCIENTIFIC PAIN SCALE, THE MCGILL PAIN SCALE, AMPS PAIN IS THE WORST CHRONIC PAIN KNOWN TO MAN READING MORE PAINFUL THAN AMPUTATION OF A DIGIT WITHOUT ANESTHESIA AND MORE PAINFUL THAN CANCER.
IT IS A CHRONIC CONDITION WITHOUT A CURE AND THERE'S NO MEDICINES THAT CAN HELP.
THE ONLY TREATMENT FOR AMPS IS TO HELP THE PATIENT FOCUS ON REGAINING FUNCTION AND LEARNING TO LIVE WITH THE PAIN.
OUR MAIN GOAL FOR GETTING THIS PROCLAMATION IS TO HELP SPREAD AWARENESS OF THIS RARE DIAGNOSIS SO THAT KIDS WHO COME AFTER JACE HAVE MORE HELP AND HOPEFUL PATH.

WE INVITED FOUR FIRMS; SCOTT RICE, ENCOMPASS, JOHN MARSHALL COMPANY, AND SPACES, WHO WE HAVE DECIDED TO AWARD TOO.
ESSENTIALLY, THE COST COMPARISON RELATED TO THE PRODUCT COST ITSELF, THE FREIGHT COST AND INSTALLATION, AND CUMULATIVELY SPACES HAD THE LOWEST BID AND ALSO THE MOST COMPLETE BID.
WE ALSO COMPARED QUALITY OF PRODUCT, QUALITY OF PROPOSAL, RESPONSIVENESS TO THE RFP.
WE DID SEVERAL TOURS WITH A FAIR AMOUNT OF POLICE STAFF AS WELL TO ALL OF THE LOCATIONS.
WE WANTED TO MAKE SURE THAT WHAT THEY SHOWED US IS WHAT WE WERE GETTING AND WHAT OUR EXPECTATIONS WERE FROM OUR ARCHITECT IS WHAT WAS BIDDING, AND SPACES REALLY HAVE THE MOST COMPLETE PACKAGE WITH THAT AS WELL.
ADDITIONALLY, SPACES HAS BEEN ABLE TO NEGOTIATE WITH THEIR SUPPLIERS TO ENSURE THAT THEY'RE HOLDING PRICING IN ORDER FOR US TO PLACE THE ORDER WHEN WE NEED TO VERSUS HAVING TO BUY SOME OF THE MATERIALS EARLY, TAKE EARLY POSSESSION OF THEM, WHICH THEN WOULD HAVE REDUCED AS SOME OF THE WARRANTY THAT WAS PROVIDED TO THE CITY ON THE BACK END.
THE CITY ALREADY HAS HAD A RELATIONSHIP WITH SPACES IN THE PAST AND THEY DID THE WORK ON THIS BUILDING AS WELL.
IT IS A DIFFERENT MANUFACTURER THAT THEY'RE REPRESENTING THIS TIME FOR THE ACTUAL SYSTEMS FURNITURE, OFFICE FURNITURE FROM, ALL STEEL.
BUT IT'S STILL A VERY QUALITY PRODUCT COMPANY THAT'S BEEN AROUND FOR YEARS AND SO WE'RE VERY CONFIDENT IN THE SOLUTION THAT'S BEING PRESENTED BEFORE US.

THE REQUEST WE HAVE BEFORE YOU TONIGHT IS TO BASICALLY EXTEND THE CONTRACT FOR ADDITIONAL FOUR MONTHS FOR THE OWNER'S REP SERVICES THAT WE PROCURED IN JUNE OF 2021 OR JULY OF 2021.
THAT WAS FORESEEN TO BE A 32-MONTH ENGAGEMENT FOR BASICALLY BILL CRANDALL AND MICHELLE TO PROVIDE THE SERVICES THAT ARE LISTED THERE IN YOUR PACK AND INCLUDING PROJECT MANAGEMENT SERVICES, ACCOUNTING SERVICES, ASSISTANCE WITH SELECTION OF THE CONSTRUCTION MANAGER, MONITORING OF THE PROJECT SCHEDULE BUDGET, SUBCONTRACTS, AND MONITORING OF PROJECT CONTINGENCIES FOR THE JUSTICE CENTER.
THEN ALSO, WHEN WE NEGOTIATED THAT INITIAL CONTRACT, WE HAD NEGOTIATED A PRICE OF FIXED FEE FOR ADDITIONAL SERVICES TO WALK US THROUGH THE PROCUREMENT PROCESS FOR WHAT WE JUST TALKED ABOUT FOR THE FF&E.
IT'S ABOUT $76,000, SO THAT NEEDS TO BE INCREASED FOR THE CONTRACTS.
WHAT YOU'RE BEING ASKED TO APPROVE TONIGHT IS AN ADDITIONAL FOUR MONTHS OF THEIR SERVICES TO GET US THROUGH THE COMPLETION OF THE PROJECT, WHICH OUR SUBSTANTIAL COMPLETION DATE IS NOW JUNE, 18TH OF 2024.
THIS WOULD PUT THEM UNDER CONTRACT UNTIL JULY 15TH OF 2024, SO WE CAN CLOSE OUT THE PROJECT.
LOT OF THE PUNCH LIST ITEMS THAT THEY'LL NEGOTIATE FOR US WORK ON WARRANTY WORK.
WE'VE TALKED ABOUT THE FURNITURE TONIGHT, BUT A LOT OF THE BREAK ROOMS, YOU'LL SEE FRIDGES AND STOVES, AND SOME THINGS FOR THE PD BUILDING, BOTH IN THE TRAINING BUILDING AND IN THE MAIN BUILDING.
CBC HAS COORDINATED ALL THAT WORK TOO.
THEY'RE AGAIN, AN EXTENSION OF OUR STAFF.
WE REALLY FEEL THEY NEED TO COMPLETE THEIR WORK AND BE THERE FOR REALLY THE CRITICAL MOVING COMPONENT OF THE PROJECT.
WHEN ALL THE FURNITURE SHOWS UP, THERE NEED TO BE BOOTS ON THE GROUND TO HELP WITH THAT, TO MAKE SURE WE GET THE PRODUCTS THAT WE PROCURED.
IT'S BASICALLY FOUR MONTHS OF EXTENSION OF THE CONTRACT.
THIS ADDITIONAL FEE FOR THE FF&E ASSISTANCE AND CONSULTING THAT WE'VE ALREADY BEEN THROUGH, BUT WE'LL HAVE A BIG PART OF AT THE END OF THE PROJECT TOO.
WE'RE JUST ASKING FOR THAT AMENDMENT FOR THAT CONTRACT.
