THE PROJECT PLAN WILL USE INCREMENT GENERATED FROM THE PROJECT TO REIMBURSE THE DEVELOPER FOR ELIGIBLE COSTS.
AS YOU CAN SEE ON THE SLIDE, THE NEW PROJECT PLAN APPROVES UP TO 3.77 MILLION IN PRIVATE IMPROVEMENTS OR REIMBURSEMENT AND 1.77 MILLION IN PRIVATE OR PUBLIC IMPROVEMENT COSTS.
THE DEVELOPER AND THE CITY WILL SPLIT THE TIF REVENUE 50/50.

THIS IS A GREAT USE OF THE INCENTIVE MONEY THAT WE HAVE AT OUR DISPOSAL TO ALLOCATE.
THEY'RE GOING TO NEED TO SPEND SOME MONEY UP FRONT TO BUILD THE PAD AND THE STRUCTURAL FOUNDATIONS NEEDED FOR THIS FUTURE PARK INSTRUCTION.
IT ALSO ALLOCATES A LOT OF OPPORTUNITIES THEN TOO.
BASICALLY, I THINK KEEP THIS OPEN WHILE IT'S UNDER CONSTRUCTION FOR FUTURE PHASES.
I'M SURE THAT THE DEVELOPER AND ARCHITECTS AND ENGINEERS CAN GO INTO A LOT MORE ELABORATE EXPLANATION.
BUT THIS TO ME WAS AN IMPORTANT SITE.
THIS IS THE FOCAL POINT I THINK THE MAIN ENTRY ELEMENT FOR CITY CENTER.
PROBABLY IN THE LAST 22 YEARS, WE'VE LOOKED AT MAYBE FIVE OR SIX DIFFERENT MAJOR THEMES ON WHAT THIS PARTICULAR SITE SHOULD DO AND HOW IT SHOULD BE CONSIDERED.
I LIKE THIS ONE. I THINK THAT WE'VE GOT PROVEN DEVELOPER THAT'S GOT A GOOD TEAM BEHIND HIM, AND THEY SHOULD DO REALLY WELL.

OLATHE HAS DONE IT WITH THE OLATHE CONFERENCE CENTER.
IT'S NOT UNUSUAL AT ALL IN WICHITA.
THERE'S A NUMBER OF PROJECTS IN WICHITA THAT UTILIZES 2% CID.
IN THE METRO ALSO, LIKE LEE SUMMIT, ALTHOUGH IN MISSOURI, BUT AT LEE SUMMIT, WHAT THEY HAVE DONE IS, THEY WERE COMBINATION OF CID AND A TDD TOGETHER.
MISSOURI HAS A 1% MAXIMUM CID RULE, BUT THEY PUT ON A 1% TDD, SO THIS A 2% TAX SO VERY SIMILAR TO THE CONSUMERS IT'S THE EXACT SAME NUMBER.
IT'S NOT UNCOMMON OR OUT OF THE ORDINARY.
WE DO NEED THAT 2% TO MAKE OUR RETURNS WORK.

THE RATIONALE FOR DOING A 50% SPLIT ON TIF FOR THIS PROJECT IS TO COMPLETE THAT REIMBURSEMENT AS WELL AS TO REIMBURSE THE CITY FOR SOME OTHER COSTS INCLUDING SIGNALING AT SCARBOROUGH AND OTHER COSTS WITHIN THE DISTRICT THAT WILL SERVE THIS PROJECT, AS WELL AS THE GREATER CITY CENTER AREA.

IN LENEXA, WE LEVY 1.375% SALES TAX, 1% FOR THE GENERAL FUND AND THEN A THREE-EIGHTHS AND SALES TAX THAT IS DIVVIED OUT TO THE PAYMENT MANAGEMENT PROGRAM AS WELL AS PARKS AND RECREATION THAT WOULD EAT INTO THE DEBT SERVICE THAT WE'VE PINNED SOME OF THOSE THINGS TO.
IN ADDITION THE PUBLIC SAFETY, SALES TAX NUMBER 3 THAT THE COUNTY PASSED UPON THE COURTHOUSE WHICH ALSO HAS AN APPORTIONMENT TO THE CITIES, WOULD BE THREATENED BY THAT, AND THAT'S A QUARTER CENT SALES TAX.
THE IMPLICATIONS FOR EACH OF THOSE, IF IT WERE TO PASS AT THIS POINT IS ABOUT $2.7 MILLION ANNUALLY IN REVENUE.

THERE'S THE DESIGN PHASE, AND SO WE DO A LOT OF WORK IN THE OFFICE ON THE DESIGN.
THERE'S THE CONSTRUCTION PHASE OF PROJECTS WHERE THE INSPECTORS ARE OUT THERE DOING THEIR WORK AND THEN THERE'S THE PARTY PHASE OF A PROJECT WHERE WE CELEBRATE A PROJECT BEING DONE AND WE HAD OUR FAIR SHARE FRUSTRATING PROJECTS LAST YEAR, BOTH FOR STAFF AND THE COMMUNITY SO WE TRY TO CELEBRATE THOSE WINS ONCE THEY ARE CLOSED OUT.
STORMWATER STAFF IS ANOTHER UNSEEN PART OF OUR DEPARTMENT.
I'LL HIGHLIGHT HERE THAT WE REALLY FOCUSED ON OUR BMP MAINTENANCE AND A BMP FOR THOSE NOT FAMILIAR, IS A BEST MANAGEMENT PRACTICE OF STORMWATER TO MAKE SURE THAT VOLUME AND QUALITY OF STORMWATER IS ADDRESSED IN BEST WAYS, BEST MANAGEMENT PRACTICE WAYS AND WE HAVE HUNDREDS OF THEM APPROVED IN THE CITY.
LAST YEAR WE DECIDED THAT WE REALLY NEEDED TO AMP UP THE INSPECTION AND MAINTENANCE OF THOSE BECAUSE WE HAD OBSERVED THAT THOSE WERE GOING BY THE WAYSIDE IN TERMS OF MAINTENANCE.
YOU CAN SEE HERE WE NUMBER OF INSPECTIONS AND ENFORCEMENT LETTERS AND DID HAVE TO ISSUE SIX NOTICE OF VIOLATIONS SO WE'RE GETTING UP TO SPEED ON THOSE AND YOU CAN SEE HOW MUCH 10,000 PLUS FEET OF PIPE WAS LINED AND 7,300 REPLACED.
VERY ACTIVE WITH OUR STORMWATER DIVISION AS WELL.
OUR BUILDING CODES DIVISIONS DID ALMOST 3,000 MORE INSPECTIONS IN 2022 THAN 2021 THEY'RE VERY ACTIVE IN BOTH NEW BUILDINGS AND ENFORCING BUILDING CODE ISSUES ON EXISTING BUILDINGS.
