BUT WE'RE RECOGNIZING NOW BECAUSE HE'S A LENEXA RESIDENT TONIGHT AND THESE GUYS AND IF YOU LOOK, SOME OF THEM ARE WELL ON THEIR WAY TO ACHIEVING SOME SIMILAR STATUS AND SOME ARE JUST GETTING STARTED.

BUT I'M SURE HE'S AN INSPIRATION TO YOU ON WHAT ALL CAN BE DONE.

AND WHAT ALEX HAS ACHIEVED IS 139 MERIT BADGES IN HIS QUEST FOR THE RANK OF EAGLE SCOUT AND ALL PALMS ALONG THE WAY, HE HAS BEEN RECOGNIZED WITH THE WILLIAM T HORNADAY AWARD, THE NATIONAL MERIT FOR OUTDOOR ACHIEVEMENT EIGHT STEM NOVA AWARDS, THE JIMMY STEWART GOOD CITIZENSHIP AWARD, THE LIGHT OF CHRIST PARVULA DAY AT ALTAIR DAY, LIGHT OF LIFE AND POPE PIUS THE 12TH OR SEVENTH EXCUSE ME, RELIGIOUS EMBLEMS AND DON BOSCO AWARD.

HE'S ALSO AN OUTDOOR ETHICS TRAINER AND HAS COMPLETED THE WILDERNESS FIRST AID COURT.

HE'S AN INTERNATIONAL MESSENGER OF PEACE.

BOY SCOUTS REQUIRE 21 MERIT BADGES TO ACHIEVE EAGLE SCOUT 21 WE USUALLY CELEBRATE 21, MAYBE 22 WHEN WE HAVE THE EAGLE SCOUTS COME FORWARD AND BE PRESENTED.

REMEMBER, ALEX DID 139.

I'D SAY THAT'S A LITTLE BIT OF EXTRA CREDIT, RIGHT? ONLY 4% OF KIDS IN SCOUTING ACHIEVE THE RANK OF EAGLE SCOUT.

IN 22, THERE WERE ONLY 56,841 EAGLE SCOUTS.

HOWEVER, I'VE GOT TO TURN THE PAGE.

LESS THAN 12 SCOUTS ACHIEVED THE WILLIAM T HORNADAY AWARD ANNUALLY, AND TO EARN ALL AVAILABLE BADGES OF THE AWARD IS EXTREMELY RARE EVENT.

I KNOW WE'VE HAD SOME OUTSTANDING YOUNG MEN AND LADIES FOR GIRL SCOUTS BEFORE US IN THE EVENING, BUT I'VE NEVER SEEN SOMETHING WITH QUITE THIS RECOGNITION AND THIS MUCH EFFORT.

AGAIN, I REFERENCED THE ARTICLE THAT DETAILS MORE OF THAT.

AND. WHEREAS, KANSAS HAS 456 GUN DEATHS EVERY YEAR, WITH A RATE OF 15.7 DEATHS PER 100,000 PEOPLE.

KANSAS HAS THE 21ST HIGHEST RATE OF GUN DEATHS IN THE UNITED STATES.

AND. WHEREAS, SUPPORT FOR THE SECOND AMENDMENT RIGHTS FOR LAW ABIDING CITIZENS GOES HAND IN HAND WITH KEEPING GUNS AWAY FROM PEOPLE IN DANGEROUS AND WITH DANGEROUS HISTORIES.

AND. WHEREAS, ON JUNE 2ND, 2023 PEOPLE ACROSS THE UNITED STATES WILL RECOGNIZE AND RAISE AWARENESS ABOUT GUN VIOLENCE ON NATIONAL GUN VIOLENCE AWARENESS DAY.

ACCEPTING THE PROCLAMATION DESIGNATING NATIONAL GUN VIOLENCE AWARENESS DAY IN LENEXA ORANGE IS THE COLOR THAT HADIYA PENDLETON'S FRIENDS WORE IN HER HONOR WHEN SHE WAS SHOT AND KILLED IN CHICAGO AT THE AGE OF 15, JUST ONE WEEK AFTER PERFORMING AT PRESIDENT OBAMA'S SECOND INAUGURAL PARADE IN 2013.

AFTER HER DEATH, HER FRIENDS AND FAMILY ASKED US TO STAND UP, SPEAK OUT AND WEAR ORANGE TO RAISE AWARENESS ABOUT GUN VIOLENCE.

WEAR ORANGE OFFICIALLY BEGAN ON JUNE 2ND, 2015 ON WHAT WOULD HAVE BEEN HADIYA'S 18TH BIRTHDAY.

SINCE THEN, ORANGE HAS BEEN THE DEFINING COLOR OF THE GUN VIOLENCE PREVENTION MOVEMENT.

WHEREVER IT'S WORN, THE COLOR ORANGE HONORS, THE MORE THAN 120 LIVES ENDED IN THE MORE THAN 200 PEOPLE WOUNDED BY GUN VIOLENCE EVERY DAY IN THIS COUNTRY.

NOW, YEARS LATER, AND ESPECIALLY AFTER MASS SHOOTINGS AT SANDY HOOK AND HUNDREDS OF OTHER PLACES, LAS VEGAS, PARKLAND, EL PASO, UVALDE, ALLEN, TEXAS, AND ON AND ON, THE COMMON SENSE GUN SAFETY MOVEMENT IN AMERICA HAS GROWN TO NATIONAL ORGANIZATIONS WITH MILLIONS OF VOLUNTEERS.

OUR FOCUS IS NOT ONLY ON THE MASS SHOOTINGS EXPERIENCED EVERYWHERE IN THIS COUNTRY, BUT ALSO ON DAILY GUN VIOLENCE THAT TEARS APART FAMILIES AND COMMUNITIES.

IN FACT, HERE IN KANSAS, 68% OF GUN DEATHS ARE SUICIDES.

THESE ARE COMPLEX PROBLEMS WITH NO SINGLE SIMPLE ANSWER, BUT SHINING A LIGHT ON THE WORK BEING DONE TO PREVENT GUN VIOLENCE IS A STEP IN THE RIGHT DIRECTION.

SO THIS IS A CODE AMENDMENT TO THE UNIFIED DEVELOPMENT CODE OR UDC, AS WE CALL IT, FOR FENCES, WALLS AND RETAINING WALLS AND ALL CODES RELATED TO THOSE THREE ITEMS. AS YOU KNOW FROM OUR LAST MEETING, STAFF DID REVISE THIS ENTIRE CODE SECTION.

AND THE GOALS ARE REALLY TO CLARIFY THE CODE REQUIREMENTS, ADD SOME NEW CODE FOR ASPECTS THAT WE REVIEW AS A MATTER OF PRACTICE AND LOOK AT DEFINITIONS AND RELAX THE CODE IN SOME WAYS TO DECREASE THE AMOUNT OF REQUESTS WE HAVE FOR VARIANCES AND DEVIATIONS.

ONE OF THE MAIN TOPICS THAT WE DISCUSSED LAST TIME AND THAT WE'VE WORKED ON THROUGHOUT THIS CODE UPDATE IS FENCES ON CORNER LOTS.

SO I KNOW THAT'S WHAT YOU'RE ALL WAITING FOR TONIGHT.

THERE ARE SOME NEW REQUIREMENTS RELATED TO FENCES WITH RETAINING WALLS, AND I'LL SHOW YOU A GRAPHIC ON THAT FROM LAST TIME AS WELL.

RETAINING WALLS ARE GOING TO BE LIMITED TO TEN FEET PER YEAR NOW.

AS YOU CAN SEE ON THE SITE PLAN HERE, THE HOTELS WRAP THE NORTHEAST AND SOUTHEAST SIDE ALONG PENROSE, AND THEN THE RETAIL IS MORE SO ON THE WEST SIDE. THE PARKING GARAGES ACCESSED FROM ELMWOOD STREET ON THE WEST SIDE AS WELL.

SO AS DISCUSSED, THERE IS A PARKING DECK AND AS PROPOSED THERE WILL BE 284 PARKING SPACES AND THE DEVELOPER

SO THAT ADDITIONAL LEVEL WOULD BE PUBLIC PARKING THAT WOULD ADD TO THE PARKING AVAILABLE IN THE CITY CENTER AREA.

IF YOU RECALL, THERE WAS AN OUTSTANDING ITEM FOR THIS SIDE OF THE BUILDING RELATED TO JUST THE LOOK AND FEEL OF THAT TRASH AREA AND SORT OF BACK OF HOUSE OPERATIONS.

SO THEY DID ACTUALLY LOOK AROUND AT OTHER BUILDINGS IN CITY CENTER AND TOOK SOME CUES FROM THOSE BUILDINGS AND NOW HAVE THESE SORT OF GLASS GARAGE DOORS THAT WE SEE IN OTHER BUILDINGS IN CITY CENTER.

SO IT'LL LOOK A LITTLE BIT MORE TRANSPARENT AND LESS, YOU KNOW, DUMPSTER GARAGE, IF YOU WILL.

SO THEY'RE DEFINITELY GOING TO BE MORE ESTHETICALLY PLEASING.

AND THEY'VE ADDRESSED STAFF'S CONCERNS WITH THIS ITEM.

AND WE DID OUR FIRST FULL COST ESTIMATION.

WE'RE NOT LOOKING FOR ANY DECISIONS TONIGHT FROM THE GOVERNING BODY.

WE'RE REALLY JUST LOOKING FOR FEEDBACK AND COMMENTS AS WE SHOW YOU A LOT OF IMAGES AND GIVE YOU AN UPDATE ON THE PROCESS.

THE NEW LOOK AT OLD TOWN STUDY THAT WAS DONE IN 2015 HAD A RECOMMENDATION OUT OF THAT TO CREATE SORT OF THIS FRONT PORCH, FRONT YARD FOR OLD TOWN.

AND THAT MEANT DOING AWAY WITH THE SENIOR CENTER AND CONSOLIDATING OVER THE COMMUNITY CENTER.

THAT THEN LED TO A STUDY THAT WAS DONE IN 2018, WRAPPED UP AT THE END OF 18 EARLY 19, CALLED THE COMMUNITY CENTER SENIOR CENTER STUDY.

IT WAS A ROBUST STUDY THAT LOOKED AT THE SENIOR PROGRAMING VERY INTENSELY AND REALLY LOOKED AT HOW WE CAN COMBINE THOSE PROGRAMS AMONGST THE TWO BUILDINGS INTO ONE AND THEN IMPROVE THE SITE.

FROM THAT THE GOVERNING BODY GOT REALLY EXCITED AND WE FUNDED A PROJECT.

THE PROJECT WAS PUT IN THE CIP.

UNFORTUNATELY, THE PANDEMIC HIT AND WE WERE ON PAUSE FOR A COUPLE OF YEARS.

AFTER THE PANDEMIC HIT YOU LIKELY REMEMBER WE'VE HAD SEVERAL DISCUSSIONS, INCLUDING A LONG WORKSHOP, A KIND OF REDEFINED THE SCOPE AND DIRECTION FOR THE PROJECT.

SINCE THEN, THE TEAM HAS BEEN WORKING REALLY HARD TO FLESH OUT THE DESIGN.

THIS PRESENTATION IS REALLY VISUAL.

IT SHOWS A LOT OF MODELING TO DEMONSTRATE HOW THE PROJECT IS TAKING SHAPE AND HOW I BELIEVE IT'S KIND OF ALIGNING WITH THE VISION AND THE GOALS OF THE GOVERNING BODY IS SET BEFORE US AS A TEAM.

THAT'S THE NEW YOUTH SORT OF MULTI-PURPOSE COMPONENT.

AND THEN THE CANOPIES ARE ACTING AS THE MECHANISM TO BEGIN TO WEAVE THE PROJECT TOGETHER.

AND IT'S THIS NOTION OF WEAVING AND CREATING CONNECTION AMONG THE COMMUNITIES THAT'S STARTING TO PICK UP UPON.

THE EXTERIOR IS REALLY ORGANIZED WITH RECOGNIZING THAT THE EXISTING BUILDING NEEDED A LITTLE LOVE, AND THAT PART OF THAT WAS REALLY FOCUSING ON HOW WE WERE BEGINNING TO DEAL WITH THE CONSTRUCTABILITY OF HOW WE REPLACE THE EXISTING PANELS.

THEY WERE RUSTED THROUGH.

THE CLEAR SPAN FROM THE TOP OF THE CMU UP TO THE PARAPET.

AND SO THE SYSTEM THAT WE'RE REPLACING WITH THEM ALLOWS US TO PULL THOSE PANELS DOWN AND PUT NEW ONES UP IN THEIR PLACE WITHOUT DOING ANY OTHER SIGNIFICANT STRUCTURAL MODIFICATIONS AND THEN PAINTING THAT EXISTING LOWER CMU AREA.

WE HAVE STUDIED A VARIETY OF OPTIONS RELATIVE TO HOW WE BEGIN TO ARTICULATE AND CHANGE THIS, AND THOSE STUDIES ARE STILL GOING UNDERWAY AND THE IMAGES THAT YOU SEE HERE ARE SORT OF THE BASE POINT FOR WHERE WE WILL CONTINUE INTO DESIGN DEVELOPMENT AND THOSE WILL BE WHAT WE WILL SHARE WITH YOU AS THEY EVOLVE IN THE NEXT MEETING.

THE EXTERIOR PALETTE IS REALLY BASED UPON TAKING WHAT WE'VE SORT OF ANALYZED FROM LOOKING AT OLD TOWN.

OLD TOWN HAS A WIDE RANGE OF MATERIAL TYPES.

IT HAS THE BRICK, IT HAS SORT OF THESE WARM BEIGES AND MULTI COLORED HUES ACROSS IT AND LETTING THAT PALETTE INFORM HOW THE NEW BUILDING WOULD LOOK.

AND SO TO CREATE THAT, WE'RE LOOKING AT A VARIETY OF PANELS, THE INSULATED METAL PANEL SYSTEMS THAT ARE OUT THERE, AS YOU RECALL, ARE JUST THE SORT OF WHITE CONTINUOUS PANELS. WHAT WE'RE TRYING TO DO IN REPLACEMENT OF THEM WITHOUT LIKE COMPLETELY JUST REDESIGNING THE ENTIRE WAY IN WHICH THE BUILDING IS STRUCTURED IS TO USE A VARIETY OF BOTH COLOR AND TEXTURE TO CREATE SOME VISIBLE VARIABILITY ACROSS THE FAÇADE.

SO IT DOESN'T JUST LOOK LIKE ONE FLAT PLAIN SURFACE UP THERE.

IN THIS VIEW, YOU CAN SEE ON THE RIGHT EXCUSE ME, ON THE LEFT, THE GYM, EXISTING GYM ELEMENT IN THE PANEL SETTING ACROSS THAT. AND THEN IN THE FOREGROUND IS THE CANOPY COMING OUT OF THE BUILDING.

SETTING BELOW THE CANOPY WE HAVE BEEN WORKING AS WELL WITH THE WITH THE ARTS COUNCIL TO ESTABLISH THE LOCATION OF WHERE THE MURAL WOULD GO.

THAT LOCATION IS BEING ESTABLISHED ALL ALONG THIS EDGE TO CREATE BASICALLY INVITING WALKWAY THAT TAKE YOU INTO THE BUILDING.

IT WRAPS AROUND AND CONNECTS BOTH TO THE PICKLEBALL COURTS AND ON AROUND AS A WAY OF SORT OF UNIFYING THAT WHOLE AREA AND THEN COVERING UP THE EXISTING MECHANICAL SYSTEMS AND THE FENCES THAT ARE THERE AS WELL.

SO IT WAS KIND OF A WIN WIN.

WE COULD CREATE A WAY OF CREATING A MUCH MORE INSTAGRAM PHOTOGRAPHICAL MOMENT UP ADJACENT TO IT AT THE SAME TIME AS COVERING UP THE EXISTING MECHANICAL SORT OF FENCES THAT ARE THERE.

AND THEN THE CANOPY COMES OUT AND ACTS AS A WAY OF CREATING SORT OF AN INVITATION TO COME INTO THE EXISTING ENTRY AT THE COMMUNITY CENTER.

ON THE SENIOR CENTER SIDE.

WE'VE ALSO BEGAN TO ADJUST IT.

AND THIS IS A VIEW LOOKING AT THERE, YOU CAN BEGIN TO SEE THE VARIETY OF PANEL TYPES.

AGAIN, THIS IS STILL UNDER STUDY AND WE'RE STILL CONTINUING TO MODIFY BOTH THE TEXTURES AND THE COLOR AND THE MATERIALITY FOR THAT SYSTEM.

YOU CAN START TO REALLY WHAT WE'RE STARTING TO REALLY FOCUS ON IS THE IDEA OF CREATING A HIGH DEGREE OF TRANSPARENCY FOR THE SENIOR CENTERS SO THAT THERE'S A VISUAL CONNECTION BOTH TO THE NEW LANDSCAPING OUTSIDE THE WINDOW AS WELL AS THE CONNECTION INSIDE.

AND THEN HERE IS A VIEW FROM THE OLD FROM ESSENTIALLY OLD TOWN, FROM THE WEST NORTHWEST, AND THEN A VIEW UNDERNEATH THE CANOPY. AGAIN, THE DETAILING ON THIS IS SOMETHING THAT WE'RE CONTINUING TO EVOLVE.

BUT THE NOTION HERE IS THAT WE'RE REALLY TRYING TO CREATE A STRONG SENSE OF INTERIOR EXTERIOR CONNECTIVITY AND THAT THIS IS A PLACE WHERE YOU COULD UTILIZE IT FOR STAGING, FOR FUN RUN OR ANY SORT OF CIVIC ACTIVITY THAT COULD OCCUR IN ADJACENT AND CONCURRENT WITH OLD TOWN.

WE'RE RENOVATING MOST TOUCHING IT IN PLACES ALL OVER, BUT THE AREAS IN GRAY ARE THE AREAS WHERE WE'RE REALLY STARTING TO FOCUS ON IT IN MORE DETAIL.

AND THEN AS YOU COME INTO THE LOBBIES, YOU CAN SEE THE CEILING SYSTEM COMING FROM THE EXTERIOR INTO THE MAIN LOBBY SPACE.

YOU CAN START TO SEE HOW WE'RE CREATING THAT WOOD CEILING AS A UNIFYING MEMBER THAT CONNECTS BOTH SIDES OF THE BUILDING SO THAT AS YOU COME INTO THE MAIN ENTRY, THE CEILING COMES IN AND FRAMES THE AREA OVER THE EXISTING DOORS.

A NEW WELCOME DESK WILL BE THERE.

IT'S MUCH MORE OPEN UP THAN IT WAS BEFORE ORIGINALLY.

RIGHT NOW IT'S BEHIND GLASS.

AND THE PERSON THAT SITS THERE KIND OF SITS LOW.

HERE THEY'RE GOING TO BE UP HIGH AND SORT OF VERY VISIBLY PRESENT AS YOU COME INTO THE DOOR.

WE'RE LOOKING FOR OPPORTUNITIES TO CREATE FLEXIBILITY INSIDE OF THE MEETING SPACE SO THAT THOSE SPACES CAN SORT OF GO BACK AND FORTH AND OPEN UP AND SO THAT THEY HAVE THE ABILITY AS WELL TO BE UTILIZED NOT ONLY FOR SENIOR EVENTS BUT FOR A WIDE VARIETY OF EVENTS WITHIN THE SPACE.
