HE EXPLAINED HOW SHE HAD TAKEN A NEW MEDICATION WAS JUST PRESCRIBED THE DAY BEFORE AND BEFORE BECOMING VERY ITCHY WITH RASHES ALL OVER HER BODY, BEFORE SHE ULTIMATELY DETERIORATED TO A STATE OF UNCONSCIOUSNESS.
BREATHING AT A VERY SLOW RATE THAT WAS NOT COMPATIBLE WITH LIFE.
ONE MINUTE LATER, AT 9:50 A.M., COMMUNICATIONS SPECIALIST KATHERINE LITTLE QUICKLY RECOGNIZED THE SEVERITY OF THE CALL AND DISPATCHED THE APPROPRIATE RESPONDERS.

BUT I'LL PAINT A QUICK PICTURE OF REALLY HOW WE WORK.
SO THERE ARE FIVE REGISTERED LOBBYISTS FOR FEDERICO DUERST CONSULTING.
WE HAVE SEVEN LAW CLERKS AND ONE OFFICE MANAGER.
AND COLLECTIVELY WE COVER WHAT GOES ON AT THE STATE HOUSE IN ITS MOST BASIC FORM. AND THERE'S A LOT THAT DOES GO ON.
ADDITIONALLY, WE HAVE A BIWEEKLY CONFERENCE CALL WITH THE CITY TO UPDATE THEM, AND WE PROVIDE TIMELY REPORTS BACK ON BILLS OF INTEREST SPECIFIC TO LENEXA.
THE REASON I SAY IT'S A LOT OF WORK IS THERE WERE 800 BILLS THAT WERE INTRODUCED OFFICIALLY, 799, AND THERE WERE 43 RESOLUTIONS INTRODUCED.
OF THAT THERE WERE 288 BILLS THAT WE IDENTIFIED AS HAVING SOME LEVEL OF INTEREST TO THE CITY OF LENEXA. OF THOSE 800 BILLS CONSIDERED THIS SESSION, 88 OF THEM BECAME LAW.
THERE WERE 16 BILLS THAT WERE OR PROVISIONS THAT WERE VETOED BY THE GOVERNOR THAT INCLUDE POLICY PIECES OF LEGISLATION AND LINE ITEM VETOES.
AND OF THOSE 16, THE LEGISLATURE RECONVENED LAST WEEK AND OVERTURNED EIGHT OF THOSE.
AND IN ORDER TO OVERRIDE OR OVERTURN A GOVERNOR'S VETO, YOU NEED 27 OF 40 VOTES IN THE SENATE, AND YOU NEED 84 OF 125 VOTES IN THE HOUSE.
NOT EASY TO DO FOR A VARIETY OF REASONS.
PARTIZANSHIP JUST A PHILOSOPHICAL CONSIDERATION ON BILLS, REGARDLESS OF PARTY.
AS A RESULT OF THAT, THERE'S AS THEY SAY, YOU DON'T WANT TO SEE HOW THE SAUSAGE IS MADE, BUT THERE'S SOME HORSE TRADING AND I WON'T SAY GAMESMANSHIP, BUT THERE'S A LOT OF MANEUVERING THAT GOES ON AT THE END OF THE LEGISLATIVE SESSION BEFORE THEY ADJOURN. IT'S NOT PRETTY AND IT'S SOMETIMES HARSH.
AND THERE WAS A JOHNSON COUNTY SENATOR WHO WAS A CHAIR OF A VERY PROMINENT COMMITTEE THAT LOST HIS CHAIRMANSHIP AS A RESULT OF A CHANGE IN VOTE.
JUST TO PAINT A PICTURE OF, AGAIN, HOW HARSH IT SOMETIMES CAN BE UP THERE.

WE DON'T PASS JUDGMENT OF WHETHER IT WAS JUSTIFIED OR NOT.THEY FINISHED THEIR BUSINESS LAST FRIDAY NIGHT AT ABOUT 11:00.
THERE WERE A COUPLE OF LATE NIGHTS.
WHAT'S UNIQUE ABOUT THEIR ADJOURNMENT THIS YEAR IS THEY ADJOURNED SINE DIE MEANING WITHOUT DAY, MEANING THAT IS THE OFFICIAL END OF THE LEGISLATIVE SESSION.
ORDINARILY, WHAT THEY WOULD DO IS THAT THEY WOULD COME IN DURING THE VETO SESSION.
AND I MIGHT REMIND YOU THAT THE KANSAS LEGISLATURE, DIFFERENT THAN THE MISSOURI LEGISLATURE, HAS NO DATE CERTAIN THAT THEY NEED TO FINISH THEIR BUSINESS . WHEN THEY COME BACK AFTER TWO AND A HALF WEEK BREAK IN APRIL IT'S CALLED THE VETO SESSION.
AND IT'S TO CONSIDER TWO THINGS FOR THE MOST PART.
ONE IS A FINAL BUDGET AFTER THEY SEE WHAT THE PROJECTIONS ARE FOR REVENUE AND EXPENDITURES AND TO CONSIDER ANY BILLS THAT THE GOVERNOR WOULD HAVE VETOED AND TO FINISH UP WHAT WE WOULD CALL RATS AND CATS, THINGS THAT THEY JUST DIDN'T GET TO.
WHEN THEY ADJOURNED SINE DIE IT'S USUALLY ABOUT TWO AND A HALF WEEKS AFTER THE END OF THE VETO SESSION, BUT FOR WHATEVER REASON THEY ADJOURNED SINE DIE LAST FRIDAY.
THE SIGNIFICANCE OF THAT IS THAT SHOULD THE GOVERNOR DECIDE TO VETO ANY OF THE PIECES OF LEGISLATION SHE JUST RECEIVED THIS WEEK, THE ONLY OPPORTUNITY THEY WOULD HAVE TO OVERRIDE THE VETO WOULD BE TO CALL A SPECIAL SESSION.
AND THAT CAN ONLY BE DONE TWO WAYS.
ONE IS THE GOVERNOR HERSELF TO CALL A SPECIAL SESSION OR TWO THIRDS OF THE LEGISLATURE WOULD HAVE TO SIGN A PETITION FORCING THE GOVERNOR TO CALL A SPECIAL SESSION.
AND IT'S USUALLY VERY ISSUE SPECIFIC WHEN THAT HAPPENS.
IT DOESN'T HAPPEN A LOT, MAYBE 14, 15 TIMES IN THE HISTORY OF KANSAS.
OTHERWISE I'LL TURN IT OVER TO MR. DUERST TO TALK ABOUT SPECIFIC PIECES OF LEGISLATION.

AND SO I WILL QUICKLY HIGHLIGHT A FEW KEY BILLS THAT WE'VE BEEN TRACKING FOR THE CITY OF LENEXA THAT IN THIS FIRST SECTION RECEIVED BROAD SUPPORT AND A SIGNATURE FROM THE GOVERNOR.
PASSED THE HOUSE AND SENATE UNANIMOUSLY.
HOUSE BILL 2024 WOULD PERMIT THE OPTIONAL USE OF INFANT SURRENDER DEVICES.
THE CONFERENCE COMMITTEE REPORT PASSED THE SENATE AND THE HOUSE NEARLY UNANIMOUSLY.
HOUSE BILL 2059 AMENDED VARIOUS PROVISIONS OF THE KANSAS LIQUOR CONTROL ACT, INCLUDING COMMON CONSUMPTION AREAS WHICH THIS CITY WAS A PARTICIPANT IN THE DIALOG REGARDING THAT LEGISLATION.
AND HOUSE BILL 2196, IT EXPANDS THE DROP OR DEFERRED RETIREMENT OPTION PROGRAM TO ANY ELIGIBLE KP&F MEMBER.
FINALLY, SENATE BILL 17, THE KANSAS REINVESTMENT HOUSING INCENTIVE DISTRICT ACT.
IT EXPANDED WHAT USED TO BE THE KANSAS RURAL HOUSING INCENTIVE DISTRICT PROGRAM TO URBAN AREAS THAT MET CERTAIN CONDITIONS SUCH AS UNITS FOR SALE OR RENT.
AGAIN, ANOTHER BILL THAT WE HAVE BEEN WATCHING CLOSELY AND HAVING CONVERSATIONS ON YOUR BEHALF.

THIS HAD TO DEAL WITH ENVIRONMENTAL AND SOCIAL GOVERNANCE.OF KEEN INTEREST FOR US WAS HOW THIS BILL MAY IMPACT CAPERS AND THE CAPERS FUND AND THE LIABILITY THERE. IN THE END, THERE WAS AN AGREEMENT THAT WAS REACHED WITH THE MAJORITY OF THE BODY.
THE SENATE APPROVED THE BILL ON A VOTE OF 27 TO 12 AND THE HOUSE 76 TO 47.
AND AGAIN, ESG LEGISLATION, WITHOUT GOING TOO FAR INTO IT, IT'S BEEN A NATIONAL CONVERSATION ABOUT WHERE OUR INVESTMENTS PUT AND WHO IS MANAGING THESE INVESTMENTS.
I'M GOING TO TURN IT OVER TO MY COLLEAGUE TO TALK ABOUT A COUPLE OF VETOES THIS PAST WEEK NOW THAT WERE OVERRIDDEN BY THE LEGISLATURE, AGAIN, WITH THE TWO THIRDS REQUISITE VOTES REQUIRED.
GOOD EVENING, MAYOR BOEHM AND MEMBERS OF THE COUNCIL.
MY NAME IS MIHAILO ILICH WITH FEDERICO DUERST CONSULTING.
THERE WERE EIGHT BILLS WHICH WERE VETOED BY THE GOVERNOR, WHICH ACHIEVED THE TWO THIRDS LEGISLATIVE MAJORITY IN BOTH CHAMBERS TO BE OVERRIDDEN, AND THOSE BILLS ARE NOW SET TO BE LAW.
THAT INCLUDES THE WOMEN'S BILL OF RIGHTS, WHICH DEFINES MALE AND FEMALE IN STATUTE, AND A BILL WHICH REQUIRED THAT SCHOOL TRIPS DIVIDE ACCOMMODATIONS BASED ON BIOLOGICAL SEX. AND THERE WAS ALSO A BILL RELATED TO CORRECTIONAL FACILITIES AND HOUSING INMATES WITH THOSE OF THE SAME BIOLOGICAL SEX.
THE LEGISLATURE ALSO OVERRODE A VETO ON HOUSE BILL 2350.
THIS CREATES THE CRIME OF AGGRAVATED HUMAN SMUGGLING.
OPPONENTS FELT THE LANGUAGE WAS TOO BROAD.
THE HOUSE NARROWLY OVERRODE THE VETO AND THE SENATE FOLLOWED SUIT.
THERE WAS ALSO A LINE ITEM VETO IN THE BUDGET BILL ON A BUDGET PROVISO.
ADDITIONALLY, THERE WERE SEVEN VETOES WHICH WERE BROUGHT FOR CONSIDERATION BUT FAILED TO REACH THE TWO THIRDS MAJORITY NEEDED, MEANING THE LANGUAGE DID NOT BECOME LAW AND IS DEAD FOR THIS YEAR. MOST NOTABLY IS THE TAX PACKAGE, SENATE BILL 169, WHICH IS A BUNDLE WHICH CHIEFLY INCLUDES A SINGLE RATE INDIVIDUAL INCOME TAX OR FLAT TAX, AS IT'S COMMONLY CALLED, WHICH IS SET AT A RATE OF 5.15%.
THERE WERE ALSO ADJUSTMENTS TO THE STANDARD DEDUCTION AND AN EXPEDITED END TO THE STATE PORTION OF THE FOOD SALES TAX, WHICH WAS SET IN THE BILL TO END ON JANUARY 1ST, 2024.
THE LANGUAGE WAS CONTENTIOUS AND HAD ACTUALLY TWO VOTES IN THE SENATE.
AFTER A RECONSIDERATION VOTE, THERE WAS A SURPRISE FLIP OF VOTES.
THEREFORE, THE BILL FELL ONE VOTE SHORT OF THE OVERRIDE NEEDED, AND THAT BILL DID DIE.
ADDITIONALLY, A BILL THAT FAILED TO OVERCOME THE VETO WAS SOMETHING WE'VE BEEN WATCHING CLOSELY FOR THE CITY, AND THAT'S HOUSE BILL 2344, REGARDING CHILD CARE REGULATIONS. THE BILL LOOSENED CERTAIN REGULATIONS ON CHILD CARE FACILITIES, INCLUDING RATIO TO STAFF AND CHILD AND OTHER PROVISIONS.
THE VETO OVERRIDE WAS CONSIDERED IN THE HOUSE AND WAS THREE VOTES SHORT OF AN OVERRIDE.
THERE WERE ALSO TWO BUDGET PROVISOS WHICH WERE ADDED TO THE BILL, TO THE BUDGET BILL, WHICH FORBID DIVERSITY, EQUITY AND INCLUSION QUESTIONNAIRES AS A CONDITION OF EMPLOYMENT.
THEY TARGETED HIGHER EDUCATION INSTITUTES AND BEHAVIORAL HEALTH BOARDS.
THOSE WERE THE KEY VETOES AS IT RELATES TO THE CITY.

THE FIRST ONE IS SENATE BILL 8.THIS WAS A BILL CRAFTED IN WHAT IS CALLED CONFERENCE COMMITTEE.
YOU MIGHT HAVE HEARD US SAY THAT A COUPLE OF TIMES.
CONFERENCE COMMITTEE SIMPLY MEANS THERE'S LEGISLATION THAT HAS PASSED ONE OR BOTH CHAMBERS.
THE TOP THREE MEMBERS FROM THE HOUSE TAXATION COMMITTEE, THE TOP THREE MEMBERS FROM THE SENATE TAXATION COMMITTEE FOUR REPUBLICANS, TWO DEMOCRATS MEET AND FOR EFFICIENCY SAKE, PRIMARILY BILLS ARE BUNDLED INTO ONE PACKAGE AND THEN THEY ARE BROUGHT ACROSS THE FLOOR FOR AN UP OR DOWN VOTE.
SO THIS CONFERENCE COMMITTEE BILL AND SENATE BILL EIGHT INCLUDED OVER TEN DIFFERENT PROVISIONS, INCLUDING AN EXPANSION OF THE HOMESTEAD PROPERTY TAX FREEZE, A WORK OPPORTUNITY TAX CREDIT, ADOPTION TAX CREDITS, REVENUE NEUTRAL RATE, LETTER DETAILS, INCLUDING THE EXTENSION OF THE STATE COVERAGE OF PRINTING COSTS THROUGH 2024 AND NOTABLY PUBLIC PRIVATE COMPETITION LANGUAGE, AND GO INTO THAT IN SOME DETAIL.
BUT ESSENTIALLY THIS BILL WOULD PROVIDE A PROPERTY TAX EXEMPTION OR THIS PROVISION FOR ANY HEALTH CLUB, CHILD CARE CENTER OR RESTAURANT FACING PUBLIC COMPETITION FROM ANY CITY OWNED FACILITY OPERATING PREDOMINANTLY FOR THAT PURPOSE. SO THAT WAS A PROVISION OF SENATE BILL 8, ALONG WITH THE OTHER ITEMS I'VE LISTED.
THAT BILL PASSED ON THE LATE, LATE, LATE IN THE EARLY IN THE MORNING, RATHER, BACK AT THE BEGINNING OF APRIL BY THE HOUSE ON A VOTE OF 76 TO 43.
IT WAS THEN TAKEN UP BY THE SENATE WHEN LAWMAKERS RETURNED ON A VOTE OF 26 TO 13.
SO IT NOW HEADS TO THE GOVERNOR'S DESK, WHERE SHE WILL CONSIDER THAT BILL.
KEY PROVISIONS INCLUDED 120 MILLION FOR STATE EMPLOYEE SALARY INCREASES, BOARD OF REGENT PROGRAM FUNDING, 18 MILLION IN THE STATE WATER FUNDING PLAN, STATE WATER PLAN FUNDING RATHER, 5 MILLION FOR CASELOAD SAVINGS, 13.5 MILLION FOR MENTAL HEALTH INTERVENTION PILOT PROGRAMS AND OTHER ITEMS. THAT BILL WAS PASSED.
THEN I WILL TURN IT OVER TO MY COLLEAGUE, LIZ SOSA, AND THEN WE WILL PAUSE FOR QUESTIONS.
BUT THE LAST BILL HANGING OUT THERE IS SENATE BILL 113, WHICH IS AN EDUCATION APPROPRIATIONS BILL.
SO IT IS FUNDING OF K-12 EDUCATION.
THERE WAS A LARGE PUSH BY THE K-12 EDUCATION LOBBY THIS YEAR TO FULLY FUND SPECIAL EDUCATION.
SO IN THIS PARTICULAR BILL, EDUCATION IS THE BASE IS FUNDED, BUT SPECIAL EDUCATION ENHANCEMENTS REQUESTED BY THOSE PROPONENTS WAS NOT.
SO THAT BILL PASSED THE HOUSE ON A VOTE OF 83 TO 37 AND THE SENATE ON A VOTE OF 23 TO 16.
WE WILL WAIT TO SEE IF THE GOVERNOR WILL SIGN THAT POLICY.
AND I'LL TURN IT OVER TO LIZ TO TALK ABOUT TWO ADDITIONAL ITEMS. GOOD EVENING, MAYOR, MEMBERS OF THE COUNCIL.

AND I'M GOING TO BE DISCUSSING TWO OF THE BILLS AND I'M GOING TO CHANGE UP WHAT STEPHEN JUST SAID, BECAUSE HE INDICATED THAT TRADITIONAL CONFERENCE COMMITTEES ARE MADE UP OF THE LIKE COMMITTEE ON EITHER CHAMBER.
THE TWO THAT I'M GOING TO DISCUSS DID NOT FOLLOW THAT PARTICULAR PROTOCOL.
THEY ARE NOT REQUIRED TO DO THAT DEPENDING ON THE CONTENT OF THAT PARTICULAR LEGISLATION.
SO THE FIRST BILL THAT I'M GOING TO TALK ABOUT IS A COMBINATION OF JUVENILE JUSTICE BILLS, BECAUSE THERE IS NO CORRECTIONS AND JUVENILE JUSTICE COMMITTEE ON THE SENATE SIDE, THEY ARE PAIRED WITH THE JUDICIARY COMMITTEE.
SO WE'RE WORKING ON TWO SLIGHTLY DIFFERENT COMMITTEES THERE.
THE HOUSE BILL 2021 DEALS PRIMARILY WITH JUVENILE CRISIS INTERVENTION CENTERS.
SO THIS COVERS THE GAMUT OF EVERYTHING FROM FOSTER CARE TO THOSE NEEDING INTERVENTION SERVICES.
IT DOES REQUIRE THAT THERE IS PARTNERSHIP AND COLLABORATION BETWEEN SECRETARY FOR CHILDREN AND FAMILIES, SECRETARY OF CORRECTIONS TO COORDINATE THOSE ACTIONS IN RESPECT TO WHERE THOSE CHILDREN ARE GOING TO BE AT RISK.

JUVENILE CODE.IT DOES REQUIRE THAT THE SECRETARY OF CORRECTIONS, WHEN A JUVENILE IS PLACED IN DETENTION, THAT HAS TO REPORT THOSE FINDINGS TO THE VARIOUS CORRECTIONS ORGANIZATIONS.
THIS WAS AN INTERESTING BILL IN THE SENSE THAT IT WAS NEARLY UNANIMOUS IN THE HOUSE.
SO IT WAS ON A VOTE OF 119 TO 1.
SO THE NAYS HAD JUST AS MANY REPUBLICANS AND DEMOCRATS AS DID NEARLY THE YEA VOTE.
SO IT WAS AN INTERESTING DYNAMIC BETWEEN THE TWO.
THE SECOND BILL THAT I'M GOING TO TOUCH ON IS IN REGARDS TO HEALTH AND IN THIS PARTICULAR SITUATION, IT WAS THE SENATE PUBLIC HEALTH AND WELFARE COMMITTEE PAIRED WITH THE HOUSE FEDERAL AND STATE AFFAIRS COMMITTEE.
IT ALSO DID PROVIDE THE DECRIMINALIZATION OF THE USE OF FENTANYL STRIPS, REMOVING THAT FROM THE DRUG PARAPHERNALIA AS IT WAS PREVIOUSLY LISTED.
IT AMENDED THE CRIME AGAINST, BATTERY AGAINST A HEALTH CARE WORKER TO NOT ONLY DEFINE A HEALTH CARE WORKER AS A LICENSED, REGISTERED, CERTIFIED OR AUTHORIZED BY THE STATE INDIVIDUAL TO PROVIDE HEALTH CARE SERVICES, BUT ALSO CHANGE THE BATTERY TO A CLASS A MISDEMEANOR.
SO THIS DID REALLY TRY TO EXCLUDE THOSE TESTS, AS I INDICATED EARLIER.

OF COURSE, THE LOCAL FOOD SALES TAX AND THE FACT THAT LOCAL CONTROL ON HOW THAT IS DETERMINED AND WHAT RATE IT IS SET, THAT WAS A PRETTY LARGE BATTLE AND SO WE PRESERVED THAT FOR THE CITY.
THERE WAS SOME EDUCATION TO BE DONE ON A RESOLUTION RELATED TO CAPPING PROPERTY VALUE INCREASES.
AGAIN, THE IDEA THERE, OF COURSE, IS IF YOU CAP PROPERTY, VALUATION INCREASES, WHERE IS THE BURDEN GOING TO BE SHIFTED AND SHOULD THAT BE DETERMINED BY THE BODY? SPECIFIC BILL WAS HOUSE BILL 2150, WHICH TALKED ABOUT REPEALING THE AUTHORITY OF CITIES TO APPLY THEIR PLANNING AND ZONING REGULATIONS TO THE AREA THAT IS A THREE MILE RADIUS OUTSIDE OF THE CITY BOUNDARY.
AGAIN, A LOCAL CONTROL ISSUE RIDDLED WITH ISSUES, ESPECIALLY IN A COMMUNITY LIKE LENEXA, WHERE IT'S NESTLED AMONGST OTHER COMMUNITIES AND HAS SOME RURAL AREAS.
AND FINALLY, HOUSE BILL 2446, PLASTIC BAG PREEMPTION BILL AGAIN BACK TO LOCAL CONTROL.

AND SO WE DON'T KNOW HOW MANY BUSINESSES WOULD APPLY FOR IT.
IF YOU THINK ABOUT WHAT WE HAVE HERE AT CITY CENTER, THE LENEXA PUBLIC MARKET, WHO WE DO HAVE RESTAURANTS IN HERE THAT ARE INDIVIDUALLY OWNED AND OPERATED, THE CITY OPERATES THE SPACE ITSELF, BUT THEY ALL PAY PROPERTY AND SALES TAXES.
SO THERE'S NO UNFAIR COMPETITION THERE.
HOWEVER, THE BILL IS NOT CLEAR ABOUT WHETHER OR NOT THAT APPLIES OR NOT.
SO THERE'S A WHOLE BUNCH OF UNCERTAINTY WITH THAT.

THEY ARE DIRECTLY SOUTH OF THE ENTRANCE OFF OF WINCHESTER STREET.
THEY DO CURRENTLY HAVE SIGNAGE THAT YOU CAN VAGUELY SEE UP THERE ABOVE THE CHARGERS ON THE WALLS INDICATING THAT THEY ARE RESERVED FOR EV CHARGERS ONLY AND THAT CARS MUST BE ACTIVELY PLUGGED IN WHILE THEY ARE LOCATED IN THOSE PARKING SPOTS.
SO IT'S BEEN A LITTLE BIT SINCE I CALCULATED THIS BACK LAST WEEK.
BUT AS OF APRIL 25TH, LAST WEEK, WHEN I WAS LOOKING AT THE NUMBERS, WE HAD 46 UNIQUE CHARGING SESSIONS, SO 46 DIFFERENT CARS THAT STARTED A CHARGING SESSION AT OUR CHARGERS, WHICH COMES OUT TO AND THEY CHARGED FOR 60.6 HOURS OF CHARGING, WHICH COMES OUT TO ABOUT 40 MINUTES PER 48 MINUTES PER CHARGER PER DAY. AND THEN THAT'S DIFFERENT FROM THE AMOUNT OF TIME THAT THEY WERE PLUGGED IN.
THEY'D BEEN PLUGGED IN FOR 94 HOURS, WHICH IS ABOUT 74 MINUTES PER CHARGER PER DAY.
SO THERE IS A SOMEWHAT OF A GAP THERE BETWEEN THEM ACTIVELY CHARGING AND BEING PLUGGED IN.
BUT WE DID LOOK TO SOMEWHAT ADDRESS THAT AND I'LL TALK ABOUT THAT LATER.
JUST TO GIVE YOU AN OVERVIEW OF THE TOP LEVEL COSTS THAT THE CITY PAID FOR THESE CHARGERS, $11,456, WHICH COVERS THE ACTUAL UNITS THEMSELVES.
THE FIVE YEAR NETWORK SUBSCRIPTION WITH EV CONNECT, WHICH COVERS THE OPERATIONS, THE BACK END, THE NETWORK CONNECTION, EVERYTHING THAT ALLOWS THEM TO RUN AND BE USABLE AS WELL AS SOME OTHER COSTS HERE AND THERE.

SO WE'RE TRYING TO NOT BE TOO PUNITIVE.
SO THERE'S THAT ONE HOUR GRACE PERIOD.
THEY'RE NOT JUST FREE PARKING SPOTS FOR EVS, THEY ARE FOR CHARGING.
SO AS OF APRIL 25TH, LAST WEEK, WE HAD MADE $70.47.
SO SO WE'RE DOING ALL RIGHT ON THAT FRONT.
SO BASICALLY WHAT I JUST DID FOR COST RECOVERY IS I USED AN UPDATED ESTIMATE OF THE ACTUAL COSTS THAT WE'RE BEARING FOR KILOWATT HOUR, WHICH IS ABOUT $0.10 PER KILOWATT HOUR, AND WE'RE CHARGING $0.20.
SO IT COMES OUT TO ABOUT A 50% MARGIN FOR THAT REVENUE.
AND THEN I EXTRAPOLATED THAT OUT TO A YEAR, WHICH MAY OR MAY NOT BE A FITTING ASSUMPTION.
PEOPLE MAY THEY MAY HAVE BEEN A NEW THING.
CAN'T SAY FOR CERTAIN WHAT THE TREND WILL BE, BUT EXTRAPOLATING THOSE NUMBERS OUT TO THE YEARLY AND THEN THE FIVE YEARS IS HOW YOU GET THAT $3,000 OF COST RECOVERY FOR OUR FOUR CHARGERS OVER FIVE YEARS.
WHEN YOU ADD IN THE REBATE FROM EVERGY WHICH WE ARE IN THE PROCESS OF FINISHING THE APPLICATION THERE TO GET OUR REBATE FOR THESE EV CHARGERS, THAT'S A $10,000 REBATE.
AND HERE'S THE GRAPH SHOWING FIVE YEAR NET COSTS FOR THE EV CHARGERS BASED ON THOSE ASSUMPTIONS.
WITH THE PROJECTED COSTS RECOVERY AND THE REBATE, IT COMES OUT TO A NET EXPENSE OF ABOUT $2,500 FOR THE EV CHARGERS IN THE PARKING GARAGE FOR FIVE YEARS OF OWNERSHIP AND OPERATION.
THESE ARE AT THE FAR KIND OF NORTHEAST END OF THE PARKING LOT.
THEY HAVE NOT BEEN INSTALLED, BUT WE HAVE PURCHASED THE UNITS.
WE'RE ANTICIPATING A START DATE OF JUNE 1ST WITH ABOUT TWO WEEKS TO COMPLETE THE INSTALLATION.
WE ARE PLANNING TO SELF-PERFORM THE WORK, THE TRENCHING WORK IN THE PARKING LOT TO GET FROM THE BOXES THAT YOU CAN SEE ON THE RIGHT SIDE OF THAT PHOTO TO WHERE THE PEDESTAL WILL BE LOCATED.
