WHEREAS, SUICIDE IS PREVENTABLE, THE WILL TO LIVE IS STRONG AND DIFFICULT FOR MOST PEOPLE TO OVERCOME.
MANY PEOPLE WHO CONSIDER SUICIDE DO NOT ACTUALLY WANT TO DIE.
THEY'RE IN DEEP EMOTIONAL PAIN AND ANGUISH.
AND. WHEREAS, IN 2022, THE US SUCCESSFULLY TRANSITIONED TO THE 988 SUICIDE AND CRISIS LIFELINE, THE EASY TO REMEMBER NUMBER TO REACH TRAINED PRICES, PROFESSIONALS AND COUNSELORS FOR HELP WITH SUICIDE, MENTAL HEALTH AND SUBSTANCE USE RELATED CRISES.
WHEREAS THE KANSAS SUICIDE PREVENTION HEADQUARTERS IS DEDICATED TO REDUCING THE FREQUENCY OF SUICIDE ATTEMPTS AND DEATHS THROUGH TRAINING, EDUCATIONAL PROGRAMS AND OUTREACH AND URGES ALL LESS THAN LENEXA RESIDENTS TO RECOGNIZE SUICIDE AS A SIGNIFICANT PUBLIC HEALTH PROBLEM AND PRIORITIZE SUICIDE PREVENTION.

I KNOW THAT THIS IS A DIFFICULT CONVERSATION TO TALK ABOUT.
AND SEPTEMBER IS IS ONE OF THE TIMES OF YEAR WHERE IT BECOMES A LITTLE BIT LESS SCARY, A LITTLE BIT MORE ACCEPTABLE TO HAVE THESE TOUGH CONVERSATIONS IF IF FOLKS HERE TAKE AWAY ANYTHING.
I HOPE THAT IT IS KNOWING THAT THAT THOSE OF US WHO ARE AFFECTED BY SUICIDE ARE NOT ALONE.
AND THAT IS A LOSS THAT I, THAT THERE'S NOTHING THAT I OR ANYONE ELSE CAN DO TO MAKE.
AND IT'S ALSO A PAIN THAT I KNOW THAT WHEN WE WORK TOGETHER, WE CAN HELP OTHER FOLKS PREVENT.
I HEARD ON THE RADIO TODAY JUST BEING KIND AND ASKING SOMEONE HOW THEIR DAY IS OR COMPLIMENTING THEIR DRESS OR THEIR HAIR OR WHATEVER CAN CHANGE PEOPLE'S LIVES JUST BECAUSE YOU NEVER KNOW WHERE THEY ARE IN TIME.

IT'S APPROXIMATELY 2.3 ACRES JUST NORTH OF WHERE WE SIT RIGHT NOW.
IT'S A MIXED USE BUILDING CONSISTING OF TWO HOTELS, THE AC HOTEL AND A RESIDENCE INN THAT'S GOT APPROXIMATELY 11,000FT² PLUS OF RETAIL, AS WELL AS AN APPROXIMATELY 358 STALL PARKING GARAGE.
IT'S HIGH DENSITY, IT'S HIGH QUALITY, AND IT'S MIXED USE.
ADDITIONALLY, THERE IS A LARGE PUBLIC PARKING COMPONENT.
THE STRUCTURED PARKING LOCATED WITHIN THE BUILDING AND SURROUNDED BY THE HOTELS AND THE RETAIL IS IN A CENTRALLY LOCATED PLACE.
AND THROUGH WORKING WITH THE DEVELOPER, WE HAVE REQUESTED ADDITIONAL PARKING TO SERVE NOT ONLY THE NEEDS OF THIS NEW DEVELOPMENT, BUT THE ENTIRE CITY CENTER AREA, PARTICULARLY CITY HALL, PUBLIC MARKET, THE AQUATIC CENTER, AND PART OF THAT WILL REMAIN, AS I SAY IN THE SLIDES, THAT 139 SPACES WILL REMAIN PUBLIC ALL THE TIME TO SERVE THE VARIOUS NEEDS OF CITY CENTER.

TRANSIENT GUEST TAX AND AND HOW WE GOT TO WHERE WE ARE WITH THIS INCENTIVE.
IT IS THE FIRST TIME WE'VE USED THIS TYPE OF INCENTIVE.
SO THE CITY COLLECTS TRANSIENT GUEST TAX AT ABOUT 8% OR NOT ABOUT AT 8% FROM EVERY HOTEL VISIT PEOPLE MAKE IN THE CITY OF LENEXA TRANSIENT GUEST TAX MAY BE USED FOR THE PROMOTION OF TOURISM AND ECONOMIC DEVELOPMENT.
WE CURRENTLY USE THAT FOR THE LEDC OR THE LENEXA ECONOMIC DEVELOPMENT COUNCIL CONVENTION AND VISITOR BUREAU, AS WELL AS WE SERVICE THE DEBT ON THE CONVENTION CENTER BONDS.
WE BELIEVE THAT CONSTRUCTION IN CENTRAL LOCATION IN CITY CENTER WILL DRAW VISITORS, PROMOTE ECONOMIC DEVELOPMENT AND ATTRACT NEW BUSINESS, SATISFYING THOSE THE THE PRONGS OF THE TRANSIENT GUEST TAX USE.

PHASE ONE, 100% OF THE TRANSIENT GUEST TAX FROM THE DUAL HOTEL AND THE SPRINGHILL SUITES, WHICH IS OWNED BY MIDAS AS WELL.SO IT'S THE SAME DEVELOPER ON BOTH OF THOSE PROJECTS WILL BE USED TO REIMBURSE THE DEVELOPER UP TO 3.2 MILLION FOR THAT ADDITIONAL LEVEL OF PARKING, WHICH IS THE ADDITIONAL LEVEL THAT THE CITY REQUESTED WHEN THEY CAME IN WITH THIS PROJECT.
AND THAT'S ONLY THAT HOTEL AND THOSE TWO HOTELS IN THE CENTER BLOCK.
THAT WILL LAST THROUGH EITHER TEN YEARS OR 7.8 MILLION, WHICHEVER OCCURS FIRST.
BUT IT IS ALSO PAY PAY AS YOU GO AS WELL.
SO NOT SOMETHING WE DON'T DEAL WITH.
