I WANT TO SHARE WITH YOU SOME OF OUR PAST EXPERIENCES THIS PAST YEAR AND SOME OF THE THINGS WE'RE GOING TO BE DOING THIS COMING YEAR.
I KNOW I REPORT IN YOUR PACKET SO I'M NOT GOING TO READ IT BUT I'M GOING TO HIT SOME OF THE HIGHLIGHTS OF THE PACKET.
AS MOST OF YOU KNOW ART IS INSTRUMENTAL IN MAKING LENEXA SUCH A SPECIAL PLACE.

ART INSPIRES, IT ENTERTAINS, IT ADDS INTERESTS AND ENCOURAGES PEOPLE TO CONNECT WITH ONE ANOTHER AND WE SEE IT ALL THE TIME WHEN YOU SEE THESE PICTURES.IT TRACKS PEOPLE, IT CONGREGATES PEOPLE AND THEY GET TO SHARE THEIR JOYS AND SORROWS.

THE OTHER THING ABOUT THE ARTS NOT ONLY DOES INSPIRE AND CONNECT PEOPLE BUT IT ALSO GENERATES ECONOMIC DEVELOPMENT AND BUSINESS.
ONE OF THE THINGS THAT OUR ARTS COUNCIL HAS BEEN DOING IS COORDINATING WITH THE JOHNSON COUNTY ARTS COUNCIL TO COLLECT DATA ON PEOPLE THAT ATTEND OUR EVENTS AND WHAT THEY DO, WHAT THEY SPEND MONEY ON BEFORE AND AFTER THE EVENT AND SO THIS REPORT COMES OUT INSPIRE THE AMERICANS FOR THE ARTS AND IT REALLY INDICATES HOW MUCH MONEY GOES INTO THE ARTS AND THE COMMUNITY FROM THE ARTS IN THE AREA AND SO WE'LL SEE THAT.
AGAIN WE'RE DEDICATED GROUP OF PASSIONATE VOLUNTEERS WITH A MISSION TO PROVIDE QUALITY ARTS PROGRAMS AND EVENTS IN KANSAS CITY, EVENTS TO AWAKEN AND APPRECIATE YOUR BOARDS IN THE AREA.
THIS INCLUDES CONCERTS, GALLERY EXHIBITS, THEATER PERFORMANCES, ART TALKS AND MORE.
IN 2022 THE ARTS COUNCIL MEMBERS AND ART GALLERY VOLUNTEERS DEVOTED 635 HOURS TO THE CITY, BASICALLY TO DO ALL THE THINGS WE DO FOR THE PROGRAMS WE DO.
I THINK YOU GET A LOT OF BANG FOR YOUR BUCK WITH THIS GROUP.
THEY'RE PASSIONATE AND THEY LOVE WHAT THEY DO AND IF YOU CALCULATE, WHAT'S THE MONETARY VALUE OF THAT? BASED ON ABOUT 26, 87 VOLUNTEER HOURS IN KANSAS IS WORTH THAT'S ABOUT $17,000 OF VALUE JUST TO BACK THE COMMUNITY FROM THE VOLUNTEER COMMUNITY.

WE DO SEVEN CONCERTS EVERY YEAR OVER IT SAR-KO-PAR PARK AND THERE'S A GOOD PICTURE OF IT AND SOME OF MY CONCERTS JUST DRAW HUNDREDS OF PEOPLE AND EVEN THE NEIGHBORS SIT ON THEIR DECKS AND ENJOY IT.
WE ONLY DO SEVEN AND THEN THE SEVENTH ONE IS OVER THEY ARE ALWAYS ASKING US WELL, WHEN'S THE NEXT ONE? WHEN WE TELL THEM NEXT YEAR AND THEY'RE ALL DISAPPOINTED SO IT'S [LAUGHTER] VERY WELL RECEIVED.

WE ALSO BORROW ALL PERCUSSION INSTRUMENTS FROM SHAWNEE MISSION NORTHWEST HIGH SCHOOL.
IF WE HAD TO BUY THOSE, JUST THOSE PERCUSSION INSTRUMENTS, IT WOULD BE OVER AT LEAST $20,000.

WE ALSO IN THE SPACE, WE HOSTED THE MANHATTAN SHORT FILM SERIES FILM FESTIVAL, WHICH IS ONE, WE ARE ONE OF 500 SITES AROUND THE WORLD THAT SHOWS 10 INTERNATIONAL SHORT FILMS. THEN ATTENDEES GET TO VOTE ON WHO'S THE BEST ACTOR, WHICH IS THE BEST FILM.

WE DO LOOK FOR THE CITY COUNCIL TO APPROVE THIS PRIORITY LIST AND IT IS FILED WITH THE CITY CLERK.
BUT THAT DOESN'T MEAN THAT IT CAN'T CHANGE.
IT IS LOOKED AT EVERY YEAR, ANNUALLY AND OF COURSE STAYS LOW FLUID, AND ADDITIONALLY, WE ALWAYS RESERVE THE RIGHT TO JUMP ON OPPORTUNITIES THAT ARISE IF SOMEONE WERE TO COME FORWARD IN THE COMMUNITY OR JUST A PROJECT COME ALONG THE WAY THAT WE WANT TO JUMP ON, WE CAN DO THAT.

IT'S A LOT EASIER WHEN THEY'RE BOTH PARALLEL, AND THEN YOUR FENCES WOULD ESSENTIALLY BE ABLE TO LINE UP, WOULDN'T BE LOOKING OUT AT THAT VIEW.
I WILL SAY WE CHOSE 15 FEET AS THE SETBACK FOR FENCES IN THE NEW CODE BECAUSE THERE'S TYPICALLY A PLOTTED 15 FOOT LANDSCAPE EASEMENT ALONG ALL THE FRONTS OF PROPERTIES.
THERE'S ALREADY A NO BUILD ZONE, IF YOU WILL, IN THAT 15 FEET.
WE DO ALSO HAVE A LOT OF NON-CONFORMITIES WITH THESE.
THAT MEANS PEOPLE HAVE INSTALLED FENCES WITHIN THE 15 FEET OR CLOSER THAN CODE CURRENTLY ALLOWS.
BY LEGALIZING ESSENTIALLY THE 15 FOOT SETBACK, WE WOULD BE BRINGING A LOT OF THOSE INTO CONFORMITY AS WELL.

OUR BACKYARDS, NONE OF THEM ARE FLAT.
THERE'S PROBABLY 10-12 HOUSES BUILT THIS WAY.
PRETTY MUCH EVERY HOUSE HAS A RETAINING WALL IN THE BACK, OTHERWISE, YOU CAN'T MAINTAIN THE YARD.
BUT THE YARDS ARE ALSO PRETTY SHALLOW.
I MEAN YOU'VE GOT MAYBE 30 FEET BETWEEN THE BACK OF THE HOUSE AND THE WOODS WHERE YOU CAN'T DO ANYTHING BECAUSE IT'S ROCK AND IT'S NOT EVEN DEVELOPABLE LAND THERE.
DON JULIAN, WHEN WE BOUGHT OUR HOUSE, HE BUILT BASICALLY A 12-FOOT HIGH CONCRETE BLOCK WALLS 80 FEET LONG THAT SETS BACK ABOUT 20 FEET FROM THE BACK OF OUR HOUSE.
THIS THING, IT'S AT LEAST 12 FEET IN THE MIDDLE.
AND AT SOME POINT WE'RE GOING TO TRY TO PUT A FENCE FOR SAFETY ON THE TOP OF IT BECAUSE OTHERWISE, YOU GO OVER THE EDGE AND YOU'RE DOWN INTO THIS WOODED AREA.
MY CONCERN WITH THIS 10-FOOT TOTAL IT'S HOUSES LIKE THIS THERE'S NO WAY YOU COULD MAKE IT WORK IN THE SHALLOW AMOUNT OF LAND YOU'VE GOT TRYING TO GO DOWN A 30-DEGREE HILL.
YOU NEED A TALLER FENCE JUST TO GET THE THING, THE FUNCTION AND THEN YOU STILL GOING TO NEED A RETAINING WALL.
IT'S A GOOD 10-12 FEET HIGH AND THEN ANOTHER 4-6 FOOT FENCE ON TOP OF IT.
WE PROBABLY COULD GET AN EXCEPTION, I MEAN, THERE'S NO VIEW TO THIS BECAUSE IT'S ALL WOODS BEHIND US, SO I'M ASSUMING IT PROBABLY WOULD BE APPROVED.
BUT I AM SAYING THERE ARE SITUATIONS RESIDENTIAL LIKE THIS WHERE THE LAND IS SUCH THAT YOU NEED A TALL RETAINING WALL BECAUSE THAT'S THE ONLY WAY YOU CAN DEAL WITH THE PROPERTY AND THE SHALLOWNESS OF IT IN A REASONABLE WAY.
OTHERWISE, YOU'D HAVE FIVE OR SIX STEPS TO TRY TO DEAL WITH GETTING THIS DOWN TO THE BACK OF THE ZONE.
IT WOULD LOOK REALLY STRANGE, MAYBE BECOME BIZARRE TO HAVE ALL THESE TIERED SECTIONS ON A STEEP HILL, SO THAT WAS ALL I WANTED TO MENTION. THAT'S IT.

TIFF PROJECT PLAN 3H COVERS APPROXIMATELY 13.5 ACRES ON THE NORTH SIDE OF THE 86TH AND RENNER INTERSECTION, WHICH IS SHOWN ON THE MAP THERE ON THE FAR SIDE OF THE WHOLE ADVENT PROJECT THERE, THE COMPLETE 27 ACRES.
THE PROJECT PLAN USED TAX INCREMENT TO FINANCE THE DEVELOPER FOR ELIGIBLE SITE DEVELOPMENT COSTS ASSOCIATED WITH THE CONSTRUCTION OF A 240,000-SQUARE-FOOT HOSPITAL, AS WELL AS APPROXIMATELY 54,000-SQUARE-FOOT MEDICAL OFFICE BUILDING.
THE PROJECT PLAN APPROVES UP TO 9.05 MILLION IN PRIVATE ELIGIBLE REIMBURSEMENT AND IS ANTICIPATED TO GENERATE 4.45 MILLION IN TIFF INCREMENTS OVER THE 20-YEAR PERIOD.
AFTER THE PUBLIC HEARING TONIGHT, YOU'LL VOTE IN THE ORDINANCE TO APPROVE THE TIFF PROJECT PLAN 3H.
IF THAT PASSES, YOU WILL THEN VOTE TO APPROVE A DISPOSITION AND DEVELOPMENT AGREEMENT WITH THE DEVELOPER CONTAINS MOST OF THE STANDARD TERMS THAT WE GENERALLY HAVE ON ALL THE PREVIOUS DBAS.

I'M GOING TO KICK THINGS OFF AND WRAP THINGS ON THE END AND STAND FOR ANY QUESTIONS AS WELL.
JUST SOME QUICK BACKGROUND, I BELIEVE IT OR NOT, BACK LAST YEAR WHEN WE TALKED ABOUT THE PUBLIC ART PRIORITY LIST.
BECAUSE THERE'S A LOT OF DISCUSSION AROUND POTENTIAL MURAL AT THE COMMUNITY CENTER AND SENIOR CENTER AS IT WAS STARTING TO BE, BECOME A PROJECT.
WE'VE BEEN SET OUR SIGHTS ON THERE AND BEEN WORKING SINCE THEN.
IN JUNE, WE CONTRACTED WITH PUBLIC ART AND PRACTICE.
WE ALSO FORMED A PRETTY LARGE COMMITTEE THAT'S BEEN WORKING ON THIS FOR, I GUESS NOW, GOING ON ALMOST A YEAR.
IT'S BEEN A LOT OF WORK IN THE MAKING AND GET TO THIS POINT.
AND WE'RE CONCLUDING WHAT WE'RE CALLING PHASE ONE AND BRING IT FORWARD SOME RECOMMENDATIONS TO SEE HOW WE WANT TO PROCEED.

WHEN WE STARTED IN WITH THE PROJECT WE QUICKLY TOOK A LOOK AT THE REGION AND WHERE THEY'RE FROM, WAS ONE OF THE CREEK CRITICAL ASPECTS.
THE FIRST THING THAT REALLY GUIDES A PUBLIC ART EFFORT OR SHOULD GUIDE AND IT HAS WITH YOUR COMMUNITY IS YOUR GOALS OR YOUR VISION.
WHERE DO YOU WANT TO GO? WHAT DO YOU WANT TO BE IN 3-5,10 YEARS? THE IDEA HERE WAS TO ADD THE VIBRANCY TO THE BUILDING.
AS CIVIC PRIDE, COMMUNITY IDENTIFY AND ATTRACT RESIDENTS AND VISITORS TO YOUR COMMUNITY.
THE ARTWORK WILL INTERACT, AND QUITE FRANKLY, THE MURALESS LOOK AT THEIR WORK AS A COMMUNICATION WITH YOUR COMMUNITY.
START OUT BY LISTENING TO THAT VISION AND WHAT THE PEOPLE ARE LOOKING FOR IN THE AREA.
WE HAD THREE IMPORTANT QUESTIONS THAT WE ADDRESSED, AND THEY DECIDED TO LOOK AT THE ARTISTS FROM THE REGION TO SUPPORT THE ARTISTS FROM THE AREA HERE.
WE LOOKED AT 100 AND SOME SLIDES PROBABLY TO START WITH.
WE USE WHAT I CALL A VISUAL LISTENING PROCESS.
IT HELPS TO OBJECTIFY A VERY SUBJECTIVE PROCESS.
AS EACH IMAGE IS PROJECTED OR THE INDIVIDUALS ARE REVIEWING THE IMAGES, WE ASK THEM TO RANK THEM ON A 0-5 BASIS.
THE VALUES ARE PUT INTO A SPREADSHEET AND THEN YOU CAN QUICKLY START TO SEE WHAT THE PRIORITIES FOR THE COMMITTEE IS VERSUS INDIVIDUALS.
WHAT WE WOULD DO THEN IS TO TAKE THE SLIDE PRESENTATION AND THERE ARE SOME OF THE END HERE IF YOU WANT TO SEE THEM.
BUT WE THEN TOOK AND REORDERED ALL THE SLIDES WITH THE TOP PRIORITIES AT THE BEGINNING SO THAT YOU COULD SEE THEM QUICKLY.
THEY DECIDED RATHER THAN A HISTORICAL ORIENTATION THAT THEY WERE LOOKING AT SOMETHING MORE CONTEMPORARY

WE THEN LOOKED AT THE LOCATIONAL CONSIDERATION AND WE USE THAT SAME VISUAL LISTING PROCESS ON THE LOCATIONS AS WELL, SIMPLY BECAUSE IT GIVES EVERYBODY AN EQUAL VOICE WHEN THEY'RE DOING IT.
THERE IS NOT SOME THAT HAVE MORE SAY THAN OTHERS.
THE OBJECTIVE HERE WAS IMPORTANT AND THE GROUP GAVE US A GREAT EFFORT IN RESPONSE TO THAT EFFORT.
WE NARROWED IT DOWN TO 14 ARTISTS FROM THE REGION.
AGAIN, WE PRIORITIZE, WE PUT ALL THEIR IMAGES INTO A POWERPOINT PRESENTATION.
WE'VE PRIORITIZED THEM AND I'LL SHOW YOU THE TOP 3 ARTISTS THAT HAVE BEEN SHORTLISTED SO FAR.
BUT AGAIN, WE LOOKED AT WELL OVER 100 IMAGES.
THE NUMBER 1 ARTIST FROM A PRIORITY STANDPOINT OF THE TOP 3 THAT WE HAVE WAS ALEXANDER.
ALEXANDER STARTED HIS WORK BACK IN THE '80S.
HE GOT HIS FIRST BIG BREAK, I THINK IN '82, '83.
BASICALLY CAME OFF THE STREETS AND HAS NOW BECOME NATIONALLY RECOGNIZED AND HAS DONE A LOT OF GREAT WORKS.
THE 18TH [INAUDIBLE] TO MY UNDERSTANDING THAT HE WORKED ABOUT FOUR YEARS IN THAT WHOLE AREA DOING ADDITIONAL MURALS.
BUT HE'S BECOME A WELL-KNOWN ARTISTS IN THE REGION WHERE YOU SEE THE CITY AUSTIN.
AGAIN, WE WOULD DO SOMETHING WITH LENEXA IN THE CONTEXT OF THE MURAL WHERE IT WOULD BE, THAT WOULD BE UP TO THE ARTIST TO CONSIDER.
ALEXANDER, THEN WE HAD JT DANIELS WAS THE SECOND ONE I ACTUALLY DROVE BY THIS MURAL THIS AFTERNOON.
I WENT OUT AND LOOKED AT THE OLD TOWN AREA AGAIN.
JT IS, I THINK STARTED AROUND 2013 WITH HIS MURALS IN THE AREA.

IT'S AMAZING HOW THE INFLUENCE OF THE MUSIC INDUSTRY AND THEIR WORK HAS INFLUENCED THE VISUAL ARTISTS THROUGHOUT THE UNITED STATES FOR A LONG TIME AND THEN THEY'RE THE FUTURE.
EVAN BROWN WAS THE THIRD ARTIST.
THE DOODLE DOOD IS WHAT HE GOES BY.
BUT IT'S A PROCESS THAT THEY USE WHEN THEY START THEIR MURALS.
WHEN YOU'RE LOOKING AT A BIG BLANK WALL, THEY DO DOODLES OR ALMOST CARTOON-LIKE THINGS THAT ARE IN THE BUILDING AND THEN THEY START TO FILL IN.
BUT IF YOU LOOK AT A HUGE SIDE OF THE BUILDING, THEY'LL START WITH THESE DOODLES AT STRATEGIC PLACES BENCHMARKED BY MEASUREMENTS AND THEN GO AND FILL IT IN AND THEN PUTTING THE PAINT ON TOP OF IT.
THERE WAS DISCUSSIONS ON WHETHER SOMETHING LIKE THIS COULD BE DONE ON FURNITURE.
THEY EVALUATED THINGS LIKE TRASH RECEPTACLES, EVEN BICYCLE RACKS, THINGS LIKE THAT.
THAT CAN BE DONE FOR THIS PROJECT OR OTHER PROJECTS IN THE FUTURE WHERE YOU CAN USE REGIONAL ARTISTS FOR THOSE ASPECTS AS WELL.
AGAIN, THE ARCHITECTURAL FIRM IDENTIFIED ACTUALLY FOUR DIFFERENT SITES, THREE LOCATIONS, BUT ONE OF THEM IS THE SAME JUST WITH A WRAPPED AROUND THE BUILDING.
ALL THE STUDIOS SUBMITTED THOSE FOR US.
AGAIN, THEN WE USE THAT RANKING SYSTEM TO COME UP WITH OUR TOP 1,,2 AND 3 IN THAT ORDER.

DOWN BELOW IN THE LOWER RIGHT IS THE SAME AREA WITH ONLY THE FRONT AND IT DOESN'T WRAP AROUND.
THEN THERE WAS CONSIDERATION FOR POSSIBLY AN INTERIOR MURAL ON THE LONG WALL.
BUT THERE'S ALSO BEEN CONSIDERATION ON THAT WALL FOR GALLERY SPACE THAT COULD BE USED FOR SOMETHING LIKE THAT AS A GREAT OPTION AND SOMETHING LIKE THIS COULD BE ADDED IN THE FUTURE, IF THERE WAS INTEREST.
THE NUMBER 1 SITE PRIORITIZED BY THE COMMITTEE IS THE SOUTH WALL

I THINK ALL THREE ARTISTS CAN ANSWER THAT QUESTION WHILE ALSO INCORPORATING LENEXA SPECIFIC THEMES, MOTIVE, WORDING, ALL THAT THING.
FEEL COMFORTABLE THAT ANY OF THESE THREE GUYS CAN DO THAT.
